Özet
Hukuk devleti, modern demokratik toplumların temel bir bileşenidir. Bu kavram, devletin tüm eylemlerinin hukuka uygun olması gerektiğini ve bireylerin hak ve özgürlüklerinin güvence altına alınmasını ifade etmektedir. Bu tez, hukuk devleti kavramının tarihsel gelişimini, temel unsurlarını ve genel bir değerlendirilmesini ele almaktadır. Devlet ve hukuk devleti kavramlarının birlikte geliştiği diğer kavramlarla olan ilişkisi incelenecek ve aynı dönemdeki hukuk söylemleri analiz edilecektir. Hukuk devletinin neden önemli ve gerekli olduğunun gösterileceği bu çalışmada hukuk devleti vurgusu yapılacaktır. Çalışmanın amacı, hukuk devleti ile toplumun istikrarı, adaletin sağlanması ve demokrasinin işleyişi gibi temel hukuki bileşenlerin unutulmaması ve hukuk devleti ilkesinin önemine vurgu yapılarak tekrar açığa çıkarılmasıdır.

The rule of law is a fundamental component of modern democratic societies. This concept implies that all actions of the state must be in accordance with the law and the rights and freedoms of individuals must be guaranteed. This thesis deals with the historical development, basic elements and an overview of the rule of law. The relationship between the concepts of the state and the rule of law will be examined and the legal discourses of the same period will be analyzed. In this study, the rule of law will be emphasized in order to show why the rule of law is important and necessary. The aim of the study is not to forget the basic legal components of the rule of law, such as the stability of society, the provision of justice and the functioning of democracy, and to re-emphasize the importance of the rule of law.
