Özet
Bu çalışmanın amacı Orman İşletme Müdürlüğüne bağlı Hafik ve Olukbaşı Orman İşletme Şeflikleri orman ekosistem hizmetlerinin ekonomik değerinin belirlenmesidir. Bu kapsamda tedarik, düzenleyici ve destekleyici ekosistem hizmetlerinden ağaç serveti, su üretimi ve karbon depolama değerleri 2020 yılı itibarıyla tahmin edilmiştir. Araştırmada materyal olarak Orman Genel Müdürlüğü ve Devlet Su İşleri Genel Müdürlüğü verileri, ilgili kurumların muhasebe kayıtları, amenajman bilgileri ve literatürden yararlanılmıştır. Çalışma alanı ağaç serveti değeri odun ürünleri baz alınarak kesim, istikbal ve maliyet değeri yöntemleri, Pusat-Özen Barajının su üretim değeri maliyet yöntemi, ağaç servetinin karbon depolama değeri ise net bugünkü değer yöntemi uygulanarak belirlenmiş; ağaç servetinin değeri 101.166.620,86 ₺, suyun değeri 251.428.681,71 ₺ ve karbon depolama değeri ise 1.682.736.255,47 ₺ olarak tahmin edilmiştir. Ağaç serveti ve karbon depolama ekosistem hizmetlerinin üretiminden Orman Genel Müdürlüğü sorumlu iken, su üretimini adı geçen kurum ve Devlet Su İşleri Genel Müdürlüğü birlikte üstlenmiştir. Bu nedenle birim su üretimi maliyet değeri her iki kurum için farklıdır: Devlet Su İşleri Genel Müdürlüğü için 2,39 ₺, Orman Genel Müdürlüğü için ise 0,44 ₺'dir. Sonuç olarak Hafik ve Olukbaşı Orman İşletme Şeflikleri orman ekosistem hizmetlerinin ekonomik değeri 2.035.331.557,57 ₺ olarak tahmin edilmiştir. Kıymet takdiri yapılan ekosistem hizmetlerinden karbon depolama değeri, diğer iki ekosistem hizmeti değerlerinden yüksektir. Bununla birlikte su üretiminin ve ağaç servetinin ekonomik değerlerinin önemli düzeylerde olduğu söylenebilir. Bu nedenle karbon depolama amaçlı ağaçlandırmalara başlanması, su üretiminin ve ağaç servetinin korunması ve iyileştirilmesi, odun dışındaki orman ürünlerinin üretimine ağırlık verilmesi ve kıymet takdiri yapılan orman ekosistem hizmetlerinin ormancılık işletme muhasebe sistemlerine dâhil edilmesi önerilmektedir. Ayrıca orman kaynaklarının sürdürülebilir yönetilmesi için orman kaynaklarından koruma-kullanma dengesi gözetilerek planlarına orman ekosistem hizmetlerinin kıymet takdiri çalışmaları ile elde edilen sonuçların değerlendirilmesi ve karar alma süreçlerine dâhil edilmesi gerekli görülmüştür. Bu tez çalışmasının bu alanda yapılacak çalışmalar için hem iyi bir örnek hem de bir referans kaynağı olacağı düşünülmektedir.

The aim of the study is to determine forest ecosystem services's economic value of Hafik and Olukbaşı Forest Enterprises depended on with the Forest Enterprise Directorate. In this context, growing stock, freshwater production and carbon sequestration values from supplying, regulating, supportive ecosystem services were estimated as of 2020 year. In this study, as material, it was used data of OGM (The General Directorate of Forestry) and DSI (The State Hydraulic Works), accounting records and management information of related institutions, and literature sources. In the study area, growing stock value were used cutting, future and cost value methods based on wood products. The water production value of Pusat-Özen Dam was determined by the cost method. The net present value method was applied for the carbon sequestration value of growing stock. The value of growing stock was estimated as 101,166,620.86 ₺, the value of water was estimated as 251,428,681.71 ₺ and the carbon sequestration value was estimated as 1,682,736,255.47 ₺. While the General Directorate of Forestry is responsible for the production of growing stock and carbon sequestration ecosystem services, both institutions (OGM and DSI) undertake water production. Therefore, the value of water production cost per unit is different for both institutions: The value is 2,39 ₺ for The State Hydraulic Works; is 0,44 ₺ for The General Directorate of Forestry. As a result, the economic value of the forest ecosystem services of Hafik and Olukbaşı Forest Enterprises was estimated as 2.035.331.557,57 ₺. The value of carbon sequestration from ecosystem services calculated the value detection is higher than the values of the other two ecosystem services. Moreover, it can be said that the economic values of freshwater production and growing stock are at a significant level. Therefore, it is recommended to start silviculture with the aim of carbon sequestration, to protect and improve freshwater production and growing stock, to focus on the non-wood forest products, and to include forest ecosystem services which has been determined value detection, in forestry business accounting systems. Besides, it has been taken into account to evaluate the obtained results, and incorporate them into decision-making processes, with value detection studies of forest ecosystem services, to its plans, considering the balance of protection-utilisation of forest resources for sustainable management of forest resources. It is thought that this thesis will be both a good example and a reference source for studies to do in this area.
