ABSTRACT Unexpected developments in the last decade of 20th century have affected most of the countries, international organisations, political and economic processes and even the concepts of political thinking. In this affection, the end of Cold War had caused evaluation of NATO within a new vision. People still having Cold War logic believe that there is no need for NATO in the new era. Their reason behind this idea is the abolition of NATO's main enemy namely the Warsaw Pact. On the contrary, I wanted to clarify in this thesis the reasons about why NATO is still necessary in the new era. Main starting point of my discussion is the fact that the threat elements to world security had not disappeared totally after the Cold War and there are new ones added to these threat elements. Old threat elements to security were easily predictable, whereas, the new ones are multi- faceted and multi-directional. In this environment of uncertainty, NATO still has capability to serve to world peace and security, in a greater extend. However, first of all NATO has come across to keep the pace of the change and adapt itself to new conditions emerged in the world. Otherwise, continuing its existence and credibility as a Cold War Alliance is difficult, even impossible. NATO as an organisation being aware of these facts, entered into a process of both internal and external adaptation. In this context, I tried to evaluate enlargement as an inevitable part of external adaptation of the Alliance. After an initial introductory chapter to thesis, I wanted to give a brief history of NATO in the second chapter; in order to provide some clues for evaluating the past and catching the change in today's conditions. In the third chapter, I tried to explain the status of NATO in the post Cold War world. Events having value of being the corner stones in NATO's post Cold War adaptation have been written in sequence, while taking into account the comments on them in this chapter. Furthermore to description of NATO enlargement calender, I discussed the pros and cons of the enlargement for the major actors included in this strategy in the fourth chapter. The fifth chapter of the thesis had been separated to Russia, as a majorobstacle to enlargement. After defining and explaining the“whys”of the Russian opposition to NATO enlargement, I preferred to explain Turkey's attitude against NATO enlargement in the sixth chapter. Final chapter consists of some concluding remarks, in which I stated strongly the importance of“cooperative security”and the role of the enlarged NATO in this security model.
