Özet
Karşı hegemonik eylemlilik, her dönemde hegemonyanın tutarlılık anlatısında ve ortak duyu hissinde yarıklar açacak yollar bulmuştur. Alternatif medya, bu yarılmayı yaratan bir aparat ve gerçekliğin ifşasının aracısı olarak tarihsel, toplumsal koşullardan doğmuş; zamanın ruhundan ve zamanın tekniğinden faydalanmıştır. Kamusal alanın kamuya kapatıldığı neoliberal hegemonik düzende demokrasi, seçkinlerin performans sergilediği bir seçim sahnesine dönüşürken haklarını talep eden yurttaşlar, alternatif medya olarak sosyal medyada karşı hegemonik pratiklerle kamusal alanı genişletmeye ve asimetrik güç dengesini ufak da olsa bozacak hamleler yapmaya çalışmaktadırlar. Bu çalışma, neoliberal hegemonyanın özünden yola çıkarak neoliberal hegemonik şartlarda yurttaşlığın koşulları, direnişin doğası ve nihayet karşı hegemonyanın mevcut görünümleri ve bu eylemlilikte sosyal medyanın rolünü incelemeyi amaçlamaktadır. Çalışmanın araştırma bölümünde nitel metin analizinin ilgili teknikleri gereken aşamalarda kullanılmıştır. Bu çalışma sonucunda karşı hegemonik eylemlilik içindeki yurttaşların, alternatif medya olarak sosyal medyayı, sosyal devlet ve yurttaşlık hakları taleplerini ileri sürerek kamusal alanı genişletmek ve kamu güçlenmesi yaratmak amacıyla kullandıkları görülmüştür.

Counter-hegemonic activism has found ways to create rifts in the narrative of coherence and common sense of hegemony in every period. Alternative media, as an apparatus that creates this rift and as a means of disclosing reality, has emerged from historical and social conditions and has benefited from the spirit of the time and the techniques of the time. In the neoliberal hegemonic order, where public space is closed to the public, democracy turns into an election arena where elites perform, while citizens who demand their rights are trying to expand the public space on social media as alternative media through counter-hegemonic practices and make moves that will disrupt the asymmetrical balance of power, even if only slightly. Starting from the essence of neoliberal hegemony, this study aims to examine the conditions of citizenship in neoliberal hegemonic conditions, the nature of resistance and finally the current appearances of counter-hegemony and the role of social media in this activism. In the research part of the study, relevant techniques of qualitative text analysis were used at necessary stages. As a result of this study, it has been observed that citizens in counter-hegemonic activism use social media as an alternative media to expand the public space and create public empowerment by asserting their demands for a social state and civil rights.
