Özet

Tarih boyunca insanlığın ihtiyaçlarını karşılamak adına farklı türlerde yapıların oluşmasına aracı olan, birçok kültürel ve tarihi eserin meydana gelmesinde rol oynayan inşaat sektörü, günümüzde ülkelerin ekonomilerinde önemli bir yere sahiptir. Gerek ekonomiye katkı anlamında gerekse de sağladığı istihdam kapasitesi açısından inşaat sektöründe gelişmenin sağlanması ülke ekonomisinin büyümesi açısından önemlidir. İnşaat sektöründe gelişmenin sağlanması ise hem yeni gelişim sahalarının oluşturulması hem de mevcut problemlerin giderilmesi ile mümkün olacaktır. İnşaat sektöründe projelerin başarısını etkileyen süre yönetimi ve bu disipline dair en önemli sorunlardan biri olan gecikme kavramı, iyileştirilmesi gereken ana unsurlarından biri olarak düşünülmektedir. Yarattığı olumsuz etki bakımından sadece proje sürelerinin uzamasına yol açmayan, aynı zamanda projelerde maliyet artışları ile kalite kayıplarına yol açan gecikmelerin minimize edilmesi/ortadan kaldırılabilmesi için öncelikle gecikmelere neden olan faktörlerin belirlenmesi yararlı olacaktır. İnşaat sektöründe her proje kendine özgü ve farklı olsa, projenin niteliği ve yapının kullanım amacı değişse de projelerde gecikme ile karşılaşma riski sık görülen bir sorundur. Ayrıca her projede farklı değişkenlerin öne çıkarak, gecikmeye neden olan farklı faktörlerin önem kazandığı düşünülmektedir. Kullanım amaçları bakımından tasarım sırasında oldukça önemli bir yere sahip olan, toplum sağlığındaki hizmet rolü açısından da önemli olan hastane yapılarında oluşan gecikmelere neden olan faktörlerin belirlenmesi de bu açıdan faydalı olacaktır. Yapılan ön literatür araştırması sırasında, gecikmelerle ilgili çalışmaların hastane projeleri odağında eksik kaldığı düşüncesi ile, bu tez çalışmasında Türkiye'deki hastane projelerinde gecikmeye neden olan faktörlerin tespiti yapılarak ve bu faktörler değerlendirilerek, çözüm önerilerinin sunulması hedeflenmiştir. Tez çalışmasında yapılan alan araştırması sonrasında, Türkiye'deki hastane projelerinde gecikmeye neden olan faktörlerin önem sıralamaları oluşturularak, öncelikle dikkat edilmesi ve yönetilmesi gereken faktörlerin belirlenmesi, farklı paydaş grupları, hastane ölçekleri ve yatırım tipine göre gösterdikleri farklılıkların ortaya konulması, bu bulgu ve değerlendirmeler ışığında gecikmelerin minimize edilmesi ve ortadan kaldırılmasına yönelik çözüm önerileri getirilmiştir. Beş farklı bölümden oluşan tezde, giriş bölümünde tezin oluşturulmasına neden olan problemin tanımı ile tezin amacı ve kapsamına yer verilmiştir. Sonrasında ise ikinci bölümde literatürde yapılan çalışmalara, hastane projelerindeki gecikmelerle ilgili bulunan eksikliğe vurgu yapılarak, sektörde genel olarak öne çıkan gecikme faktörlerinin listelemeleri yapılmıştır. Üçüncü bölümde ise, sektörde karşılaşılan gecikme faktörlerinin, hastane projelerindeki karşılığını tespit amacıyla alan araştırması yapılması yoluna gidilmiş olup, burada izlenen yöntem aktarılmıştır. Dördüncü bölümde hastane projelerinde çalışmış katılımcılar üzerinde yapılan anket araştırması sonucu elde edilen bulguların sunulması ile değerlendirmelere yer verilmiştir. Değerlendirme sırasında frekans ayarlı önem indeksi yöntemi kullanılmıştır. FAII yöntemi ile tespit edilen gecikmeye neden olan faktörlerin genel sıralamasının yanı sıra, paydaş gruplarının bakış açıları, hastane projelerinin ölçekleri ve yatırım tiplerine göre de sıralama yapılarak, değerlendirmeler detaylandırılmıştır. Beşinci ve son bölümde, anket çalışmasından elde edilen bulgu ve yapılan değerlendirmeler sonrasında ulaşılan sonuç ile problemin çözümüne yönelik önerilere yer verilmiştir.

The construction industry, which has been instrumental in the formation of different types of structures in order to meet the needs of humanity throughout history and has played a role in the formation of many cultural and historical monuments, has an important place in the economies of countries today. Ensuring development in the construction industry is important for the growth of the country's economy, both in terms of contribution to the economy and the employment capacity it provides. Ensuring development in the construction industry will be possible both by creating new development areas and by eliminating existing problems. Time management, which affects the success of projects in the construction industry, and the concept of delay, which is one of the most important problems related to this discipline, are considered as one of the main elements that need to be improved. In terms of the negative impact it creates, it will be useful to first determine the factors that cause delays in order to minimize / eliminate delays that not only lead to prolongation of project durations, but also lead to cost increases and quality losses in projects. Although each project in the construction industry is unique and different, the nature of the project and the purpose of use of the building vary, the risk of encountering delays in projects is a common problem. In addition, it is thought that different variables come to the fore in each project and different factors that cause delay gain importance. In this respect, it will be useful to determine the factors that cause delays in hospital structures, which have a very important place during the design in terms of usage purposes and are also important in terms of the service role in public health. During the preliminary literature search, it was aimed to present solution proposals by identifying the factors that cause delays in hospital projects in Türkiye and evaluating these factors, considering that the studies on delays are incomplete in the focus of hospital projects. After the field research conducted in the thesis study, the importance rankings of the factors that cause delays in hospital projects in Türkiye were created, the factors that need to be considered and managed first were determined, the differences they show according to different stakeholder groups, hospital scales and investment types were revealed, and solutions were proposed to minimize and eliminate delays in the light of these findings and evaluations. In the thesis, which consists of five different sections, the definition of the problem that led to the creation of the thesis and the purpose and scope of the thesis are included in the introduction. Then, in the second part, the studies in the literature, the deficiencies found in the delays in hospital projects were emphasized, and the lists of the lag factors that stand out in the sector in general were made. In the third part, field research was conducted in order to determine the response of the delay factors encountered in the sector in hospital projects, and the method followed here was conveyed. In the fourth part, the findings obtained as a result of the survey research conducted on the participants who worked in hospital projects are presented and evaluations are included. During the evaluation, frequency-adjusted importance index method was used. In addition to the general ranking of the factors causing the delay determined by the FAII method, the evaluations were detailed by ranking according to the perspectives of the stakeholder groups, the scales of the hospital projects and investment types. In the fifth and last section, the findings obtained from the survey study and the results reached after the evaluations and suggestions for the solution of the problem are included.
