Özet
V ÖZET Bu araştırmanın konusunu lise öğretmenlerinin beklenti ve sorunları oluşturmaktadır. Araştırmanın amacı lise öğretmenlerinin sorunlarını saptayarak, ilgililerin bu sorunlara gerçekçi çözümler getirmesine yardımcı olmaktır. Örneklemimiz toplam 301 denekten oluşmaktadır. Deneklerin 141 M erkek, 158 'i bayandır. Verilerin elde edilmesinde anket tekniğinden yararlanılmıştır. Anket toplam 55 sorudan oluşmaktadır. Verilerin analizinde frekans ve x2 tekniği kullanılmıştır. Verilerin analizinden aşağıdaki sonuçlar saptanmıştır: Öğretmenlerin saygınlığının düşük olmasının en önemli nedenlerinden birisi maaşlarının yetersizliğidir. Branşlar da öğretmenlerin saygınlığını etkilemektedir. Araştırmada matematik, fen bilgisi, edebiyat branşlarının en saygın branşlar olduğu saptanmıştır. Devlet yöneticilerinin öğretmenlik mesleğine gereken önemi göstermemesi de öğretmenlerin saygınlığını etkilemektedir. Öğretmenlerin çoğu mezun oldukları kurumdan aldıkları formasyonu yeterli bulmamaktadırlar. Öğretmenlerin büyük oranı, liselerde okutulmak üzere Talim Terbiye Kurulu' ndan onay almış kitapların bilimsel araştırmaları temel almadığını belirtmektedirler. Bu durum bu kitapları denetleyen komisyonların yanlı davranmalarına bağlanabilir.VI Öğretmenler en önemli sorun olarak eğitim programlarının öğrencilerin kişilik özelliklerini dikkate almadığını belirtmektedirler. Eğitim programları çağın ihtiyaç ve koşullarına, öğrencilerin ilgi ve yeteneklerine göre yeniden düzenlenmelidir. Öğretmenler okul kütüphanesindeki kitapların çok eski olduğu görüşünde birleşmektedirler. Bu da yeni kitapların takip edilerek kitaplıkta bulundurulmasına özen gösterilmediğini göstermektedir. Öğretmenlerin büyük bir çoğunluğu ders araç-gereçlerinin yetersiz olduğunu belirtmektedirler. Bu durum ilgililerin bu konuya yeterince eğilmediklerini göstermektedir. Bulgular okulların büyük bir kısmında ikili öğretim yapıldığını göstermektedir. Bu da eğitim-öğretimin niteliğini olumsuz yönde etkilemektedir. Sınıf mevcutları oldukça kalabalıktır. Bu durum yetkililerin öğretmen ve okul sayılarını artırmadıklanm göstermektedir. Öğretmenlerin rehberlik konusunda okul müdürü, uzman ve öğretmenler arasında gerekli işbirliğinin olmadığını belirtmektedirler. Araştırma bulguları yapılan teftişin mesleki rehberlik ve yardım sağlamaya yönelik olmadığını, kusur bulma ve cezalandırmaya yönelik olduğunu göstermektedir. Bu olumsuz tutum müfettişlerin teftiş tekniklerinde iyi yetişmediklerinin bir göstergesidir. Öğretmenler, öğretmenlerin yönetimin aldığı kararlara katılmadığını belirtmektedirler. Bu durumda okul yöneticilerinin çağdaş tekniklere göre yetiştirilmediği düşünülebilir. Öğretmenler günümüz sendikalarının daha çok hakları kısıtlanmış bir dernek görünümünde olduğu görüşünde birleşmektedirler. Bu da öğretmenlere demokratik toplum düzeninin gerektirdiği örgütlenme hakkının verilmediğini göstermektedir. Öğretmen, öğretmenlerin maaşları artırılmadan 24 Kasım Öğretmenler Günü'nün kutlanmasına karşı çıkmaktadırlar.

vıı SUMMARY The subject of this research is about the expectations and the problems of the highschool teachers. The aim of the research is to determine the problems of high school teachers and lead the authorities find realistic solutions to these problems. Our sample group is formed of 301 subjects, consists of 141 male, 158 female totally. The outcome is reached through the questionnaire technique where there are 55 questions in the questionnaire. For analysing the data, frequance and %2 techniques are used. The outcome of this analysis is presented below. Law salary is one of the most important factors for the teachers not to receive the respect they deserve. The branches of teachers also important when respectability is concerned. In this research it is found out that the mathematics, science and literature teachers receive the most respect. The respect that the teachers receive is also effected by the less importance paid by the authorities to the profession. Most of the teachers beleive that they are not educated adequetly about the pedagogic formation. It is stated by a great number of the teachers that the high school books approved by the Board of Education are not based on the scientific facts. The subjectivity of the inspectation commissions might lead to this grave situation. TC YÜKSEKÖ?RETİM KÜR0UJ noKÜMANTASYON HERKESVIII Not considering the pupil's personality trait while forming the educational schedule is pointed out by the teachers as the most important problem. The educational schedule should be reset according to the contemporary circustances and necessities of the students, besides the interests and abilities of them. It is the common point of all the teachers that the books in the school libraries are too old. This indicates that the necessary importance is not paid for knowing about and providing newly publications. Most of the teachers state that there are not enough materials. This situation shows the lack of importance also on this issue paid by the authorities. It is witnessed that in most of the schools there are two periods of education in a day and this effects negatively the quality of the education given. The highly crowded classes bring out the fact that the authonties are abied to increase the number of neither the schools nor the teachers. The teachers point out that the relationship, in terms of guidance, between school principle, teachers and the expert in the guiding services, is nat sufficient. The inspections are aiming at foult-finding and punishment rather than providing help. This negative attitude shows that inspectors are inefficiently treated about the techniques of inspection. It is stated by the teachers that, they are not given change to participate in the decision taking process run by the administrators. In this situation, it should not be unreasonable to state that school administrators are not trained due to the contemporary techniques. Today's teacher unions are organisations whose rights are limited is the common point agreed by the teachers. This shows that the teachers are not given the organizational rights which are provided by the democratic social order. Unless the salaries are increased, the teachers oppose to celebrate the Teachers Day celebrated on the 24th of November.
