Özet

Ofis binaları, insanların yaşamlarının önemli bir kısmını geçirdikleri mekânlardır. Bu mekânların kent içindeki konumları rastlantısal olmayıp çeşitli faktörlerden etkilenmektedir. Bu tez çalışmasında, Batman ili kent merkezinde ofis binalarının, kentsel gelişim sürecinde yer seçim kararları, bu kararlar doğrultusunda konumlanışları ve bina ölçeğinde mekânsal değişimi ile planlama/uygulama yaklaşımı incelenmektedir. Bu konu ile ilgili literatürde sınırlı araştırmanın olması çalışmanın özgün yönünü ortaya koymaktadır. Çalışma kapsamında ofis binaları ve Batman ili ile ilgili literatüre dayalı bilgiler verilmiştir. Çalışma alanı olarak Batman ili merkez ilçesinde yer alan 12 adet ofis binası tespit edilerek yerinde gözlem ve incelemelerle veri eldesi sağlanmıştır. Bu çalışmada ilgili kurum ve kuruluşlardan binalar ile ilgili bilgi alınmıştır. Tespit edilen ofis binaları hakkında kimlik bilgileri oluşturulmuş ve imar planlama çalışmalarına paralel gelişen kent parçaları içerisindeki yeri irdelenmiştir. Çalışmanın dayandığı kuramsal çerçeve ofis binalarının ve Batman ilinin imar çalışmalarına göre kentsel gelişim sürecidir. Bu nedenle çalışmanın başında konunun daha detaylı anlaşılabilmesi için literatüre dayalı bilgiler verilmiştir. Çalışmanın bulgular bölümünde tespit edilen 12 adet ofis binası ile ilgili detaylı bilgiler verilmiş olup kentsel bulgularla değerlendirilmiştir. Sonuç olarak imar planlama çalışmaları; makro ölçekte ticari alanlar içerisinde yer alan ofis binalarının kent içi konumunu, ada/parsel düzenini, komşuluk üniteleri ile ilişkisini etkilemiştir. Farklı dönemlerde ortaya çıkan sosyo-ekonomik ve teknolojik gelişmelerin de bina ölçeğinde ofis binalarının plan, cephe, kütle tasarımlarını, inşa yöntemini ve malzeme seçimini etkilediği görülmektedir. Bu etkileşim içerisinde dikkat çeken kısım yer seçim kararlarıdır. Ofis binalarının kent içinde genel olarak kamu kurumlarının etrafında yoğunlaşan binalar olarak geliştiği görülmektedir. Bu nedenle ofis olarak inşa edilen yapılarla beraber farklı fonksiyonlara sahip yapıların dönüştürüldüğü tespit edilmiştir. İnşa teknolojilerinin gelişimiyle kat sayısı ve taşıyıcı sistemin değişime uğradığı, modern malzeme çeşitlerinin kullanıldığı gözlenmiştir. Buna karşılık atriumlu planlama biçiminden kat hollü bağımsız yapı düzenine geçilmiş olduğu görülmektedir ancak 2000 yılından bu yana inşa edilen bu yapıların tamamının alanları aynı olmasa dahi hücre tipi planlama anlayışına sahip olduğu görülmektedir.

Office buildings are the spaces where people spend a significant part of their lives. The locations of these spaces within the city are not random and are affected by various factors. In this thesis study, the location selection decisions of office buildings in the city center of Batman province in the urban development process, their positioning in line with these decisions, spatial change at the building scale and planning/implementation approach are examined. The limited research in the literature on this subject reveals the originality of the study. Within the scope of the study, information based on literature on office buildings and Batman province is provided. 12 office buildings located in the central district of Batman province were determined as the study area and data were obtained through on-site observations and examinations. In this study, information about the buildings was obtained from the relevant institutions and organizations. Identity information was created about the identified office buildings and their place within the city parts developing parallel to the zoning planning studies was examined. The theoretical framework on which the study is based is the development of office buildings and the urban development process of Batman province according to the zoning studies. Therefore, information based on literature was provided at the beginning of the study for a more detailed understanding of the subject. In the findings section of the study, detailed information about the 12 office buildings identified was provided and evaluated with urban findings. As a result, zoning planning studies affected the urban location, block/parcel layout, and relationship with neighboring units of office buildings located within commercial areas on a macro scale. It is seen that socio-economic and technological developments that emerged in different periods also affected the plan, facade, mass designs, construction method and material selection of office buildings on a building scale. The striking part in this interaction is the location selection decisions. It is seen that office buildings generally developed as buildings concentrated around public institutions in the city. For this reason, it was determined that structures with different functions were transformed together with the buildings constructed as offices. It was observed that the number of floors and the carrier system changed with the development of construction technologies and modern material types were used. On the other hand, it is seen that there was a transition from atrium planning to floor hall independent building layout, but it is seen that all of these buildings constructed since 2000 have a cell type planning approach even if their areas are not the same.
