Özet
Bu çalışma, ekonomik istihbarat ile ekonomik güvenlik arasındaki çok boyutlu ve girift ilişkiyi, ekonomi politik perspektifinden analiz etmekte, bunun için ekonomi, siyaset bilimi, felsefe, matematik ve fizik gibi alanlardan teorik paradigmalarla beslenerek istihbaratın akademik kimliğini destekleyen multidisipliner bir yaklaşım sergilemektedir. Çalışmanın, ekonomik istihbarat alanındaki akademik literatüre başlıca katkıları şunlardır: (a) Klasik tanımların ötesine geçerek güç, güvenlik ve bilgi yönetimi bileşenlerini içeren dinamik, asimetrik ve etkileşimli bir tanımlama sistematiği geliştirmek. (b) Bu sistematiğin işlevselliğini desteleyecek farklı disiplinlere ait kuramların sentezinden doğan yeni, algoritmik nitel ve nicel modeller inşa etmek. (c) Kavramların; tanımlama, etkileşimlerini sorgulama ve model çıktılarının değerlendirilmesi aşamalarının tümünde, holistik, dispozitif ve kuantik analiz tekniklerini birlikte, bir set olarak kullanmak. Çalışmanın araştırma sorusu, istihbaratın değişen koşullar ekseninde akademik anlamda yeniden yapılanması için tanım, metodoloji ve yöntemlerinde neden ve ne şekilde dönüşümlere ihtiyaç olduğu yönündedir. Bu sorunsaldan hareketle temel hipotez, sağlam ve sürdürülebilir ekonomik güvenliğin, dinamik ve etkili şekilde işletilen bir ekonomik istihbarat sisteminin kurulmasına bağlı olduğudur. Hipotezin ispatı adına bu çalışmanın metodolojik sınırları; Martin Heidegger'in felsefi ilkeleri, Michel Foucault'nun Dispositif teknikle güç ile bilgi yönetimi arasındaki etkileşim ilkeleri, Wesley Wark'ın istihbarat analizine dair yöntemsel ilkeleri, Isenberg'in girişimcilik modeli, James Der Derian'ın simülasyon ve ayrıştırma kuramı, ekonomik esneklik kuramı ve Shannon Entropi kuramı çerçevesinde çizilmektedir. Çalışmanın ampirik bulguları nitel ve nicel boyutlarda ayrışmaktadır. Nitel açıdan bulgular: (a) İstihbarat Ekosistemi Modeli; 'İstihbarat Topluluğu' kavramına alternatif olarak aktörler değil alanlarla tanımlanan, döngüsel ve etkileşim içindeki iş birliğini pozitif toplamlı oyunlarla çalıştıran, iç kontrol mekanizmalarına sahip; saha, kaynak ve karar yönetim mekanizmasıdır. Ekosistem Modelinin işlevselliğini desteklemek adına; (b) Tanım Prizması Modeli; sabit ve statik tanımları sorgulayarak tanımlama sürecine teknik geliştirmek için bağımlı değişkenler ile kaynak-hedef bileşenleri arasında matrisyel bir düzenek tasarımıdır. (c) İstihbarat Değer Üretme Fonksiyonu Modeli, konvansiyonel istihbarat çarkı uygulamalarına farklı bir bakış açısı sunarak bilgi akışının yönetiminden itibaren gücün döngüselliği ilkesi ile işletilen, salt çıktı değil değer üretme fikri üzerine yoğunlaşan bir ekosistem modülüdür. Nicel açıdan önerilen Bilginin Miktar ve Kalite Elastikiyeti Modeli, sınırlı rasyonellik nedeniyle veri işlemede hata ve kaçakların önlenmesi için veri miktarı ve niteliği arasındaki ilişkinin, ekonomideki elastikiyet kuramı merkezinde, olasılık dağılımları ve entropik çözümlemeyle yeniden kurgulandığı bir bilgi değerleme prosesidir. Çalışma böylece, ekonomi politik ve istihbarat alanlarını nitel ve nicel modellerle entegre ederek gelecekteki araştırmalar için multidisipliner bir zemin inşa etmektedir.

This study examines the intricate and multidimensional relationship between economic intelligence and economic security within the frame of political economics, through a multidisciplinary lens drawing on theoretical paradigms supporting the academic identity of intelligence from economics, political science, philosophy, mathematics, and physics. The main contributions of this study to the academic literature on economic intelligence are: (a) Beyond classical definitions, developing a dynamic, asymmetric, and interactive definitional systematic that incorporates the components of power, security, and information management. (b) Constructing new algorithmic qualitative and quantitative models drawing on the synthesis of theories from various disciplines to support the functionality of this system. (c) Employing holistic, dispositive, and quantum analysis techniques together as a set at all stages, including the definition of concepts, questioning their interactions, and evaluating model outputs. As a research question, this study explores why and how transformations are required in the definitions, methodologies, and methods of intelligence. Starting from this problematic central hypothesis of this study is that robust and sustainable economic security hinges upon the establishment of a dynamic and effective economic intelligence system. This study delineates its methodological boundaries by referring various theoretical perspectives from different disciplines such as Martin Heidegger's philosophical principles, Michel Foucault's Dispositive Method and interaction principle between power and knowledge management, Wesley Wark's intelligence analyzing principles, Isenberg's model of entrepreneurship, James Der Derian's simulation and discretization theory, principle of demand elasticity and Shannon's theory. The empirical findings of this research are structured in both qualitative and quantitative dimensions. In terms of qualitative findings: (a) As an alternative to the traditional notion of the 'intelligence community', The Intelligence Ecosystem Model is a 'field-resource-decision' management mechanism actuating circular and interplay cooperation through positive-sum games, possessing internal control mechanisms and characterized by areas rather than actors. To support the functionality of the Ecosystem Model; (b) Challenging the traditional reliance on fixed, static definitions, The Definition Prism Model is a matrical configuration design intend as introduce a technical approach to the definitional process through dependent variables and resource-target components. (c) Providing a different perspective for conventional intelligence cycle applications, The Intelligence Value Creation Function Model is an ecosystem module that operates according to the power circularity principle beginning from management of information flow and focuses on value creation ides rather than purely outputs. As a quantitative dimension, The Information Quantity Elasticity Model is an information valuation process technic that reconfigures the relationship between data quantity and quality through probability distributions and entropic analyses to prevent errors and leaks in data processing due to bounded rationality. Thus, this study lays the groundwork for future research by integrating the fields of political economy and intelligence with qualitative and quantitative models, building a multidisciplinary foundation.
