Özet
Ele alınan çalışma, bilgi sistemleri, ulusal inovasyon sistemleri ve gençlik gelişimi perspektiflerinden girişimcilik ekosistemlerini çok boyutlu bir biçimde ele almaktadır. Araştırma, bilginin üretimi, yayılımı ve ticarileştirilmesi süreçlerini incelerken, yerel yönetimlerin inovasyon ve teknoloji politikalarındaki stratejik rollerini ayrıntılı bir şekilde analiz etmeyi amaçlamaktadır. Çalışma, sürdürülebilir kalkınma bağlamında gençlerin girişimcilik eğilimleri, motivasyon kaynakları ve yerel yönetimlerden beklentilerini anlamaya yönelik kapsamlı bir inceleme sunmaktadır. Araştırma metodolojisi çerçevesinde çevrim içi anket uygulaması yapılmış ve elde edilen nicel veriler SPSS programı kullanılarak istatistiksel analiz yöntemleriyle değerlendirilmiştir. Bu bağlamda, gençlerin bilgiye, teknolojiye ve yerel yönetimlere yönelik algıları detaylı bir şekilde analiz edilerek, genç girişimcilerin sosyal entegrasyon süreçleri ve toplumsal değer yaratma potansiyelleri ortaya konulmuştur. Bulgular, aynı zamanda, yerel yönetimlerin girişimcilik ve teknoloji merkezleri aracılığıyla ekonomik büyüme ve sosyal kalkınma üzerindeki etkilerini de vurgulamaktadır. Sonuç olarak, bu tez, yerel yönetimlerin girişimcilik ekosistemlerinin geliştirilmesindeki merkezi rolünü ve gençlik girişimciliği bağlamında politika yapıcılara yönelik stratejik önerileri ele almaktadır. Çalışma hem literatüre hem de uygulamaya yönelik özgün katkılar sunmakla birlikte, gelecekteki araştırmalar ve politika geliştirme süreçleri için rehber niteliği taşımaktadır.

The present study examines entrepreneurship ecosystems from a multidimensional perspective, incorporating the viewpoints of information systems, national innovation systems, and youth development. It investigates the processes of knowledge production, dissemination, and commercialization, while aiming to conduct a detailed analysis of the strategic roles of local governments in innovation and technology policies. Within the framework of sustainable development, the research offers a comprehensive exploration of young people's entrepreneurial tendencies, sources of motivation, and expectations from local authorities. Within the framework of the research methodology, an online survey was conducted, and the collected quantitative data were analyzed using statistical analysis methods through the SPSS software. In this context, the perceptions of youth regarding knowledge, technology, and local governance are thoroughly analyzed, highlighting the social integration processes and value-creating potential of young entrepreneurs. The findings also emphasize the impact of local governments on economic growth and social development through entrepreneurship and technology centers. In conclusion, this thesis addresses the central role of local governments in fostering entrepreneurship ecosystems and presents strategic recommendations for policymakers in the context of youth entrepreneurship. The study offers original contributions to both academic literature and practical implementation, serving as a guide for future research and policy development initiatives.
