Özet
ÖZET Günümüzde turizm dünyada en büyük ve hızlı gelişen sektörlerden biridir. Özellikle 1950'lerden sonra büyük bir gelişme gösteren turizm, bu dönemden itibaren dikkat çekmeye başlamıştır. Turizmin üzerindeki bu yoğunlaşma, sektörün ekonomik açıdan sağlamış olduğu katkılar çerçevesinde ortaya çıkmıştır. Bu nedenle turizmin diğer temel öğeleri göz ardı edilmiştir. Bunlardan biri de çevredir. Turizm açısından temel kaynak niteliği taşıyan doğal, tarihsel ve kültürel çevre zaman içinde yine turizm nedeniyle zarar görmüştür. Bu çalışmada turizmin, yaratmış olduğu çevre sorunları çerçevesinde, arazi kullanımı üzerindeki etkileri ele alınmıştır. Özellikle mekansal olarak büyüyen turizmin tarım topraklan, orman alanları, kıyılar ve sit alanları üzerinde büyüyen baskısı ve bunun yarattığı sorunlar ortaya konmaya çalışılmıştır. Bu çerçevede konu iki bölümde ele alınmıştır. Kuramsal değerlendirmeye dayanan Birinci Bölüm'de öncelikle turizm, tanım ve sınıflandırmalar aracılığıyla kavramsal olarak açıklanmıştır. Ardından turizm ve çevre ilişkisi anlatılmış, turizmin kendi kaynağı üzerindeki bozucu etkisine işaret edilmiştir. Ülkemiz turizminin temel özellikleri ve kalkınma planlan çerçevesinde gelişimi üzerinde durulmuştur. Turizm politikalannda kısa vadeli ekonomik bakış açısının ağırlık taşıdığı, çevrenin ikinci planda kaldığı vurgulanmıştır. Turizmin gelişiminde dönüm noktası olan 2634 sayılı Turizmi Teşvik Kanunu ve sağlamış olduğu teşvikler anlatılmıştır. Doğrudan turizm politikalannın yam sıra arazi kullanımına ilişkin diğer yasal ve kurumsal düzenlemeler değerlendirilmiştir. Çalışmanın İkinci Bölümü'nde, Kemer Yöresi'nde turizmin arazi kullanımı üzerindeki etkisi ortaya konmaya çalışılmıştır. Sonuç olarak, gerek kuramsal değerlendirme gerek Kemer yöresinden elde edilen bilgiler dahilinde, çalışmamız açısından temel varsayımımız olan turizmin arazi kullanımı üzerindeki olumsuz nitelikteki etkisi değerlendirilmiştir. 329

SUMMARY Today, tourism is one of the largest and rapidly developing sectors in the world. Especially, after 1950s, tourism experienced a significant developments and commencing from this period it started to draw attention. This focus on tourism is created by basing on the framework of contributions which the sector provided and determine when looked from the economic angle. Therefore, the other factors of tourism are overlooked. One of over looked subjects is the environment. Natural, historical and cultural environment, bearing the characteristic of being a basic source of Tourism when looked from the angle of tourism, is seen, in time, as experiencing losses again because of tourism In this study, within the framework of environmental problems created by tourism, the subject of effects of Tourism on land use is taken as topic of study. Especially, tourism that is getting larger with respect to location, is creating pressure on land for forming, forest areas, shores and other sit areas and efforts are made, to put into open this problems that are created by these. Within this framework, the subject is divided and studied in two sections. The first section, is about theoretic assessments and the topic of tourism is conceptually studied by providing a definition for it and making a classification about tourism. Following this, relationship of tourism and environment is explained and attention is drawn to disturbing effects of tourism on its own source. The basic characteristics of tourism in this country and its development within the development plan framework are subjects that are studied. It is emphasized that, in tourism policies, short term economic point of view should have weight and the environment is in the second place of importance. The turning point in development of Tourism is marked with the Law numbered 2634, the Law for Encouragement of Tourism and the incentives provided are expressed in the study. Other legal and organizational arrangements which are related to land use are assessed along with the direct tourism polices. In the second section of the study, the effect of tourism on land use is tried to be shown by taking, the vicinity of Kemer, as the place of interest and concern. In conclusion, both the theoretical assessment and the information obtained at the Kemer region are used in making assessments and the“negative of effect of tourism on land use”formed the basic hypothesis of this study 330
