Özet
ÖZET Yüksek Lisans Tezi Azerbaycan'da Dönüşüm Sürecinden Günümüze Milli Ekonomi İçinde Devletin Rolü Aghasafar ASLANOV Dokuz Eylül Üniversitesi Sosyal Bilimler Enstitüsü Maliye Anabilim Dalı Maliye Programı Araştırmanın amacı, bağımsızlık sonrası dönemdeki ulusal ekonominin yeri ve rolü incelenerek, ulusal ekonominin oluşumu ve gelişim süreci ortaya çıkan ekonomik ilişkileri analiz etmek ve ayrıntılarıyla listelenmektir. Bu araştırma çalışmasında, Azerbaycan'da dönüşüm sürecinden günümüze kadar ulusal ekonomide devletin rolü, Azerbaycan ulusal ekonomisinin tarihi durumu, mevcut durumu ve gelişme yönleri incelenmiş ve aşağıdaki sonuçlar ve öneriler elde edilmiştir. Geçiş sonrası dönemin paradigmalarını bilimsel olarak doğrulamak ve öngörmek için, son 30 yılda gerçekleştirilen ekonomik reformların ayrıntılı bir bilimsel analizi, elde edilen sonuçların genelleştirilmesi ve ekonomik alanda karar alma süreçlerinde gelecekteki deneyimin değerlendirilmesi gereklidir. Birinci bölümde, ulusal ekonominin oluşumu ve gelişimi ve devletin rolü ayrıntılı olarak araştırılmıştır. İkinci bölümde, Azerbaycan ekonomisinin dönüşüm süreci ve mevcut durumu değerlendirilmiş, bağımsızlık sonrası ekonomik yapı, ekonomik kurumlar ve sektörel gelişmeler ele alınmıştır. Üçüncü bölümde, ulusal ekonominin yapısal dönüşümü ve gelecek perspektifi araştırılmış ve ekonominin gelişme aşamaları değerlendirilmiştir. Azerbaycan'da devletin ve toplumun ekonomik yaşamındaki yeri ve rolü hakkında çeşitli görüşlerin, ekonominin devlet tarafından düzenlenmesinin temel biçim ve yöntemlerinin incelenmesi, ekonomik yapının anlaşılması açısından büyük önem taşımaktadır. Bu çerçevede devletin ekonomi üzerindeki etkisi, sadece teorik düzeyde değil, uygulamada da önemli sonuçlar doğurmaktadır. 1991 yılı başlarında bağımsızlığı yeniden kazandıktan sonra geçen sürede, Azerbaycan ekonomisinin piyasa ilişkileri temelinde yeniden yapılandırılması alanında devlet önemli çalışmalar yürütmüştür. Bu çalışmalar, ekonomik yapının serbest piyasa ilkelerine uygun hale getirilmesini ve sürdürülebilir büyümenin sağlanmasını amaçlamıştır.

ABSTRACT Master's Thesis The Role of the State in the National Economy from the Transformation Process to the Present in Azerbaijan Aghasafar ASLANOV Dokuz Eylül University Graduate School of Social Sciences Department of Public Finance Public Finance Programı The aim of this research is to examine the role and position of the state within the national economy in the post-independence period, to analyze the economic relations that emerged during the formation and development of the national economy, and to identify areas for improvement. In this study, the role of the state in the national economy of Azerbaijan from the transformation period to the present day, the historical situation, current state, and development directions of Azerbaijan's national economy have been examined, and the following results and recommendations have been obtained. In order to scientifically ground and anticipate the paradigms of the post-transition period, it is necessary to conduct a detailed scientific analysis of the economic reforms implemented over the past 30 years, to generalize the results obtained, and to evaluate forward-looking experiences in economic decision-making processes. In the first chapter, the formation, development of the national economy, and the role of the state have been thoroughly examined. In the second chapter, the transformation process and current state of the Azerbaijani economy are evaluated, addressing the post-independence economic structure, economic institutions, and sectoral developments. The third chapter explores the structural transformation and future perspectives of the national economy, assessing the stages of economic development. The examination of various perspectives on the role and position of the state and society in economic life, as well as the main forms and methods of state regulation of the economy, is of great importance for understanding the economic structure. In this context, the impact of the state on the economy produces significant outcomes not only on a theoretical level but also in practice. After regaining our independence in early 1991, the Azerbaijani state has undertaken significant efforts to restructure the national economy based on market relations. These efforts aimed to align the economic structure with the principles of a free market economy and to ensure sustainable growth.
