Özet
Sanayi devrimi sonrasında hızlanan teknolojik gelişmelere paralel olarak kalkınma yaklaşımlarında da radikal değişiklikler gözlemlenmiş, bölgesel kalkınmaya yönetecek kurumlara olan ihtiyaç belirgin bir hal almaya başlamıştır. 1933 yılında ABD'de kurulan Tennessee Valley Authority dünyada kurulan ilk kalkınma ajansı kabul edilmektedir. II. Dünya Savaşı sonrasında 1950'li yıllardan itibaren Avrupa ülkeleri hızla Bölgesel Kalkınma Ajansları (Regional Development Agencies- RDA) kurarak savaşın olumsuz etkilerinden bir an önce kurtulmaya çalışmışlardır. Türkiye de Avrupa Birliği uyum sürecinin sonucu olarak 2006 yılında kalkınma ajansları kurmaya başlamış, 2009 yılı sonu itibariyle de Türkiye'nin 81 ilinin tamamını kapsayan 26 Düzey 2 Bölgesinde 26 kalkınma ajansı kuruluşu tamamlanmıştır. Kalkınma ajanslarının yereldeki önemli paydaşlarından biri Kooperatiflerdir. Bu çalışmada Kooperatif, Tarım-Orman Bakanlığı'na bağlı Tarımsal Kalkınma Kooperatifleri, Su Ürünleri Kooperatifleri, Orman Kooperatifleri ile bu kooperatiflerin üst birlikleri ve Ticaret Bakanlığı'na bağlı Kadın Girişimi Üretim ve İşletme Kooperatifleri yerine kullanılacaktır. Kalkınma Ajanslarının kuruluşu, dünyada özellikle de Türkiye'de Kooperatiflerin kuruluşuna göre çok daha yakın bir geçmişe sahiptir. Bu nedenle, Kalkınma Ajanslarının Kooperatiflere yönelik destekleriyle ilgili yeterli çalışmalar bulunmamaktadır. Bu çalışma, TR32 Bölgesi özelinde GEKA'nın kooperatiflere yönelik desteklerinin bir taraması ve analizi niteliğindedir. Türkiye'deki 26 Kalkınma Ajansı'ndan çoğu Üretici Örgütlerine Yönelik finansal ya da Teknik Destek sağlamıştır. Ancak, Güney Ege Kalkınma Ajansı bu bağlamda en çok destek veren 2-3 Kalkınma Ajansı'ndan bir tanesidir denilebilir. Çalışma boyunca GEKA'nın kooperatiflere yönelik desteklerinin neler olduğu taranmış, Güney Ege Kalkınma Ajansı'nın kalkınma planlarından ve faaliyet raporlarından faydalanılmış, destekler özelinde kooperatiflerin ilgisi analiz edilmeye çalışılmıştır.

In parallel with the accelerating technological developments in the aftermath of the industrial revolution, radical changes have been observed in development approaches and the need for institutions to manage regional development started to become evident. The Tennessee Valley Authority, established in the United States in 1933, is considered the first regional development agency in the world. After the World War II, European countries started to develop Regional Development Agencies (RDA) in the 1950s and tried to get rid of the negative effects of the war as soon as possible. Turkey also as a result of European Union harmonization process has begun to establish development agencies in 2006 and as of the end of 2009, 26 development agencies had been established covering all 81 provinces in 26 NUTS 2 regions. One of the important stakeholders of development agencies at the local level is Cooperatives. In this study, Cooperative will be used instead of Agricultural Development Cooperatives, Aquatic Products Cooperatives, Forest Cooperatives and the upper unions of these cooperatives affiliated to the Ministry of Agriculture and Forestry and Women's Initiative Production and Business Cooperatives affiliated to the Ministry of Trade. The establishment of Development Agencies has a much more recent history than the establishment of Cooperatives in the world, especially in Türkiye. Therefore, there are no sufficient studies on the support of Development Agencies to Cooperatives. This study is a scan and analysis of GEKA's support to cooperatives, specifically in the TR32 Region. Most of the 26 Development Agencies in Türkiye have provided financial or technical support to Cooperatives. However, it can be said that the South Aegean Development Agency is one of the 2-3 Development Agencies that provide the most support in this context. Throughout the study, GEKA's supports for cooperatives were scanned, the development plans and activity reports of the South Aegean Development Agency were used, and the interest of cooperatives in terms of supports was tried to be analyzed.
