The Historic Peninsula of Istanbul is a unique geographical area that has successively hosted the Roman, Byzantine, and Ottoman civilizations, with each transforming and building upon the spatial and cultural legacy of its predecessor. For centuries, this area has functioned not only as a significant political and commercial center but also as a dynamic hub of religious and cultural activity. Its built fabric which allows architectural and spatial traces from different historical periods to coexist seamlessly, reinforces the multilayered urban identity of the region. Following the Ottoman conquest in 1453, the urban core became the focal point of intensive construction activity supported by the imperial administration. Structures such as madrasas, caravanserais, baths, and mosques were erected as both reflections and reinforcements of Ottoman cultural identity. Among these, neighborhood mosques emerged as indispensable components of the Ottoman urban system, not only fulfilling religious needs but also shaping the spatial and social organization at the neighborhood scale. Typically, modest in form and scale, these mosques were strategically placed within the urban landscape. Integrated into residential districts, they served as easily accessible spaces of worship. While their designs emphasized practicality and economic solutions, architectural refinement and aesthetic considerations also played an important role. In this context, the Kepenekçi Sinan Mosque, located in the Fatih district—one of Istanbul's oldest residential areas— serves as a remarkable example of this socio-cultural and architectural typology. The mosque is situated at a historically significant junction that connects Byzantine-era Mese Avenue with the Ottoman-period Uzunçarşı and Tahtakale axes leading toward the Sea of Marmara. This strategic positioning exemplifies the cultural stratification and spatial continuity characteristic of the Historic Peninsula. The mosque's positioning and orientation reflect not only historical urban planning principles but also evolving circulation patterns. Mosques in this region were generally constructed using durable and locally available materials such as limestone, brick, and timber. In small-scale neighborhood mosques, wooden roof systems were frequently preferred due to economic considerations, while brick domes were more common in monumental structures. This material distinction also reflects the social and architectural hierarchy inherent in Ottoman construction practices. These design decisions resulted from the interplay of structural requirements, material rationale, and visual symbolism. Neighborhood mosques thus became more than merely functional buildings; they served as visual anchors that defined the urban skyline and reinforced the identity of their neighborhoods. In recognition of the value of these structures and the historical environment in which they are embedded, the Historic Peninsula was officially designated as an“Urban and Historical Conservation Site”in 1995. Kepenekçi Sinan Mosque, reflecting the principles of 16th-century classical Ottoman architecture, exhibits distinct qualities in its spatial configuration, construction techniques, and ornamental elements. These characteristics establish the mosque as an important reference point for understanding the typological development of neighborhood mosques from the classical period. However, over time, the building has been subjected to unauthorized interventions and inappropriate repairs. Restoration activities carried out in the 20th century, in particular, introduced reinforced concrete elements that conflicted with the mosque's original design, disrupting its structural rationale and architectural coherence. Such interventions have obscured accurate historical interpretation and undermined effective conservation planning. In this context, a comprehensive conservation study was undertaken to evaluate the current condition of the mosque and to formulate a scientifically grounded restoration strategy. The documentation process utilized both traditional surveying techniques and contemporary digital tools such as 3D laser scanning. Architectural drawings—including plans, sections, and elevations—were prepared, and a detailed analysis of the building's materials and deterioration types was conducted. Notable forms of damage included surface pollution, loss of mortar joints, and biological growth on the minaret shaft. Additionally, missing or damaged architectural elements, such as the balustrade of the şerefe (balcony), were documented. To guide restitution decisions, a wide range of archival materials—such as early 20th-century photographs, foundation archives, and Pervititch maps—were analyzed. Based on these sources, the historical evolution of the structure was categorized into four distinct periods, enabling a chronological understanding of spatial and material transformations. This analysis established a solid foundation for distinguishing between original and altered components. Furthermore, a comparative typological analysis was conducted with other neighborhood mosques from the same period. Similarities and differences in elements such as façade articulation, roofing systems, and material usage were evaluated. These comparisons supported the validation of restitution proposals. Structural analysis revealed that the mosque's load-bearing walls were composed of ashlar masonry. The base of the minaret was constructed of stone, while the shaft featured alternating bands of stone and brick. The muqarnas section of the minaret's balcony was also made of brick. The building features a rectangular plan with two mihrabs. A flat arch was used at the entrance, while pointed arches were employed in window openings and basement-level elements. The superstructure consists of a timber-framed hipped roof covered with Marseille-type tiles. The structural and material changes—whether due to natural degradation or user-induced interventions—were systematically documented. One of the most severe alterations occurred in the 1960s, when reinforced concrete columns and beams were added to the northwest façade, and steel elements were incorporated into the northeast façade. These modifications not only compromised the original material integrity but also introduced an incompatible structural logic incompatible with the historical fabric. Based on the data obtained through documentation, archival research, and typological comparisons, a comprehensive restoration proposal was developed. This strategy encompasses the mosque's roof system, spatial layout, minaret, and masonry. The proposed approach emphasizes repair techniques compatible with original materials, emphasizing surface cleaning, removal of non-original additions, and traditional reconstruction of missing parts. The restoration strategy ultimately aims to both reestablish the architectural identity of Kepenekçi Sinan Mosque but also to offer a reproducible conservation model for similarly scaled Ottoman-era neighborhood mosques. This methodology, grounded in thorough documentation and supported by typological analysis while respecting local construction traditions, aims to contribute to the sustainable preservation of Istanbul's historic urban environment.
