Özet
Bu çalışmada, 1960 askerî darbesi öncesi ve sonrasında Kastamonu'da meydana gelen siyasal, toplumsal ve ekonomik gelişmeler ele alınmıştır. Türkiye genelinde etkili olan siyasî ve askerî olayların yerel düzeyde nasıl karşılık bulduğu ve bu süreçteki gelişmelerin hangi yönde seyrettiğini incelemeyi amaçlayan araştırma, Kastamonu örneği üzerinden önemli bulgular ortaya koymuştur. Çalışmanın birinci bölümünde, Demokrat Parti'nin iktidara gelişiyle birlikte şekillenen siyasal atmosfer, uygulanan ekonomik politikalar, basın–siyaset ilişkileri ve toplumsal yaşamda yaşanan dönüşümler analiz edilmiştir. Kastamonu'nun tarihsel arka planı ele alınmış; Demokrat Parti döneminde ulusal ölçekte yaşanan gelişmelerin Kastamonu'daki yansımaları ile şehirdeki siyasal hareketlilik ve yerel düzeydeki dönüşüm dinamikleri incelenmiştir. Çalışmanın ikinci bölümünde, 1960 darbesi öncesinde Kastamonu basınında öne çıkan gündem başlıkları analiz edilmiştir. Siyasi gelişmeler, ekonomik sorunlar, dış politika meseleleri ve özellikle Kıbrıs meselesine ilişkin Kastamonu kamuoyunun yaklaşımı, yerel basın üzerinden ortaya konulmuştur. Üçüncü bölümde, 1960 askerî darbesi ve sonrasında Kastamonu'da meydana gelen siyasî, toplumsal ve ekonomik gelişmeler incelenmiştir. Bu çerçevede, darbenin yerel basına yansımaları, Millî Birlik Komitesi üyeleri ile diğer siyasî aktörlerin Kastamonu ziyaretleri, 1961 Anayasası'nın hazırlanış ve halkoylaması süreci, 1961–1965 yılları arasında gerçekleştirilen Milletvekili Genel Seçimleri ile Mahallî İdareler Genel Seçimi ve bu süreçte Kastamonu'daki siyasal dengelerin Türkiye geneliyle karşılaştırmalı görünümü ele alınmıştır. Ayrıca, darbe sonrasında kentin ekonomik ve sosyal hayatında gözlemlenen dönüşümler, yapılan yatırımlar, sanayi girişimleri ve toplumsal talepler ayrıntılı biçimde değerlendirilmiştir. Çalışmanın ana kaynaklarını Kastamonu'ya ait Günegöre, Halk, Tosya, Tosya Postası, Yeni Kastamonu, Yenises ve Yeşil Cide gazeteleri oluşturmaktadır. Bu gazeteler kapsamlı biçimde taranmış; ayrıca Cumhurbaşkanlığı Arşiv Belgeleri, TBMM Zabıt Cerideleri, Resmî Gazete, çeşitli araştırma ve tetkik eserleri, tezler, makaleler ve resmî web siteleri de çalışmada başvurulan diğer kaynaklar arasında yer almıştır.

This study examines the political, social, and economic developments that occurred in Kastamonu before and after the 1960 military coup. The research, which aims to examine how political and military events affecting Turkey in general responded to the local level and the direction of developments during this period, has yielded significant findings through the example of Kastamonu. The first part of the study analyzes the political atmosphere shaped by the Democrat Party's rise to power, the economic policies implemented, press-politics relations, and the transformations in social life. The historical background of Kastamonu is examined, examining the reflections in Kastamonu of national developments during the Democrat Party's reign, as well as the political activity and local transformation dynamics in the city. The second part of the study analyzes the prominent headlines in the Kastamonu press before the 1960 coup. The Kastamonu public's approach to political developments, economic problems, foreign policy issues, and, in particular, the Cyprus issue is revealed through the local press. The third chapter examines the political, social, and economic developments that occurred in Kastamonu after the 1960 military coup. This chapter examines the local press coverage of the coup, the visits of members of the National Unity Committee and other political actors to Kastamonu, the drafting and referendum process of the 1961 Constitution, the parliamentary and local elections held between 1961 and 1965, and the comparative view of the political balances in Kastamonu compared to Turkey. Furthermore, the transformations observed in the city's economic and social life after the coup, investments made, industrial initiatives, and social demands are evaluated in detail. The main sources of the study consist of Kastamonu's Günegöre, Halk, Tosya, Tosya Postası, Yeni Kastamonu, Yenises, and Yeşil Cide newspapers. These newspapers were comprehensively scanned. In addition, Presidential Archive Documents, TBMM Minutes, Official Gazette, various research and examination works, theses, articles and official websites were among the other sources used in the study.
