Özet

Köy Enstitüleri, kırsalda kalkınmayı teşvik etmek, tarımsal üretimi modernleştirmek, çağdaş tarım uygulamalarının yaygınlaşmasını sağlamak amacıyla geliştirilmiş bir eğitim modelidir. Enstitülerde temel bilimlerin yanında uygulamalı zanaat, sanat ve tarım dersleri verilmiş, iş odaklı eğitim ön planda tutulmuştur. Erken Cumhuriyet Döneminde kurulmuş 21 yerleşkenin tasarımı, bu eğitim sistemi doğrultusunda şekillenmiş ve yerleşkeler dönemin mimari anlayışının kırsaldaki örneklerini oluşturmuştur. Bu tez çalışmasında, 21 Köy Enstitüsünden biri olan Ortaklar Köy Enstitüsü yerleşkesinin belgelenmesi, yerleşkenin mevcut durumunun analiz edilmesi, kültürel miras değerlerinin belirlenmesi, edinilen bilgiler ışığında yerleşkenin çevresi ile bütünleşik olarak ele alınarak yerleşkeye dair bir koruma yaklaşımı, alan yönetimi ve yeniden işlevlendirme önerisi oluşturmak amaçlanmıştır. Ortaklar Köy Enstitüsü 1944 yılında Kızılçullu Köy Enstitüsü öğrencilerinin ve çevredeki köylülerin emeğiyle inşa edilmeye başlanmıştır. Kampüsün tasarımını dönemin yapı kolu başkanı Mualla Eyüboğlu gerçekleştirmiş, inşaat sürecinde de yerleşkede bulunmuştur. Yerleşkedeki yapıların tasarımında basit geometrik şekiller ve rasyonel planlar tercih edilmiştir. Yerleşkede lojman, işlik, derslik, hamam gibi çeşitli işlevlerde yaklaşık 50 yapı bulunmaktadır. Yerleşkenin etrafında incir ve zeytin tarlaları, sebze bahçeleri bulunmaktadır. İncir ve zeytin tarlalarında tarım devam ederken sebze bahçeleri kullanımda değildir. Günümüzde eğitim işlevi Ortaklar Fen Lisesi üzerinden devam etmektedir ancak Köy Enstitüsü dönemi yapılarının büyük çoğunluğu âtıl durumdadır. Çalışma kapsamında yerleşkenin tarihi incelenmiş ve günümüzdeki durumu belgelenerek rölöve projesi oluşturulmuştur. Yapıların mevcut özelliklerine dair çeşitli analizler yapılmıştır. Bu analizler sonucunda yapıların büyük kısmının tescillenerek koruma altına alındığı tespit edilmiştir. Strüktürel açıdan çoğu iyi durumda olan yapıların korunmuşluk düzeylerinin de yüksek olduğu gözlemlenmiştir. Yerleşkenin özgün durumunu saptamak amacıyla tarihsel katmanlar incelenmiştir. Buna göre eğitim sistemindeki değişimlere paralel olarak yeni mekan ihtiyaçları ortaya çıkmış, neticesinde de yerleşkeye yeni yapılar eklenmiştir. Tarihi katman incelemesi sonucunda elde edilen bu veriler ışığında restitüsyon çalışmaları yapılmıştır. Yapıların özgün durumları da göz önüne alınarak müdahale önerileri sunulmuştur. Yerleşkenin yakınında konumlanan Ortaklar Organize Sanayi Bölgesi'nin sınırlarının giderek genişlediği, yerleşke sınırlarına oldukça yaklaştığı gözlemlenmiştir. Bu durum yerleşkenin sınır bütünlüğü için tehdit oluşturmaktadır. Bir diğer tehdit ise depremdir. Deprem bölgesinde bulunan ve fay hatlarına yakın konumlanan yerleşkede, yapıların bazılarının, depreme dayanıksız olmaları gerekçesiyle son dönemlerde yıkımları gerçekleştirilmiştir. Deprem ve sanayi bölgesinin baskısı gibi başlıklar koruma sorunları altında ele alınarak detaylı incelemeler yapılmış, tehditlere karşı alınabilecek önlemler tartışılmıştır. Yerleşkenin çevresindeki kırsal ve tarım alanlarının çoğunluğu, sanayi bölgesinin ise tarım ve gıda sektörü üzerine yoğunlaşmış olması gibi çevresel veriler, bunun yanında yerleşkeye dair somut olmayan değerler ve kültürel miras değerleri de göz önüne alınarak bir koruma yaklaşımı geliştirilmiştir. Bu veriler ışığında olası üç adet yeni işlev önerisi hazırlanmıştır. Bu çalışmalarda yapıların ve yerleşkenin sürdürülebilirliğinin devam etmesi amaçlanmıştır. Yerleşkedeki yapı yoğunluğu ve farklı işlevlerin bir arada bulunması olasılığı da göz önüne alınarak alan yönetimi konusu tartışılmıştır.

The Village Institutes were established in the early 20th century during a period when Turkey was facing severe economic problems due to both internal challenges of a newly founded republic and global developments such as the Second World War. At that time, rural communities struggled from a lack of access to education. Agricultural practices in villages were far behind modern developments and technologies of the era. The Village Institutes were established in response to these issues. The primary aim was to promote rural development, improve agricultural productivity, and bring education to underserved regions. To achieve this goal, 21 institutions were established across different regions of Turkey. For some institutes, existing buildings were used, and for some, new campuses were built from scratch. These campuses were designed by the foremost architects of the era. There were competitions being held, and the architects were encouraged to use vernacular architecture. This led to a unique architectural synthesis blended with contemporary design and vernacular architecture of the era in which the campuses were built. The education on the campuses included applied agriculture, husbandry, craft and art in addition to basic sciences. This education system shaped the design of the campuses by having large areas for agriculture and husbandry practices. The use of a cluster system allowed the buildings with specific functions to interact effectively with the complex. This study focuses on one of the institutions, Ortaklar Village Institute. It aims to document the current condition of the campus, examine its historical background, evaluate its tangible and intangible heritage values, and propose a conservation strategy alongside an adaptive reuse and site management proposal. Ortaklar Village Institute is the 20th village institute and was established in Aydın. Inıtially, there were no plans for establishing this institute; however, the lack of capacity in İzmir Kızılçullu Institute created a need for a new institute to be established close by. Various suitable locations for a new village institute were searched. The best location was Ortaklar due to its closeness to the railway lines, main roads, and Naipli Stream. The land was also ideal for expropriation due to the agricultural lands surrounding it. Moreover, the nearby Magnesia Ancient City added a cultural and historical value to the area. The construction of the campus started in 1944 with the arrival of students from Kızılçullu Village Institute. Students have built the campus gradually, beginning with the most essential structures. Simultaneously, they were also receiving education about construction. The campus was designed by Mualla Eyüboğlu, who was the head of the building branch in Hasanoğlan Village Institute. She remained on the campus during some part of the construction. In addition to the challenges, such as constructing on an empty land, installing a water supply, and draining swampy areas, were needed. Unfortunately, Mualla Eyüboğlu got caught with poisonous malaria during this time, and she stopped working at the village institutes. The campus consists of approximately 50 buildings serving various functions, including a bathhouse, classrooms, lodgings, administrative offices, workshops, dormitories, a gym, and a cafeteria. These structures feature basic geometric forms and a rational planning approach. The buildings are organized along a primary axis, ending at the end of a slope. This axis includes key structures like classrooms, lodgings, and administrative buildings. The main axis branches into several secondary axes, which include a power plant and infirmary alongside lodgings. The campus is located on fertile land, surrounded by fig and olive orchards as well as vegetable gardens. While fig and olive cultivation are still ongoing, the vegetable gardens are inactive. The educational function continues under the name Ortaklar Science High School, however the majority of the historical buildings remain unused. The study was conducted using traditional architectural documentation methods, including on-site observations and photographic documentation. Based on the collected data, a detailed survey project is created. Additionally, various analyses were done on the buildings to understand the current situation they are in. The findings indicate that most structures retain their architectural integrity and remain structurally stable. However, some buildings show damage such as collapsed or deteriorated roof structures and deep cracks in walls and floors. Deterioration caused by exposure to environmental conditions such as moisture and corrosion is observed. Many of the buildings have partial loss of plaster and paint, and most have also lost original elements such as doors and windows.The majority of these structures are currently registered as protected structures. To understand the changes in the campus over time, historical research was conducted. The findings revealed that the site contains multiple historical layers, and new buildings were added during each of these phases. These additions generally correspond to changes in the educational system with spatial needs that accompany them. The most significant transformation periods were in 1963 and 1973, and 1990. The majority of the buildings were constructed using bricks with a masonry system. However, starting in these later phases, concrete structures began to appear on the campus. While the buildings from 1963 and 1973 followed the design principles of the earlier structures, the buildings added after 1990 were constructed with larger volumes and deviated from the original character of the campus. Following this period, many of the older buildings began to be abandoned. Based on this historical analysis, along with aerial and archival photographs, restitution proposals were prepared based on the year 1972, when most buildings retained their original condition. Using these restitution studies, specific intervention proposals were developed for the necessary buildings. The campus currently faces two major threats. These are the expanding boundaries of the nearby industrial zone and the risk of earthquakes. In recent years, Ortaklar Organized Industrial Zone has gradually approached the borders of the institute and increased pressure on its borders. Additionally, the campus is located in a seismically active region with several fault lines located nearby. As a result, some buildings have already been demolished due to structural vulnerability to earthquakes. These risks were analyzed in detail, and the implementation of detailed measurements about earthquakes, alongside a buffer zone to protect the border integrity of the campus, has been proposed. Research made on the area surrounding the campus revealed that many local farmers are engaged in organic agriculture, and the local industry is primarily focused on food and farming. In light of this context, three possible adaptive reuse proposals has been made for the campus. Reusing the campus only for education or a museum of education and lastly with a mixed use including various stakeholders. In this thesis this last proposal examined more detailed due to avantage of its being implaced in various scenarios. This strategy includes collaboration between local farmers, industry stakeholders, and academic institutions to transform the site into an educational hub for agriculture and animal husbandry. This approach allows the preservation of the campus's original education mission while introducing new functional uses for the buildings. The proposal includes reintegrating the existing olive and fig orchards and revitalizing the vegetable gardens for applied lectures. Additionally, key historical buildings are proposed to be converted into museums and cultural exhibition spaces. This strategy aims to preserve the intangible heritage of the institution while providing sustainability.
