Özet
Çalışma, madun olarak kavramsallaştırılan kitlenin post-kolonyal tartışmalar ve post-yapısalcı bakış arakesitinde nasıl ötekileştiği üzerinde temellenmektedir. Bahsedilen hal meseleyi politik bir tabana taşımış, Foucaultcu bir tavırla özne-iktidar anlaşmasının bozulmasının getirdiği rizomatik yaşam biçimleri bu altlıkla ele alınmıştır. Post-kolonyal araştırmaların ve madun tartışmalarının merkezine oturan, Spivak'ın“Madun konuşabilir mi?”sorusu tezin temel yörüngesini belirlemiştir. Bu sorunun eleştirel tutumunun arkasında, kentte daimi olarak ötekileştirilen kitlelerin kentin geri kalanı ile ilişkilenme biçimini anlamaya dair bir arzu yatmaktadır. Tezde madun ve ötekileşme halleri, farklı çeviri biçimleri ile anlaşılmaya çalışılmıştır. Burada amaç; konuşmaları duyulmayan maduna dair çeşitli eksenlerden bir dil çözümü üretmektir. Tezde çeviri olgusu bir çeviren ve çevrilen ilişkisi üzerinden ele alınmaz. Aksine bahsedilen aktörlerin birbiri içerisinde eridiği ve çoklandığı sonu gelmeyen ve sürekli yeni çevirileri arzulatan bir olgu olarak görülmektedir. Böyle bir bakış beraberinde çeviri enstrümanlarını da çoklamayı getirmiştir. Dolayısıyla yalnızca sözsel bir okuma değil, mekânsal ve kent deneyimlerini de içine alan imajinatif çözümlemeler ile farklı çeviri okumaları yapılmıştır. Bu esnada kente bakışın göçebelik üzerinden şekillendiğini söylemek önemlidir. Metropol olgusu, içerdiği bitmez tükenmez yapım yıkım edimleri ile göçebe bir coğrafya olarak tariflenmiş, ötekiliği çağıran ve öteki tarafından çağrılan mekan karakterleri müsveddelik üzerinden yüzergezer bir altlıkla kavramsallaştırılmıştır. Bu kapsamda öncelikle madun olarak tartışılan kitlenin kentteki tezahürleri araştırılmış, çeşitli pilot çalışmalar sonucunda İstanbul'da bulunan kağıt toplayıcılar ele alınmıştır. Kağıt toplayıcılar kentin oldukça büyük bir kesimini oluşturmakta, aynı zamanda atık toplama, ayrıştırma ve dönüştürme üzerinden ciddi bir iş kolunu tariflemektedir. Buna rağmen iş üretimleri ve hatta yaşam biçimleri kanunen illegal kabul edilmektedir. Özne-iktidar anlaşmasının belirgin bir biçimde bozulduğu bu kitle ve kentin geri kalanı arasındaki gerginlik darp, taciz, dışlama gibi problem setlerinin ortaya çıkmasına sebep olmaktadır. Bu sebeple çoğunlukla sesleri duyulmamakta, gündelik yaşantıları bilinmemektedir. Literatürde de kağıt toplayıcılar ile ilgili derinlemesine veri oldukça sınırlıdır. Dolayısıyla tez, İstanbul'da bulunan ve madun olarak kodlanan kağıt toplayıcıların yaşam biçimleri, mekan kurma stratejileri ve kenti algılama hallerinin anlaşılması üzerine kurulmuştur. Çalışmanın özgün tarafını üreten eksenlerden birisi burasıdır. Araştırmada, gömülü kuram ve etnografya metodolojileri karma bir biçimde yer almaktadır. Gömülü kuram araştırmalarında veri setinin kavramsal tartışmadan önce geldiği geleneksel tip değil, beraber yürüdüğü ve birbirine sürekli olarak müdahale ettiği yapılandırmacı tip kullanılmıştır. Bu durum metodolojinin geleneksel yapısını da bozarak mekan çözümlemeleri, kartografik üretimler gibi çeşitli çıktıları meselenin içine katmıştır. Daha önce anlatılmış olan çeviriye dair kavramsal bakış da metodolojiye iliklenerek tezin bir diğer özgün tarafını oluşturur. Böylelikle kuram, veri seti ve metodoloji hemhal olarak holistik bir çerçeve kurulmuştur. Araştırmacı kağıt toplayıcılar ile yaptığı inceleme esnasında öncelikle İstanbul içerisinde çeşitli yönlendirmeler doğrultusunda bir alan seçmiştir. İllegal olan iş üretimlerinde yerlerinin bilinmesini istemedikleri için tezde bu alan, Alan X olarak kodlanmıştır. Alan Xte kağıt toplayıcılara ulaşmak adına buz kırıcı teknikler ile ilerlenmiştir. Araştırmacı onlar gibi giyinerek takip etmiş, kent içerisindeki rotalarını belirlemiştir. Gözlemcinin gözlenen kitlenin bir parçası gibi davranarak deneyim üretmesi etnografik metodoloji kurgusunun da bir parçasıdır. Bir yandan yapılan görüşmeler doğrultusunda tabi oldukları depo ifşa edilmiş ve bu doğrultuda mekan çözümlemeleri yapılmıştır. Görüşmeler ve mekan çözümleri ile kentte belirledikleri rotalar çakıştırılarak çeşitli haritalamalar üretilmiştir. Böylelikle farklı çeviri biçimleri elde edilmiştir. Sonuç olarak araştırmada gelinen noktada; kağıt toplayıcıların kent içerisindeki varoluş biçimlerinin göçebe ve rizomatik oluşu, ötekilik hallerinin getirdiği problem setlerine rağmen bu yaşam biçimini benimsemelerine sebep olan özgürlük hali ve mekan üretimini müsveddeleştirmeleri durumu politikleştirmekte, madunun izlerini çoklamaktadır. Dolayısıyla madun her zerresi ile kentte var olmakta, konuşmaktadır.

The study is based on how the mass, conceptualized as the subaltern, is marginalized in the intersection of post-colonial debates and the post-structuralist gaze. The aforementioned situation has brought the issue to a political base, and the rhizomatic forms of life brought about by the breakdown of the subject-power pact in a Foucauldian manner are addressed with this base. Spivak's question“Can the subaltern speak?”, which is at the center of post-colonial research and the subaltern debates, has determined the basic trajectory of the thesis. Behind the critical stance of this question lies a desire to understand how the permanently marginalized masses in the city relate to the rest of the city. In this thesis, the subaltern and marginalization are attempted to be understood through different forms of translation. The aim here is to produce a language solution from various axes for the subaltern whose speech is not heard. In this thesis, the phenomenon of translation is not dealt with through the relationship between the translator and the translated. On the contrary, it is seen as a never-ending phenomenon in which the actors melt and multiply within each other and constantly desire new translations. Such a view has brought with it a multiplication of translation instruments. Therefore, not only verbal reading, but also imaginative analyses that include spatial and urban experiences, and different translation readings have been made. In the meantime, it is important to say that the view of the city is shaped by nomadism. Being nomadic and the other brings with it Deleuze's concept of deterritorialization. Deterritorialization is disturbing, yet open, liberating, productive, and creative. The back and forth between freedom and discomfort describes the dialectical relationship between the mechanisms of modern societies that seek to establish power and control over individuals and the dialectical relationship that individuals develop against all supra-individual institutions. Therefore, the nomadic space produces its own critique with its shoulder-to-shoulder structure with post-Fordist policies and its hosting of the other who takes a stance against this structure. Nomadic being and the spatiality derived from it is a field of expression. In the following parts of the thesis, the aforementioned spatiality is conceptualized as“manuscript space”by digging into and discussing it. The phenomenon of the metropolitan city, on the other hand, involves a nomadic becoming in itself. The state of transformation it involves (has to) give rise to spatial mobility. A constant state of destruction followed by construction is pregnant with intermediate states. The endless state of construction and destruction makes it difficult to distinguish between the two phenomena. Thus, transformativeness, which is the fate of the metropolis, begins to produce intermediate states. The manuscript space between demolition and construction is the nomadic space itself. While the metropolitan city can be described as nomadic in the spatial context, it also embodies the direct migration of human beings. Most of the city's population is made up of individuals from different places, creating a post-colonial structure. There is a mass that comes from other places, has difficulty in expressing itself, is outside the dominant understanding, and lives with a hybrid identity. The mass is the other of the city, but it also refers to a special group called the subaltern mentioned earlier. In this context, first, the manifestations of the mass discussed as the subaltern in the city were investigated, and because of various pilot studies, paper collectors in Istanbul were taken into consideration. Paper collectors constitute a large segment of the city, and at the same time, they define a serious line of work through waste collection, sorting, and transformation. Despite this, their work production and even their way of life are considered illegal by law. The tension between this group and the rest of the city, where the subject-power pact is broken, leads to the emergence of problem sets such as assault, harassment, and exclusion. For this reason, their voices are often not heard, and their daily lives are unknown. There is also very limited data on paper collectors in the literature. Therefore, the thesis is based on understanding Istanbul's paper collectors' lifestyles, place-making, and space-construction strategies, and how they perceive and code the city in their long-term memory reflecting their cognitive process, who are coded as subalterns. This is one of the axes that produces the originality of the study. In the research, grounded theory and ethnography methodologies are mixed. In grounded theory research, not the traditional type where the data set precedes the conceptual discussion, but the constructivist type where they walk together and constantly intervene with each other. This disrupts the conventional structure of the methodology and brings in various outputs such as spatial analysis and cartographic productions. The conceptual view of translation, already described earlier, is also embedded in the methodology and constitutes another unique aspect of the thesis. In this way, theory, data set, and methodology are integrated to form a holistic framework. However, the thesis and structure can be taken in parts as well as in a holistic flow. In other words, they do not dictate a reading from beginning to end in line with the number of pages. This is a transition from the idea of a closed whole to an open whole that is heterogeneous and contains multiplicity. This is exactly what the thesis tries to produce. Each form of reading creates different subaltern derivatives and makes the reader a part of the system. In this sense, each piece presented together with the theoretical trajectory it requires can be handled separately, the flow is not disturbed, and the places can change. During the research with paper collectors, the researcher first chose an area in Istanbul in line with various directives. This area is coded as Area X in the thesis as they do not want their location to be known in their illegal work production. In Area X, ice-breaking techniques were used to reach the paper collectors. The researcher followed them dressed like them and determined their routes in the city. It is also part of the ethnographic methodology that the observer produces experience by acting as a part of the observed audience. On the one hand, in line with the interviews, the warehouse they were subjected to was disclosed and spatial analyses were made accordingly. Various maps were produced by overlapping the interviews and spatial analysis with the routes they determined in the city. Thus, different forms of translation were obtained. As a result, at the point reached in the research, the nomadic and rhizomatic forms of existence of paper collectors in the city, the state of freedom that causes them to adopt this way of life despite the problem brought about by their state of otherness. The fact that they draft the production of space politicizes the situation and multiplies the traces and forms of translation of the subaltern. Therefore, the subaltern exists and speaks in the city with every particle. The slippery ground of the space within the embedded situation disclosed in the thesis has moved the usual daily life practices to a nomadic space. The rhizomatic draft space, by invoking the ever-transforming and the never-complete, has given the ability to belong anywhere and to establish space everywhere instead of an absolute belonging. The rhizomatic life fiction, on the other hand, has brought about the ability to experience this state of transformation at all scales and to work together with all the parameters of the place (including extinction) at a point that is immanent with the place where one lives, while at the same time rebelling against all mechanical attacks on such a free and immanent state of living. Such a Deleuzian fiction shows that the others of the city are the main producers of the city and build nomadic cities. At this point, the subaltern's mode of communication with the rest of the city has evolved from a verbal one to a spatial and experiential one. The paper collectors, who are by their very nature the inhabitants of the nomadic city, are recognized through the traces they permanently leave due to their nomadic nature within the city, and thus“speak”to the entire city, in fact to every particle of it. The state of speaking is paraphrased and multiplied through different forms of translation. Beyond the spatial base, it derives from a cartographic side. The natural involvement and dominance of phenomena such as papermaking, drafting, and mapping in the process corresponds to a serious metaphorical power related to paper. The power refers precisely to how the subaltern relates to the city. By its very nature, paper is inherent to being a manuscript, to be written and drawn, to be bent and twisted, to migrate to completely different geographies, to manifest, to desire translation, to be incomplete, and to transform. Just like in the Tower of Babel, the constant state of transformation brought about by the fact that the work is never finished evolves into an infinite remaking of the work, an infinite interval of deconstruction, and an infinite possibility of translation. The state of incompleteness invokes its own other and makes us desire new translations. Therefore, translation is not an essence, not a closed system, but rather a struggle for existence that constantly derives itself. It is this struggle that creates the subaltern and constitutes it within the paradox of otherness-freedom. To be free is a political act.
