Özet

Bu çalışma kapsamında,“kentsel dönüşüm”kavramının seçilmesinin nedeni, küresel ölçekte bakıldığında, kentlerin ekonomik, sosyolojik ve politik değişim ve yenilenmeleriyle yakından ilişkili bir kavram olmasıdır. Bu kavram dahilinde, küresel ölçekte kentlerin değişimiyle, ülkemizdeki toplulukların dönüşümü (soylulaştırma) ve toplumsal örgütlenmeleriyle (katılım) ortaya çıkan dinamiklerin irdelenmesi gerçekleştirilecektir. Bu çalışmanın amacı,“kentsel dönüşüm”kavramını anlamak, kentsel dönüşüm sürecinde aktörlerin sürece olan demokratik katılımlarını, toplulukların dönüşümü, rant ve toplumsal örgütlenme modelleri üzerinden incelemektir. Bu modeller ışığında, yasalar ve bildirgelerin desteğiyle, Kartal Kentsel Dönüşüm Projesi'nde yer alan aktörlerin sürece olan katılımlarının sonuçlarından etik bir tartışma yaratmak amaçlanmaktadır. Kartal Kentsel Dönüşüm Projesi'nde katılım sürecinde oluşan dinamiklerin irdelenmesi; bu süre içerisinde bilgi alış verişi, iletişim, karar verme, değerlendirme ve koşullandırma stratejilerinin belirlenmesi bu çalışmanın hipotezidir. Kartal Kentsel Dönüşüm Projesi, bugün Türkiye'de kentsel dönüşüm projeleri arasında sanayi dönüşüm bölgesi olarak farklı bir yerde bulunmaktadır. Seçilen alanın zenginliği, bu çalışmayı ekonomi, sosyoloji, felsefe, mimarlık gibi bir çok disiplini içinde barındıran düşünceler bütünü içinde dönüştürmüştür. Kentsel dönüşüm projelerinde yer alan aktörlerin sürece katılımları ve ilişkilerinin irdelenmeye çalışıldığı bu çalışma temel alt bölümden oluşmaktadır. İlk bölüm giriş bölümüdür; ikinci bölüm tanımlamaların, teorilerin ve modellerin olduğu bölümdür, üçüncü bölümde kentsel dönüşüm yöntemleri ele alınmıştır; dördüncü bölümde kentsel dönüşümün Türkiye'deki tarihsel süreci ve evreleri beraberinde yasaların degişimleri yer almaktadır. Beşinci bölümde, Kartal Kentsel Dönüşüm Projesi'nde yer alan aktörlerin sürece katılımları genel çerçevede ele alınmış; son bölümde ise sonuçlar, tartışmalar ve değerlendirmelerle çalışma sonlanmıştır. Çalışma kapsamında öncelikle literatür araştırması yapılmıştır. Kentsel dönüşüm üzerine yazılmış olan kaynaklar incelenmiş, dönüşüm kavramının uzantısı olan konular araştırılmış, dönüşüm modelleri ve dünyadan örnekler incelenmiş, sürecin tarihsel boyutu ele alınmıştır. İkinci aşamada, araştırılan ve incelenen modeller ile teoriler, tek bir yerde toparlanarak, Kartal Kentsel Dönüşüm Projesi üzerine yeniden mercek altına alınmıştır. Son olarak ise literatür ve teorik alanda elde edilen sonuçların Kartal Kentsel Dönüşüm Projesi ile örtüşen bölgeleri tartışılmış ve değerlendirilmiştir. Kentsel dönüşüm ile ilgili açıklamalar, teoriler ve örneklerin yanı sıra, Kartal Kentsel Dönüşüm Alanı'nda yapılan çalışmada, bölgede ilk kararların alınmaya başlandığı ve ekonomik değişimlerin gözlendiği görülmektedir. Bu çalışmada, kentsel hak ve eşitlik konusunun gün geçtikçe ön plana çıkmaya başladığı, dönüşümün ekonomik, sosyolojik ve politik açılardan gerçekleştiği; diğer katılımcılarla birlikte özellikle mimarların süreçteki görevleri üzerine tartışma yapılmıştır.

The reason of selection of“urban transfom1ation”is mainly related to economical, social and political transformations and renewing activities of the urban spaces in the global scale. In the boundaries of this concept, the examination of the dynamics which are emerging during the discussion of the new social roles (gentrification; the noble activation) and social organization processes participation and this will also oriented us to concentrate on these issues. The aim of this study is to understand and discuss the concept of“urban transformation”and to investigate the actor's participation in the urban transformation process and to analyze the models of community organisations. In the enlightenment of the discussed models, as part of laws and regulations, this study aims to concentrate on actors activating in the Kartal Urban Transformation Project. This study also aims to discuss the possible conclusions of actors participation in the scope of the ethics. The analysis of dynamics appeared in Kartal Urban Transformation Project, in terms of informative systems, communication, decision making, evaluation and facilitation are some that they need to be determined as the main objective of this thesis as hypothesis. As an industrial transformation area, Kartal Urban Transformation Project occupies a specific place in the urban transformaiton projects in Turkey. The importance of the selected area is mainly primary industrial area of Istanbul, so the project drives us to incorporate this study with the disciplines like economics, sociology, philosophy and architecture. This study that is mainly based on the actors participation in the urban transformation projects has six chapters. The first chapter is introduction. The second chapter discusses the definitions theories and models, the third chapter investigates the method of urban transformation; the fourth chapter concentrates on the historical perspective of urban transformation in Turkey. The fifth chapter elaborates the participating actors into the transformation process specifically in Kartal Urban Transformation Project. The last chapter ends with overal conclusions, discussions and evaluations. In the process of this study, the literature research oriented us to find the sources about urban transformation, to elaborate about the contexts of the urban transformation. The resources on urban renewal were examined, the concept of transfonnation was investigated with an extension subjects, the transformation was analyzed in accordance with the models at the global scale and the historical perspective. At the second stage, the models were investigated and theories were collected in the specific chapters and Kartal Urban Transformation Project. In the second stage, the models and theories are investigated and reviewed, focused in one location, Kartal Urban Renewal Project has been taken as the spotlight again. The critical survey has been conducted for Kartal, andtheoritical part or global models are discused which it is relevant for Kartal Urban Transformation Project. The second stage is mainly produced around this question. In the investigation of Kartal Urban Transformation Project, explanations, theories, examples about urban transformation are conducted together. Kartal as a case study has been an experience for this unique transformation. The preliminary decisions are taken about the region and economical changes and possible economical incentives also have been determined. This study also discussed on“urban rights and equality”in the broad sense. It also draws the attraction possible negative aspects of economical, social and political transformations in the region. This study also reinforces the importance of architect's urban role. How the architect participates, what kind of roles can the architect get? These questions are discussed in this study as an ethical side of our profession.
