Özet
ÖZET Tezde, Türk tarihinin bir dönemine damgasını vurmuş olan İttihat ve Terakki Partisi (Cemiyeti)'nin kongreleri üzerinde duruldu. Bu çalışmadaki amaç, İttihat ve Terakki Kongreleri' ni incelemek ve İttihat ve Terakki'nin Osmanlı yönetimi ve toplumu içindeki yerini tespit etmektir. Türkiye Cumhuriyeti 'ni hazırlayan ana etmenler Tanzimat'a kadar giden batılılaşma ve daha sonraki muhalefet hareketinde yatmaktadır. Çalışmanın birinci bölümünde, ilk önce 19. yüzyılda Osmanlı'da görülen muhalefet hareketi anlatılmaya çalışıldı. Daha sonra İttihat ve Terakki'nin ortaya çıkışı ve yapısı üzerinde duruldu. İkinci bölümde, 1908-1918 arası toplam dokuz adet olan İttihat ve Terakki Kongreleri ele alındı. Birincil ve çağdaş kaynaklan topladıktan sonra kongre zabıtlarını tek tek incelenerek bu dönem hakkında bilgi verilmeye çalışıldı. Kongreler, İttihat ve Terakki için yönetime daha fazla sahip olma, ideolojisini tartışma ve yeni kararlar alma fırsatı vermiştir. Kongreler incelenirken gerektiğinde dönemin iç ve dış olayları da, kongrelerle bağlantılı olarak verilmeye çalışıldı. Sonuç olarak, bu çalışmanın amacı doğrultusunda, İttihat ve Terakki Kongrelerini tek tek ele alarak neden-sonuç ilişkisi içinde değerlendirip, bunun yanında kongreler hakkında gerçekçi bilgileri toplayarak, kuruluşundan itibaren İttihat ve Terakki'nin geçirdiği evreler anlatılmaya çalışıldı.

SUMMARY In this thesis, we gave importance to the congresses of“Union and Progress Association”which is one of the most outstanding features of our history. The aim in this study is to investigate the meetings of the association and to determine the place of the association in the Ottoman administration and in the society. The main factors preparing The Turkish Republic lies in the westernisation movement which is later became an opposition movement which dates back to“Tanzimat.”In the second part of this study, we went through the opposition movements in the Ottoman Empire in the 19th century. Then, we told about the offspring of“Union and Progress”movement and the structure of the association. In the second part, we dealt with the 9 sessions of the Union and Progress between 1908-1918, After examining primary and contemporary sources, we searched the Congress Documents one by one - there is no available information about some of the sessions - we tried to enlighten that phase. The sessions gave the association the chance of having the right of governing, of discussing its ideology and of making some decisions. During my study, we tried to give the important internal or foreign affairs of that period relevant to the movement. As the result; dealing with the sessions one by one and evaluating in a reasion- result method and gathering precious information about the sessions, I tried to talk about the phases of the association evolved from its foundation.
