Özet
Bu çalışmanın konusunu Memlükler dönemi emniyet teşkilatı oluşturmaktadır. Memlükler emniyet teşkilatını tüm yönleri ile ele almayı ve aydınlatmayı hedefleyen tezimiz iki ana bölümden meydana gelmektedir. İlk bölümde Memlükler devlet yapılanması içerisinde emniyet teşkilatının yerine değinilip kısaca Memlükler öncesi kurumun Mısır'daki varlığı ve gelişimi hakkında bilgi verilmiştir. Ardından konunun kavramsal çerçevesi belirlenmiş, sonrasında da emniyet teşkilatının hiyerarşisine, emniyet teşkilatında emniyet müdürü başta olmak üzere emniyet görevlilerinin yetki ve sorumluluklarına değinilmiştir. Kavramsal değişim tezin önemli problematiğini oluşturmakta İslam devletlerindeki kullanımıyla“sahibü'ş-şurta”kavramının yerini“vali-vilaye”gibi tabirler almaktadır. Nitekim bu şekildeki kullanım“vali”kavramının çerçevesinin anlaşılmasını zorlaştırmaktadır. Çalışmamız esnasında ülke içerisinde meydana gelen emniyet ve asayiş problemlerinin siyasi gücün istikrarı, ülkenin ekonomik durumu gibi temel etmenlerle yakından ilişki içerisinde bulunduğuna ulaşmış bulunmaktayız. Tezin ikinci kısmında ise devletin başkenti hasebindeki Kahire'de görev almış emniyet müdürleri üzerinden tarihsel olarak polis teşkilatının işleyişi gözler önüne serilmiştir. Konunun emniyet müdürleri etrafında kronolojik olarak anlatılması teşkilatın gelişimi üzerindeki sosyal, siyasal, ekonomik sebeplerin belirlenmesini kolaylaştırmıştır. Bunlarla birlikte ilk bölümde emniyet müdürlerinin uhdesine verilen görevlerin zamana, ihtiyaca göre şekillenip değişiklik gösterebildiği sonucu da çıkmaktadır.

This study focuses on the security apparatus of the Mamluk period. Our thesis, which aims to comprehensively examine and shed light on the Mamluk security apparatus, consists of two main sections. The first section briefly discusses the role of the security apparatus within the Mamluk state structure and provides information about the existence and development of the institution in Egypt prior to the Mamluks. Then, the conceptual framework of the subject is defined, followed by a discussion of the hierarchy of the security organization and the powers and responsibilities of security officials, particularly the security director. Conceptual change forms an important problem in the thesis, with terms such as“vali-vilaye”replacing the concept of“sahibü'ş-şurta”as used in Islamic states. Indeed, this usage makes it difficult to understand the framework of the concept of“vali.”During our study, we found that the security and public order problems occurring within the country are closely related to fundamental factors such as the stability of political power and the economic situation of the country. The second part of the thesis reveals the historical functioning of the police force through the police chiefs who served in Cairo, the capital of the state. The chronological presentation of the subject around the police chiefs has facilitated the identification of the social, political, and economic reasons behind the development of the organization. Along with this, the first section also concludes that the duties assigned to police chiefs could be shaped and changed according to the time and need.
