Özet
Siyasal rejim meselesi, Türkiye'de başlangıcından beri“eski”–“yeni”,“geleneksel”–“modern”,“gerici”–“ilerici”gibi zıtlıklar ve çatışmalar üzerinden tartışıldığı haliyle; her dönem politik gündemin odaklarından biri olagelmiştir. Ancak sürekli canlı tutulan bir ilgiye sahip olsa da konuya yönelik teorik ve pratik incelemelerin, siyasal rejim meselesini çoğunlukla indirgemeci biçimde sorunsallaştırarak gerçekliği kavramaya mesafede kaldığı görülmektedir. Bu kapsamda siyasal rejim sorunu, odağa devlet-sistem ilişkisi yerleştirilerek bu ilişkinin siyasal rejimlerin devamlılığına etkisi üzerinden incelenmelidir. Zira meşruiyetine dayanak“hukuk devleti”görünümü, siyasal sistemin temelinde konuşlanmış liberal demokratik düzen, kurumsal iktidarı ve devletin bu unsurlar vasıtasıyla gizlenen sınıfsal karakteri; devlet-sistem ilişkisini, siyasal rejim meselenin teorik analizi adına kilit bir noktada konumlandırmaktadır. Bu bağlamda tezin amacı, tarihselden güncele doğru yürütülen incelemeyle devlet ve siyasal iktidarın karakteristik özelliklerini açıklığa kavuşturarak günümüz siyasal rejimleri üzerinde temel meşruiyet unsurlarının yalıtımına rağmen devlet iktidarının belirleyiciliğini tespit etmektir. Tarihsel ve yapısal bir analizle teorik sentezi ortaya koyan çalışma, teorik çerçevenin ardından belirli sıçramalarla Türk siyasal hayatının dönüşüm dönemlerini ele almaktadır. Çalışmada, nitel araştırma desenlerinden dokuman analizi ve betimsel analiz yöntemleri kullanılmıştır. Çalışma, ulusal ve uluslararası kurum ve kuruluşlar ile sivil toplum örgütleri tarafından yayınlanan planlar, bildiriler, istatistikler ve raporlar gibi dokümanlardan; mevzuati verilerden ve gazete yazıları, internet kaynakları ile konulara yönelik kitap, makale, tez gibi bilimsel çalışmalardan elde edilen verilerden oluşturulan veri setinin, tasnifi, analizi ve yorumlanması temelinde gerçekleştirilmiştir. The issue of political regime in Turkey has been one of the focal points of the political agenda since its beginning, discussed in terms of oppositions and conflicts such as“old”versus“new,”“traditional”versus“modern,”and 'reactionary' versus“progressive.”Yet, despite the sustained interest in the subject, theoretical and practical studies on the matter have mostly approached the issue of political regime in a reductionist way, failing to grasp the reality. In this context, the issue of political regime should be examined by focusing on the relationship between state and system and its impact on the persistence of political regimes. Indeed, the“rule of law”as Phenomenon, which is the basis of legitimacy, the liberal democratic order at the core of the political system, institutional power, and the class character of the state hidden by these elements locate the state-system relationship at a key point for the theoretical analysis of the political regime issue. In this context, the aim of the thesis is to clarify the characteristic features of the state and political power through an examination conducted from the historical to the contemporary, and to identify the determinative nature of state power over today's political regimes despite the isolation of fundamental elements of legitimacy. The study, which presents a theoretical synthesis through historical and structural analysis, addresses the periods of transformation in Turkish political life with specific leaps following the theoretical framework. The study uses document analysis and descriptive analysis methods from qualitative research designs. The study is based on the classification, analysis, and interpretation of a dataset consisting of data obtained from documents such as plans, declarations, statistics, and reports published by national, international and civil society institutions and organizations; from legislative data and from scientific studies such as newspaper articles, internet sources, and books, articles, and theses on the subject.
