Özet
Amaç: Girişimcilik faaliyetlerinin sürdürülebilir kalkınma hedefleri doğrultusunda desteklenmesi kamu kaynaklarının yönetimi açısından kritiktir. Bu çalışma, Küçük ve Orta Ölçekli İşletmeleri Geliştirme ve Destekleme İdaresi Başkanlığı (KOSGEB) Girişimci Destek Programı İş Geliştirme Desteği'nin proje değerlendirme sürecini incelemekte ve proje değerlendirmelerinin daha nesnel, dengeli ve sistematik hale getirilmesine yönelik bir model önermektedir. Mevcut süreçte projelerin değerlendirme kriterlerinin ağırlıklandırılmasına ilişkin belirsizlikler ve öznel değerlendirme yapısı, geliştirilmeye açık alanlar olarak tespit edilmiştir. Yöntem: KOSGEB girişimci projelerinin değerlendirilmesi için Düzey Temelli Ağırlık Değerlendirmesi (Level Based Weight Assessment, LBWA) yöntemine dayalı iki aşamalı bir model önerilmiştir. Bu modelde proje değerlendirme sorularının yeniden kategorizasyonu yapılarak ana ve alt kriterlerden oluşan hiyerarşik bir yapı elde edilmiştir. Ana ve alt kriterler LBWA, Bulanık LBWA ve q-Seviyeli Ortoper Bulanık Kümeler (q-Rung Orthopair Fuzzy, q-ROF) tabanlı LBWA yöntemleriyle ağırlıklandırarak proje puanlandırma aşamasında KOSGEB uzmanlarından, akademisyenlerden ve bağımsız değerlendiricilerden oluşan karar vericilerin öznel etkileri azaltılmaya çalışılmıştır. Bulgular: Çalışma sonucunda KOSGEB uzmanlarının teknik altyapı ve deneyime, bağımsız değerlendiricilerin inovasyon ve katma değere, jüri üyelerinin ise girişimci yetkinliği ile finansal potansiyele odaklandığı görülmüştür. Bununla birlikte, ana ve alt kriterlerin önem sırasının her üç modelde benzer şekilde olduğu ortaya çıkmıştır. LBWA yönteminin türevleriyle kıyaslanması, ana ve alt kriterlerde sıralama tutarlılığını doğrulamıştır. Sonuç: Bu çalışmada yapılan uygulama, karar vericilerin eğitimlerinin ve ölçme-değerlendirme sürecinin standardize edilmesinin proje değerlendirmesinde önem arz ettiğini ortaya çıkarmıştır. Ayrıca, proje değerlendirme kriterlerinin ağırlıklarının proje konusu ve sektörüne göre dinamik olarak belirlenmesi önerilmektedir. Çalışma, LBWA yönteminin kamu desteklerine uyarlanması ve q-ROF skorlarının LBWA yöntemine entegrasyonu ile literature katkı sağlayan metodolojik bir yenilik sunmaktadır.

Objective: Supporting entrepreneurial activities in line with sustainable development goals is critical for the management of public resources. This study examines the project evaluation process of the Business Development Support within the Entrepreneurship Support Program of the Small and Medium Enterprises Development and Support Administration (KOSGEB) and proposes a model to make project evaluations more objective, balanced, and systematic. In the current process, uncertainties regarding the weighting of project evaluation criteria and the subjective evaluation structure have been identified as areas for improvement. Method: A two-stage model based on the Level Based Weight Assessment (LBWA) method has been proposed for evaluating KOSGEB entrepreneurship projects. In this model, the project evaluation questions were recategorised to obtain a hierarchical structure consisting of main and sub-criteria. By weighting the main and sub-criteria using LBWA, Fuzzy LBWA, and q-Rung Orthopair Fuzzy (q-ROF) based LBWA methods, efforts were made to reduce the subjective influences of decision-makers, including KOSGEB experts, academics, and independent evaluators, during the project scoring phase. Findings: The study found that KOSGEB experts focused on technical infrastructure and experience, independent evaluators on innovation and added value, and jury members on entrepreneurial competence and financial potential. However, it has been found that the order of importance of the main and sub-criteria is similar in all three models. Comparison of the LBWA method with its derivatives confirmed the consistency of ranking across main and sub-criteria. Conclusion: The application implemented in this study revealed that the standardisation of decision-makers' training and the measurement-evaluation process is important in project evaluation. Additionally, it is recommended that the weights of the project evaluation criteria be dynamically determined based on the project topic and sector. The study offers a methodological innovation that contributes to the literature by adapting the LBWA method to public support and integrating q-ROF scores into the LBWA method.
