Özet
Bu tezin temel amacı, AKP'li yıllarda Türkiye'de, hegemonik siyasetin egemen çerçevesini ihlal eden kimi politizasyon momentlerinde, iktidarın hangi stratejiler dolayısıyla bu momentleri massettiğine odaklanmaktır. Çalışmada söz konusu stratejiler ekonomikleştirme, ahlakileştirme ve güvenlikleştirme olarak tarif edilmekte ve her birinin birer depolitizasyon stratejisi olduğu iddia edilmektedir. Türkiye'nin neoliberal dönüşümünde depolitizasyon çoğunluk literatürde eleştirel ekonomi politik bir perspektifle ekonomi politikasının yapım sürecinin teknokratik ve tarafsız niteliği ile tanımlanan çeşitli bağımsız ve üst kurullara devredilmesini açıklamak için kullanılmıştır; bu tez ise söz konusu literatürün temel argümanlarına katılmakla birlikte, depolitizasyonun neoliberalizmin toplumsalı yönetmeye ya da idare etmeye dair temel stratejisi olduğu ve dolayısıyla salt ekonomi politikası yapım sürecine indirgenmemesi gerektiği fikrinden hareketle, söz konusu stratejinin siyasal ve ideolojik düzeyde nasıl işlediği sorunsalı ile yapılandırılmaktadır. Bu amaçlar ile ilişkili olarak AKP'li yıllarda neoliberal-otoriter hegemonyaya farklı düzlemlerde birer karşı çıkışın ifadesi olarak tanımlanabilecek olan Tekel, Gezi Parkı ve Cerattepe Eylemleri karşısında siyasal iktidarın ortaya koyduğu söylemler tezin kapsamını oluşturmaktadır. Nihayetinde tez, depolitizasyonun siyasal ve ideolojik düzeyde görünürlük kazandığı üç strateji tanımlamaktadır ve nihayetinde AKP'li yıllarda ortaya çıkan üç farklı kitlesel politizasyon momentinde bu stratejilerin söylem düzeyinde nasıl somutlaştığını sorunsallaştırmaktadır.

The main objective of this dissertation is to examine the strategies through which political power in Turkey, during the AKP years, has absorbed certain moments of politicization that violated the dominant framework of hegemonic politics. In this study, these strategies are conceptualized as economization, moralization, and securitization, and each is argued to constitute a distinct strategy of depoliticization. In the literature on Turkey's neoliberal transformation, depoliticization has predominantly been addressed from a critical political economy perspective, primarily to explain the delegation of economic policy-making processes to various independent and regulatory agencies characterized as technocratic and ostensibly neutral. While this dissertation concurs with the core arguments of this literature, it proceeds from the premise that depoliticization constitutes a fundamental strategy of neoliberalism for governing—or administering—the social, and therefore should not be reduced solely to the sphere of economic policy-making. Accordingly, the study is structured around the problematique of how this strategy operates at the political and ideological levels. In relation to these objectives, the scope of the dissertation encompasses the discourses articulated by political power in response to the Tekel Workers' Protests, the Gezi Park Protests, and the Cerattepe Protests—each of which can be defined as an expression, on different planes, of resistance to neoliberal-authoritarian hegemony during the AKP years. Ultimately, the dissertation identifies three strategies through which depoliticization becomes visible at the political and ideological levels, and interrogates how these strategies were concretized at the level of discourse in three distinct mass moments of politicization that emerged during the AKP period.
