Özet
Bu çalışmanın amacı mevcut dijital dönüşüm sürecinde yönetim bilimleri alanında meydana gelen değişim ve dönüşümleri değerlendirmek ve bu bağlamda algoritmik yönetişim kavramını bütün yönleriyle ele almaktır. Bu kapsamda dijital dönüşüm süreci ve bu sürece dair dünyada ve ülkemizde yürütülen akademik ve politik çalışmalar değerlendirmeye tabi tutulmuştur. Ayrıca uygulama açısından sürecin akıbeti tespit edilmeye çalışılmıştır. Bunun yanında yönetişim kavramı ve yönetişim kavramının dijital süreçlerle bağlantısı noktasında e-devlet kavramı ele alınmıştır. Nihayetinde dijital dönüşüm sürecinin ürettiği algoritmik yönetişim kavramı tüm yönleriyle incelenmiştir. Hepsinin temeli algoritmalara dayanan yapay zekâ teknolojisi, yeni nesil teknolojiler ve akıllı sistemler tanınmaya ve tanımlanmaya çalışılmıştır. Akabinde yapay zekâ ve yeni nesil akıllı teknolojilerin sosyal hayatta uygulanmaları ile ortaya çıkan etkiler incelenip değerlendirilmiştir. Mevcut teknolojik süreç ve sistemlerin son nokta bir tezahürü olarak ise akıllı kent kavramına yer verilmiştir. Akıllı kent kavramı, içerisinde kullanılan teknolojilerle beraber değerlendirmeye tabi tutularak teorik açıdan sosyal yönleriyle ele alınmaya çalışılmıştır. Daha sonra da dünya ve Türkiye üzerinden akıllı kent projelerine dair belgeler ve uygulamalar incelenerek bir durum tespiti yapılmaya çalışılmıştır. Geleceğe yönelik olarak ise akıllı kent kavramının çok daha ilerisini temsil edebilecek akıllı devlet veya a-devlet konusu araştırılmaya tabi tutulmuştur. Bu kapsamda akıllı kentlerin bir araya getirilmesiyle kurulmuş ve idari sistemi algoritmik yönetişim olan bir devlet modeli tasavvur edilmiştir. Bu konuda mevcut teknoloji ve sosyal sınırlar da değerlendirmenin bir parçasını oluşturmaktadır.

The aim of this study is to evaluate the changes and transformations in the field of management sciences in the current digital transformation process and to consider the concept of algorithmic governance in all its aspects. In this context, the digital transformation process and the academic and political studies carried out in the world and in our country regarding this process were evaluated. In addition, it was tried to determine the status of the process in terms of application. In addition, the concept of e-government is discussed at the point of the concept of governance and the connection of the concept of governance with digital processes. Ultimately, the concept of algorithmic governance produced by the digital transformation process has been examined in all aspects. Artificial intelligence technology, new generation technologies and smart systems, all of which are based on algorithms, have been tried to be recognized and defined. Afterwards, artificial intelligence and new generation smart technologies were evaluated in terms of social impacts and applications were examined. As a state-of-the-art manifestation of existing technological processes and systems, the concept of smart city is included. It has been evaluated together with the technologies used in the concept of smart city and tried to be handled theoretically with its social aspects. Then, a situation determination was tried to be made by examining the documents and applications related to smart city projects over the world and Turkey. For the future, the issue of smart state or a-government, which can represent much more than the concept of smart city, has been investigated. In this context, the possibility of a smart cities with an algorithmic governance model and a state or community of states was evaluated. In this regard, current technology and social boundaries are also part of the assessment.
