Özet

Roma İmparatoru Augustus döneminde başlatılan Romanizasyon süreci, kentlerin idari ve hukuki yapısında önemli değişikliklere yol açmıştır. Bu bağlamda Augustus, imparatorluğun başında diğer eyaletlerin yanı sıra Anadolu'da da koloni kentleri kurmuştur. Bu koloni kentlerinin en bilinenleri Pisidia kolonileri olarak da adlandırılan Güney Galatia'da kurduğu koloni kentleridir. Bu koloni kentleri birbirine Augustus'un kendi adını taşıdığı via Sebaste adı verilen bir yol ağıyla bağlanmıştır. Bu koloni kentlerinin kurulmasında genel olarak askeri sebeplerin etkili olduğu kabul edilmektedir. Hellenistik Dönem'in sonlarında özellikle bölgede Galatia Kralı Amyntas'ın ölümüne kadar süregelen Homonadeis kavminin çıkardığı sorunlar ve Galatia Eyaletinin kurulmasına yol açan gerginlikler neticesinde Augustus bölgede düzeni sağlamak istemiştir. Bu da bir dizi koloni kentinin kurulmasıyla sonuçlanmıştır. Söz konusu bu Roma kolonilerinin bazılarına“ius Italicum”adı verilen bir ayrıcalık tanınmıştır. Diğer koloni kentlerine ise bu ayrıcalığın tanınıp tanınmadığı bilinmemektedir. Ius Italicum, bu kolonilerin topraklarına Italia'daymış gibi davranılmasını sağlayan ve onlara Roma hukuku altında yasal avantajlar sunan bir haktır. Bu ayrıcalığa sahip kentler, Roma vatandaşı olarak kabul edilip çeşitli vergilerden muaf tutulmuşlardır. Kültürel entegrasyonu hızlandıran bu yasa, Roma İmparatorluğu'nun idari yapısının güçlenmesine de katkı sağlamıştır. Bu tez çalışmasında, ius Italicum'un içeriği ve bu yasanın tarihsel gelişimi incelenerek, veteranus'ların yerleştirilmesinden ötürü coloniae militares kapsamında olan Güney Galatia'daki az bilinen koloni kentleri olan Antiochia ad Pisidiam, Cremna, Lystra, Comama, Olbasa, Parlais, Iconium ve Germa'nın bu ayrıcalıktan yararlanıp yararlanmadığı araştırılmıştır. Çalışmada edebi eserler, yazıtlar, arkeolojik ve nümizmatik veriler analiz edilmiştir. Bu analizler sonucunda kentlere ius Italicum'un bahşedildiğinin sembolü olan Marsyas, söz konusu kolonilerin bazılarının sikkeleri üzerinde belgelenmiştir. Servius, yazmış olduğu“In Vergilii Aeneidem Commentarii”adlı eserinde Marsyas'ı“indicium libertatis”olarak ele almış ve bunu ius Italicum ile bağdaştırmıştır. Tezde ayrıca, Roma kolonisi olma sürecinin bu kentlerin idari, hukuki ve toplumsal yapısı üzerindeki etkileri değerlendirilmiştir. Bu araştırma, Roma'daki hukuk sistemi ve bu kolonilerin idari gelişiminde yaşanan Romanizasyon evresini önemli ölçüde sunan bir değerlendirme olarak görülmelidir. Augustus tarafından koloni kentlerine tanınan bir ayrıcalık olan ve Romanizasyon adı altında yürürlüğe koyulan“ius Italicum”denilen yasayla birlikte, kolonilerde görülen idari terimler ve ifadeler ele alındığında, Yunanlara özgü bir yönetim sistemi olan boule'nin yerini“ordo”alarak, kararların decuriones'ten geçtiği gözlemlenmiştir. İdari yapı olarak ise consul'ün yerini“duumviri”, agoranomos'luğun yerini“aedilis”ve tamias'ın yerini“quaestor”almıştır. Bu memurların, tümüyle Roma kolonilerine mahsus olduğu anlaşılmaktadır. Ius Italicum ile ilgili bilgilere erişilen en erken kaynaklar MS 77'de Plinius tarafından yazılmış“Naturalis Historia”, Sextus Iulis Frontinus'un“De controversiis agrorum”adlı kitabında ve MS 533 yılında I. Iustinianus tarafından derlenen“Corpus Iuris Civilis”adındaki hukuki metindir. Frontinus ve Iustinianus'ta ius Italicum denilen ayrıcalığın bazı kentlere verilip bazılarına ise verilmediği ifade edilmektedir. Bu araştırmada adları geçen koloniler sıradan birer yerleşim görünümü sergileseler de bu kentlerin Roma hukuku ve idari yapısı altında ne kadar önemli oldukları konusuna ışık tutulmaya çalışılmıştır.

The Romanization process initiated during the reign of Roman Emperor Augustus led to significant changes in the administrative and legal structures of cities. In this context, Augustus established colonial cities in Anatolia, as well as in other provinces, at the beginning of his reign. The most well-known of these colonial cities are those established in Southern Galatia, also known as the Pisidian colonies. These colonial cities were connected to each other by a road network named via Sebaste, bearing Augustus' own name. It is generally accepted that military reasons were the main factor in the establishment of these colonial cities. Towards the end of the Hellenistic period, Augustus sought to establish order in the region, particularly as a result of the problems caused by the Homonadeis tribe, which continued until the death of King Amyntas of Galatia, and the tensions that led to the establishment of the Province of Galatia. This resulted in the establishment of a series of colonial cities. Some of these Roman colonies were granted a privilege called“ius Italicum”. It is unknown whether this privilege was granted to other colonial cities. Ius Italicum was a right that allowed these colonies to be treated as if they were in Italy and provided them with legal advantages under Roman law. Cities with this privilege were accepted as Roman citizens and exempted from various taxes. This law, which accelerated cultural integration, also contributed to the strengthening of the administrative structure of the Roman Empire. This thesis examines the content of ius Italicum and the historical development of this law, investigating whether the lesser-known colonial cities of Antiochia ad Pisidiam, Cremna, Lystra, Comama, Olbasa, Parlais, Iconium, and Germa in Southern Galatia, which were part of the coloniae militares due to the settlement of veteranus, benefited from this privilege. Literary works, inscriptions, archaeological, and numismatic data were analyzed in this study. As a result of these analyses, Marsyas, the symbol of the granting of ius Italicum to cities, has been documented on the coins of some of these colonies. Servius, in his work“In Vergilii Aeneidem Commentarii,”referred to Marsyas as an“indicium libertatis”and associated it with ius Italicum. The thesis also evaluates the effects of the process of becoming a Roman colony on the administrative, legal, and social structures of these cities. This research should be seen as an assessment that significantly presents the Roman legal system and the Romanization phase experienced in the administrative development of these colonies. With the law called“ius Italicum,”a privilege granted by Augustus to the colonial cities and enacted under Romanization, when the administrative terms and expressions seen in the colonies are examined, it is observed that the boule, a Greek-specific system of government, was replaced by the“ordo,”and decisions were passed by the decuriones. In terms of administrative structure, the consul was replaced by the“duumviri,”the agoranomos by the“aedilis,”and the tamias by the“quaestor”. It is understood that these officials were specific to Roman colonies. The earliest sources of information on Ius Italicum are Pliny's“Naturalis Historia,”written in 77 AD, Sextus Iulis Frontinus' book“De controversiis agrorum,”and the legal text“Corpus Iuris Civilis,”compiled by Justinian I in 533 AD. Frontinus and Justinian state that the privilege known as ius Italicum was granted to some cities but not to others. Although the colonies mentioned in this study appear to be ordinary settlements, this study attempts to shed light on how important these cities were under Roman law and administrative structure.
