Özet
ÖZET Doktora Tezi Küresel Finansal Krizler ve IMF'nin Değişen Rolü Cem YILMAZ Dokuz Eylül Üniversitesi Sosyal Bilimler Enstitüsü İktisat Anabilim Dalı İktisat Doktora Programı Teknolojik yenilikler, iletişim ağlarında ve bilişimde yaşanan hızlı ilerlemeler finansal mimariyi de hızla dönüştürmüştür. 1980'lerin sonlarında hâkim paradigma haline gelen yeni dünya düzeni ve küreselleşme bu dönüşüme öncülük etmiş, günümüz global ekonomik sistemi hazırlamıştır. Günümüzde artan serbest sermaye hareketliliği ve bilanço büyüklükleri uluslararası entegrasyonu beraberinde getirmiştir. Bu minvalde günümüz ekonomilerinin birbirine bağlı ve bağımlı olduğunu, her bir ekonomide yaşanan gerçekleşmelerin etkisinin hızlıca başka ekonomilerde karşılık bulduğunu iddia etmek yanlış olmayacaktır. Bretton Woods doğumlu bir kuruluş olarak göreve başlayan IMF'nin ödemeler dengesi sorunu yaşayan ülkelere kısa vadeli finansman sağlamak ve döviz kuru sisteminin sağlıklı işlemesi fonksiyonlarının da finansal mimariyle birlikte dönüştüğü görülmekle birlikte, bu dönüşüme eşlik etmekte yavaş kaldığı görülmektedir. Özellikle 1990'larda Doğu Asya ve Rusya, 2000'lerde Mortgage ve AB borç krizi esnasında oynadığı değişen roller dikkate alındığında, IMF'nin gerek yapısının gerekse yetki ve görev tanımının yeniden düzenlenmesinin gerektiği görülmektedir.

ABSTRACT Doctoral Thesis Doctor of Philosophy (PhD) GLOBAL FINANCIAL CRISES AND THE EVOLVING ROLE OF THE IMF Cem YILMAZ Dokuz Eylül University Graduate School of Social Sciences Department of Economics Economics Doctoral Program The rapid pace of technological progress, together with significant advancements in communication and information systems, has reshaped the financial architecture of the global economy. The new global order and the wave of globalization that gained dominance towards the end of the 1980s played a central role in this transformation and laid the foundations of today's interconnected economic system. With the liberalization of capital flows and the expansion of financial balance sheets, international economic integration has deepened. In such an environment, it is no exaggeration to state that modern economies are closely linked and mutually dependent, and that developments in one country can swiftly affect across others. The IMF, established under the Bretton Woods framework, was originally tasked with providing short-term financing to countries facing balance-of-payments problems and with safeguarding the smooth operation of the exchange rate system. Over time, however, these functions have been reshaped in line with changes in the global financial structure. Yet the Fund's adaptation to this evolving landscape has been somewhat slow. Its differing responses during the East Asian and Russian crises of the 1990s, as well as during the Mortgage and European sovereign debt crises of the 2000s, highlight the need to reassess both its institutional design and the scope of its mandate.
