Özet
Bu tezin amacı, Bosna-Hersek üzerindeki Türkiye ve Avrupa Birliği rekabetini klasik çıkar çatışmalarının ötesinde ele alarak, bu politikaları şekillendiren söylemleri, tarihsel algıları, kimlik inşalarını ve mekânsal temsilleri eleştirel jeopolitik kuramı üzerinden analiz etmektir. Eleştirel jeopolitik, jeopolitiğin bir söylemden ibaret olduğunu savunarak; söylem, kimlik ve sınır kullanımı üzerinden gücün ve siyasetin nasıl şekillendiğini ve bu şekillenişin arkasında yatan gerçekleri sorgulamayı amaçlar. Bu doğrultuda eleştirel jeopolitiğin nihai hedefi çizilen her bir haritanın ve her bir tanımın arkasında yatan gerçeği ortaya çıkarmaktır. Bosna-Hersek'in coğrafi olarak bulunduğu yer ve bu yere yüklenen anlamlar ve tarihsel geçmişi, eleştirel jeopolitik kuramıyla Türkiye ve Avrupa Birliği'nin Bosna-Hersek politikalarını analiz etmek için farklı bir kuramsal bakış açısı sunar. Eleştirel jeopolitiğin söylem, kimlik, sınır ve siyaset kavramları Türkiye ve Avrupa Birliği'nin Bosna-Hersek'e yönelik politikasındaki jeopolitik tahayyülleri belirlemede kilit önemdedir. Buradan hareketle Bosna-Hersek'teki Türkiye ve Avrupa Birliği rekabetinin incelenmesiyle jeopolitik söylemlerin, çıkarların ve kimliklerin basit bir yansımasını göstermekten ziyade bunların arkasında yatan tarihsel ve coğrafi temsilleri anlamaya çalışmak önemlidir. Çünkü Türkiye ve Avrupa Birliği'nin Bosna-Hersek politikasını belirleyen yegâne unsur tarihsel süreç içerisinde oluşan algılar ve coğrafi temsillerdir.

The aim of this thesis is to analyze the competition between Turkey and the European Union over Bosnia and Herzegovina beyond classical conflicts of interest, by examining the discourses, historical perceptions, identity constructions, and spatial representations that shape these policies through critical geopolitical theory. Critical geopolitics, by arguing that geopolitics consists largely of discourse, aims to question how power and politics are shaped through the use of discourse, identity, and border, and the realities underlying this formation. In this respect, the ultimate aim of critical geopolitics is to reveal the reality underlying every map that is drawn and every definition that is made.The geographical location of Bosnia and Herzegovina, the meanings attributed to this location, and its historical background offer a different theoretical perspective for analyzing the Bosnia and Herzegovina policies of Turkey and the European Union through critical geopolitical theory. The concepts of discourse, identity, border and politics in critical geopolitics are of key importance in determining the geopolitical imaginations within the policies of Turkey and the European Union toward Bosnia and Herzegovina. Thus, through examining the competition between Turkey and the European Union in Bosnia and Herzegovina, it is important to seek to understand the historical and geographical representations underlying geopolitical discourses, interests, and identities, rather than merely demonstrating a simple reflection of them. Because the sole factor determining the Bosnia and Herzegovina policies of Turkey and the European Union consists of perceptions and geographical representations formed throughout the historical process.
