Özet
Türkiye, bir deprem ülkesi olarak maddi ve manevi kayıplarla dolu bir geçmişe sahiptir. Toplumu derinden etkileyen bu felaketler, siyasi gündemin en hassas noktalarından birini oluşturmaktadır. Bu nedenle çalışma, afet politikalarındaki kilit noktaları ele almak ve Kahramanmaraş depremi öncesi (2019) ile sonrası (2024) yerel seçim beyannamelerindeki vaatleri mukayese ederek literatüre özgün bir katkı sunmayı amaçlamaktadır. Bu çalışma, siyasi dilde afet etkisinin dönüştürücü gücünü ortaya koymak, partilerin beyannamelerindeki vaatlerin ne ölçüde ve nasıl değiştiğini anlamak amacıyla hazırlanmıştır. Kahramanmaraş depreminin ağır bilançosunu merkeze alarak, 2019 ve 2024 yerel seçim beyannamelerinde deprem-siyaset ilişkisini inceleyen çalışma; Türkiye'nin geçmişten günümüze yaşadığı depremleri de dikkate alarak, afet gerçeğinin siyasetteki önemini vurgulamakta ve partilerin kriz odaklı söylem dönüşümlerini analiz etmektedir.

As an earthquake-prone country, Turkey has a long history marked by severe material and moral losses. Disasters that deeply affect society also occupy a highly sensitive position on the national political agenda. This study focuses on the critical intersection between disaster policies and political discourse, and examines how the 6 February 2023 Kahramanmaraş earthquakes have influenced local election manifestos in terms of commitments related to disaster policies. In this context, the research compares the pledges contained in the local election manifestos prepared for the pre-earthquake elections of 2019 and the post-earthquake elections of 2024, with the aim of revealing shifts in parties' approaches to disaster-related issues.The main motivation of the study is to uncover the transformative effect of major earthquakes on political language and to understand to what extent, and in what ways, the commitments expressed in party manifestos have changed. Taking the severe impact of the Kahramanmaraş earthquakes as its focal point, the research places the relationship between earthquakes and politics under scrutiny through an analysis of the 2019 and 2024 local election manifestos. At the same time, by referring to Turkey's broader earthquake experience from past to present, it seeks to highlight the salience of the disaster reality in the political sphere and to examine crisis‑oriented discourse in party pledges. Through this comparative perspective, the study offers a basis for drawing inferences about how disaster-centered concerns are reflected in local electoral promises.
