Özet
Bu çalışmada, II. Meşrutiyet dönemi askerî matbuatından Zafer Gazetesi konu edilmektedir. Zafer Gazetesi, 14 Mart 1912 ve 3 Ekim 1912 tarihleri arasında İstanbul'da yayımlanmıştır. Dönemin basın kanunları ve yayın politikası doğrultusunda içeriğinde siyasete yer verilmemiştir. Bu yönüyle gazete, yayımlandığı dönemin askerî gündemini siyasetten arındırılmış bir şekilde sunmuştur. Esasen Osmanlı ordu gelişimine yayınlarıyla katkı sunmayı hedefleyen gazete eğitim ve maneviyat odaklı bir yayın politikası benimsemiştir. Dolayısıyla, askerî alandaki faaliyetler öncelikli olarak değerlendirilmiştir. Ağırlıklı olarak da bu alanda yaşanan sorunlar ve bunların çözümüne yönelik eğitici nitelikteki makaleler paylaşılmıştır. Bununla beraber, askerlerin mesleki sorumlulukları ve eğitimlerinin yanı sıra sosyal hayatları da incelenmiştir. Çoğunluğu asker yazarlar tarafından yapılan bu kapsamlı değerlendirmelerle Osmanlı askeriyesine içeriden bir perspektif sunulmuştur. Hassas bir dönemde yayımlanan gazetede Balkan ülkelerine ve Osmanlı İtalya Savaşı'na da geniş kapsamda yer verilmiştir. Balkanlarda Osmanlı'ya karşı oluşan tehlikeli ittifaka karşı Balkan ülkelerinin politikaları ve askerî güçleri üzerinden bir kamuoyu oluşturulmaya çalışılmıştır. Osmanlı-İtalya Savaşı ise bölgeden ulaşan mektup, telgraf, muhabir aktarımları ve fotoğraflar vasıtasıyla detaylı biçimde yansıtılmıştır. Bunların yanı sıra dönemin askerî gündemine yönelik tarihsel metinlere de sıkça yer verilmiştir. Bu çalışmada, Zafer Gazetesi'nin II. Meşrutiyet dönemi Osmanlı askeriyesinde hangi konulara dikkat çektiği ve askerî gündemin gazeteye nasıl yansıdığı incelenecektir. Çalışmada birincil kaynak olarak Zafer Gazetesi'nin tüm sayıları kullanılmıştır.

This study examines Zafer Newspaper, one of the military publications of the Second Constitutional period. Zafer Newspaper was published in Istanbul between 14 March 1912 and 3 October 1912. In accordance with the press laws and publishing policies in force at the time of its publication, no political content was included in its issues. In this respect, the newspaper presented the military agenda of its publication period in a depoliticized manner. Essentially, the newspaper, which aimed to contribute to the development of the Ottoman army through its publications, adopted a publication policy centered on education and moral instruction. Therefore, activities in the military field were given primary consideration. Predominantly, the articles published focused on the problems encountered in this field and offered instructive guidance aimed at their resolution. Moreover, in addition to soldiers' professional responsibilities and training, their social lives were also examined. Through these comprehensive assessments, most of which were written by military authors, an insider's perspective on the Ottoman military was provided. In the newspaper, which was published during a sensitive period, extensive coverage was also devoted to the Balkan states and the Ottoman–Italian War. In response to the dangerous alliance forming against the Ottoman Empire in the Balkans, an attempt was made to shape public opinion by examining the policies and military capabilities of the Balkan states. The Ottoman–Italian War, in turn, was conveyed in detail through letters, telegrams, correspondent reports, and photographs received from the region. In addition, frequent space was devoted to historical texts pertaining to the military agenda of the period. This study will examine the issues highlighted by Zafer Newspaper within the Ottoman military during the Second Constitutional Period and analyze how the military agenda was reflected in its pages. All issues of Zafer Newspaper were used as the primary source for this study.
