Özet
Bu tez, Suriyeliler ile yerel halkın konuta erişim süreçlerinin İstanbul gibi bir göç kentinde nasıl farklılaştığını, bu farklılaşmanın hangi yapısal düzenlemeler, yönetişim mekanizmaları ve faillik pratikleri üzerinden kurulduğunu incelemektedir. Çalışmanın temel araştırma sorusu, sığınmacıların ve yerel halkın konuta erişim ve mekânsal yerleşim dinamiklerinin Türkiye'nin piyasa ağırlıklı konut rejiminin çok katmanlı göç yönetişimi ve gündelik aracılık ilişkileri içinde nasıl şekillendiğini ortaya koymaktır. Bu doğrultuda tez, konutu yalnızca fiziksel bir barınak ya da piyasa nesnesi olarak değil, statü rejimi, sosyal ağlar, ayrımcılık ve kentsel hizmetlere erişim gibi boyutların kesiştiği ilişkisel bir alan olarak ele almaktadır. Tezi, kuramsal olarak üç yaklaşım çerçevelemektedir: (i) Clapham'ın“housing pathways”çerçevesi konut erişimini zaman içinde ilerleyen, kırılmalar ve geçişlerle örülen bir süreç olarak kavramsallaştırır; (ii) Sen'in“capabilities”yaklaşımı hanelerin kaynaklarını barınma fırsatına dönüştürme kapasitelerinin statü, bilgi, sosyal sermaye ve kurumsal erişim gibi dönüştürücü faktörlerle nasıl sınırlandığını ya da genişlediğini tartışır; (iii) çok katmanlı yönetişim yaklaşımı (multi-scalar governance) göç ve konut alanında uluslararası, ulusal ve yerel aktörlerin çakışan yetkilerinin, yerel düzeyde konuta erişimi nasıl belirlediğini gösterir. Bu sentez, konuta erişim yollarını“yapı–faillik”etkileşimi içinde okumayı mümkün kılar: konut piyasası, kayıt/ikamet rejimi ve ayrımcılık gibi yapısal kısıtlar ile hanelerin pazarlık, ağ kurma, yer değiştirme ve enformel çözümler üretme gibi faillik pratikleri birlikte ele alınır. Araştırma, ana saha olarak, hem tarihsel göç birikimi hem de Suriyeli yoğunluğu yüksek olan Fatih ilçesini merkeze almaktadır. Fatih'in seçilmesinin üç nedeni öne çıkmaktadır: (i) ilçe, iç ve dış göç dalgalarıyla uzun süredir“ilk varış”mekânı olup, Suriyeli yerleşimi hâlihazırda göçmenleşmiş bir kentsel dokuya eklemlenmektedir; (ii) Suriyelilerin yoğun yaşadığı bazı mahalleler ikamete kapatma ve seyreltme politikalarının hedefi hâline gelmiş, böylece konuta erişim, yalnızca piyasa koşulları değil, idari eşikler üzerinden de belirlenir hâle gelmiştir; (iii) vasıflı Suriyeliler ile benzer yaş ve eğitim düzeyine sahip Türkiyeli genç profesyonellerin aynı konut rejimine maruz kalması, karşılaştırmalı analiz için özgün bir zemin sunmaktadır. Araştırma, keşfedici nitel bir tasarımla yürütülmüş; refleksif tematik analiz ve politika ağ analizi birlikte kullanılmıştır. Veri toplama süreci doküman analizi, sistematik gözlem veya yarı yapılandırılmış derinlemesine görüşmelerden oluşmaktadır. Mayıs–Temmuz 2024 döneminde Fatih'te 20'den fazla mahallede saha çalışması yürütülmüştür. Toplam 85 derinlemesine görüşme yapılmıştır: Fatih'te yaşayan 20–45 yaş arası vasıflı Suriyeli (n=30) ve vasıflı yerel sakin (n=30); STK temsilcisi (n=10); muhtar (n=5); emlakçı (n=8); belediye çalışanı (n=2). Görüşmeler Türkçe, İngilizce ve tercüman desteğiyle Arapça yürütülmüş; deşifreler MAXQDA ile kodlanmış; yaklaşık 9 ana tema ve 40 alt kod üzerinden tematik bir çerçeve oluşturulmuştur. Politika ağ analizi ise göç ve konut alanındaki aktörler arası ilişkileri (merkezî kurumlar, yerel yönetimler, STK'lar, piyasa aktörleri ve mahalle aracılığıyla) ilişkisel haritalama yoluyla görünür kılarak, konuta erişimin nasıl bir yönetişim alanı içinde üretildiğini göstermiştir. Bulgular, vasıflı olmanın Suriyeliler için konut güvencesini otomatik olarak sağlamadığını; insan sermayesinin konut güvenliğine dönüşümünün statü rejimi, ayrımcılık ve aracılık ilişkileri tarafından sınırlandığını ortaya koymaktadır. Suriyeli katılımcıların konut yolları, sık taşınmalar, kısa süreli barınma çözümleri ve enformel kiralama pratikleriyle şekillenirken, yerel katılımcıların konut yollarında piyasa baskısı ve kira artışı belirleyici olsa da, idari kayıt/ikamet eşikleri Suriyeliler kadar merkezi bir rol oynamamaktadır. Bu farkın temelinde, ikamete kapatma ve kotaya dayalı mekânsal seyreltme politikalarının Suriyeliler için“adres kaydı yapılabilir konut”arzını daraltması ve haneleri sosyal ağlara daha bağımlı hale getirmesi yer alır. Buna paralel olarak, konut piyasasında ev sahipleri ve emlakçılar Suriyelilerin belirsiz statüsünü risk olarak fiyatlandırabilmekte; yüksek depozito, peşin kira, kısa kontrat ya da kontratsız kiralama gibi pratiklerle güvencesizliği derinleştirebilmektedir. Bu süreçte STK'lar ve topluluk ağları, konuta erişimde“itibar transferi”ve“bilgi maliyeti azaltma”mekanizmalarıyla kolaylaştırıcı rol oynarken, piyasa aracılarının risk fiyatlandırması konuta erişimi kırılganlaştırmaktadır. Yerel halk açısından ise göç, çoğu zaman kira artışı, mahalle dokusunun dönüşümü, yoğunluk ve kamusal alan kullanımı üzerinden bir“barınma baskısı”olarak algılanmakta; bu algı yerel yönetimler üzerinde politika baskısı üretmekte ve mahalle ölçeğinde gerilimleri besleyebilmektedir. Tez, sonuç olarak Fatih/İstanbul bağlamında konut yollarının, yalnızca bireysel tercihlerin değil, çok katmanlı yönetişim rejiminin ürettiği idari eşikler, yerel kapasite sınırları ve piyasa seçiciliğinin kesişimi içinde kurulduğunu göstermektedir. Konut güvencesizliği, Suriyeliler için statü belirsizliği, ayrımcılık ve enformellik nedeniyle daha katmanlı bir biçimde yaşanırken, yerel halk için barınma krizi daha çok satın alınabilirlik ve mahalle dönüşümü üzerinden deneyimlenmektedir. Bu bulgular, konut politikalarının yalnızca arz artırımıyla değil, kayıt/ikamet rejimi, ayrımcılık karşıtı mekanizmalar, hak temelli bilgilendirme ve yerel düzeyde kurumsal koordinasyonun güçlendirilmesiyle birlikte ele alınması gerektiğini ortaya koyaktadır. Böylece tez, sığınmacı barınmasını“yapı–faillik”diyalektiği içinde yeniden düşünerek, kentsel eşitsizliklerin ve mekânsal yerleşim dinamiklerinin göç kentlerinde nasıl üretildiğine dair özgün bir katkı sunmaktadır.

This thesis examines how processes of housing access differ between Syrians and the local population in Istanbul, and how these differences are produced through structural arrangements, market practices, and agency strategies. The main research question is how the dynamics of access to housing and spatial settlement for refugees and locals are shaped within the housing market, institutional regulations and the network of relations among actors. In this framework, housing is not simply a shelter but a strategic and dynamic field of negotiation in which structural constraints and individual agency continuously interact. Istanbul's historical trajectory, woven through internal migration, tourism, trade and global mobility, has turned housing into an increasingly acute arena of struggle at both economic and social levels. This process has become even sharper with large-scale Syrian forced migration over the last decade. Istanbul is the macro context for migration, and the thesis selects the Fatih district as its primary fieldwork site because it enables a dense, multi-layered governance of housing pathways. The reasons for selecting the Fatih district can be summarised in three main respects. First, the Fatih district has historically been one of the key“first arrival”locations for both internal and international migrants; Syrian settlement is therefore layered onto an already migrant-dominated urban fabric. Second, some neighbourhoods with high concentrations of Syrians have become targets of residence bans, spatial dispersal, and quota practices; as a result, access to housing is reconfigured not only by market conditions but also by administrative thresholds. Third, the presence of skilled Syrians and young Turkish professionals of a similar age group who are exposed to the same housing regime, use the same service infrastructure, and compete for the same housing stock provides a unique ground for a comparative analysis of housing pathways. The thesis seeks to construct this comparison not through a simple“local versus migrant”dichotomy, but along axes of differentiation such as status regime, class position, access to social networks and market intermediation. Theoretically, the thesis takes Clapham's (2002) housing pathways approach as its core lens and enriches it with insights from capabilities theory and a multiscalar perspective. Housing pathways are used to conceptualise access to housing not as a single outcome but as a temporally unfolding process, marked by moments of rupture and juncture along individual trajectories. Sen's (1999) capabilities approach deepens this lens by drawing attention to the fact that these trajectories depend on households' fundamental freedoms to convert resources into secure housing: education, occupation, income and social capital only translate into housing stability when mediated by enabling conditions such as legal status, information, non-discriminatory treatment and institutional access. Çağlar and Glick Schiller's (2015) multiscalar perspective enables analysis of how local, national, and transnational governance structures intersect to shape refugee housing processes. Together, these elements provide a coherent basis for analysing how forcibly displaced, status-constrained actors negotiate fragmented urban governance to reconstruct home and stabilise their housing pathways. Within this analytical framework, settlement is a dynamic process shaped by the power dynamics of global, national, and local structures; nevertheless, refugees' capabilities influence their ability to navigate these structures or, at times, to resist them. The research adopts a qualitative design, using a reflexive thematic analysis with policy network analysis. Data collection relied on document analysis, participant observation and in-depth semi-structured interviews. The document analysis reconstructs the multi-layered governance framework in the field of housing, covering legislation, strategic documents and policy texts that define Turkey's migration and housing regime, plans produced by the Istanbul Metropolitan Municipality and Fatih Municipality, and reports from international organisations. Participant observation contextualised the interview data through observations of daily space use, service access patterns and interactions in public spaces in neighbourhoods with high Syrian presence and in neighbouring areas. In-depth interviews were conducted between May and July 2024 along a field route that included neighbourhoods such as Akşemsettin, Molla Gürani, İskenderpaşa, Kocamustafapaşa, Aksaray, Balat, Ayvansaray, Yedikule, Haseki and Topkapı. In total, 85 interviews were conducted: 30 highly skilled Syrians and 30 local residents aged 20–45 living in Fatih; 10 NGO representatives; 5 muhktars; 8 estate agents; and 2 municipal officials. Interviews were conducted in Turkish and English, and in Arabic with the support of interpreters; they were coded in MAXQDA and organised into a detailed code tree under eight main themes. Policy network analysis, based on qualitative mapping rather than quantitative metrics, demonstrated that housing governance cannot be reduced to a simple“state–refugee”dyad. While market pressures also strongly shape residents' housing pathways, administrative registration and residence thresholds are far more decisive for Syrians. Residence closures and quota-based dispersal practices reduce the supply of“registerable housing”available to them, turning the housing search into not only a problem of finding an affordable dwelling but also of finding a dwelling that can be legally registered. This threshold creates rupture points in housing pathways, increases dependence on social networks and channels mobility along specific corridors. Housing market actors, landlords, and estate agents produce a selectivity that intersects with these administrative thresholds. The uncertain status and social stigma attached to Syrians are priced as risk; requirements such as high deposits, advance rent and short or informal contracts are widespread. This situation multiplies housing insecurity: beyond financial strain, risks of eviction, loss of privacy, lack of maintenance and poor physical conditions are intensified. For the local population, migration is often perceived as a“housing issue”due to rising rents, changes in neighbourhood composition, density, and public-space use. This perception creates political pressure on local authorities, may fuel neighbourhood-level tensions and can push some households towards strategies such as neighbourhood exit. The thesis pays particular attention to the mechanisms of intermediation between actors. NGOs and international organisations rarely provide housing directly, but can facilitate access through reputation transfer, information provision and referral. Community networks reduce search costs, while market intermediaries' risk-pricing practices make access more expensive and more fragile. For skilled Syrians, brokerage becomes even more critical: market gatekeepers do not automatically recognise professional status and qualifications; the conversion of human capital into secure tenancy depends on appropriate intermediaries. Inequality, therefore, stems not only from a lack of resources but also from the inability to have existing resources recognised and converted. Overall, the thesis demonstrates that, in Istanbul, particularly in the Fatih district, housing pathways are shaped less by individual preferences and more by the intersection of thresholds produced by multi-level governance, local capacity constraints, and market selectivity. These findings suggest that policy responses focused solely on increasing housing supply will be insufficient unless they are accompanied by reforms to registration/residence regimes, anti-discrimination measures, rights-based information provision, strengthened tenants' rights, and improved institutional coordination at the local level.
