Özet
ÖZET Yüksek Lisans Tezi Avrupa Birliği'nin Terörle Mücadele Politikalarının Analizi: IRA ve ETA Örnekleri Mustafa AKDEMİR Dokuz Eylül Üniversitesi Sosyal Bilimler Enstitüsü Avrupa Birliği Anabilim Dalı Avrupa Birliği Tezli Yüksek Lisans Programı Geçmişten günümüze terörizm farklı gerekçelerle ve şekillerde ortaya çıkmıştır. Terör örgütleri, amaçları doğrultusunda şiddet aracılığıyla oluşturdukları korku ve dehşeti kullanmışlardır. Terörizm zaman içerisinde uluslararası bir nitelik kazanarak küresel bir tehdit haline gelmiştir. 11 Eylül terör saldırıları kavramın bu uluslararası niteliğini ön plana çıkarmıştır. Avrupa Birliği (AB) de farklı motifli terör örgütlerinin saldırılarına hedef olmuştur. 11 Eylül saldırılarından sonra Birlik düzeyinde uluslararası terörizme yönelik tedbirler geliştirilmiştir. Madrid ve Londra saldırıları bu süreci ivmelendirmiştir. Bu tez çalışması, AB içerisinde terörle mücadele konusunda uzun dönemli gayretleri olan iki üye ülkeyi ve AB'nin bu süreçte söz konusu ülkelere verdiği desteği incelemektedir. Birleşik Krallık'ın IRA ve İspanya'nın ETA terör örgütleri ile mücadeleleri başlangıçta ulusal gayretler ile sürdürülmüş, AB üyeliği ile söz konusu devletlerin politikaları Birliğin politikalarından etkilenmiştir. Tezin temel argümanı, AB'nin girdilerinin ulusal mücadele deneyimleri üzerinde olumlu bir etki yarattığı ve dolayısı ile AB'nin terörle mücadelede başarılı politikalar ortaya koymuş olduğudur.

ABSTRACT Master's Thesis An Analysis of the European Union's Counter-Terrorism Policies: The Cases of the IRA and ETA Mustafa AKDEMİR Dokuz Eylül University Graduate School of Social Sciences Department of European Union European Union Master's Program From the past to the present, terrorism has emerged for various reasons and in different forms. Terrorist organizations have utilized the fear and terror they have instilled through violence to further their objectives. Over time, terrorism has taken on an international character, becoming a global threat. The September 11 terrorist attacks brought this international dimension of the concept to the fore. The European Union (EU) has also been targeted by terrorist organizations with diverse motives. Following the September 11 attacks, measures to combat international terrorism were developed at the Union level. The attacks in Madrid and London accelerated this process. This thesis examines two member states within the EU that have long-standing efforts in the fight against terrorism, and the support provided by the EU to these countries during this process. The United Kingdom's struggle against the IRA and Spain's against ETA were initially conducted as national efforts; however, following EU membership, the policies of these states were influenced by those of the Union. The thesis's central argument is that the EU's contributions have had a positive impact on national counter-terrorism experiences and, consequently, EU has implemented successful counter-terrorism policies.
