Özet

Gelir dağılımı, hem iktisadi etkinlik hem de sosyal adalet perspektifinden iktisat yazınının temel araştırma konuları arasında yer almaktadır. Kamu maliyesi literatüründe vergilerin gelir dağılımı üzerindeki etkisi; verginin teknik yapısı, gelir esnekliği, toplam vergi hasılatı içindeki ağırlığı ve yansıma mekanizmaları aracılığıyla ele alınmaktadır. Bu çalışmada, seçilmiş OECD ülkelerinde çeşitli vergi türleri ile kişisel gelir dağılımı arasındaki ilişki panel veri analizi yöntemiyle incelenmektedir. Mevcut literatür taramasında, çalışmada ele alınan ülke grubu ve dönem itibarıyla söz konusu vergi değişkenleri ile kişisel gelir dağılımını birlikte ele alan herhangi bir çalışmaya rastlanılmamış; özellikle Katma Değer Vergisi (KDV) ile kişisel gelir dağılımı arasındaki ilişkiyi bu kapsamda inceleyen bir araştırma tespit edilememiştir. Çalışma, bu literatür boşluğunu doldurmayı amaçlamaktadır. Analizde, Türkiye dahil 19 OECD ülkesine ait 2004-2021 dönemi yıllık verileri kullanılmıştır. Gini katsayısı ve vergi değişkenlerine ilişkin veriler OECD istatistik veri tabanından derlenmiştir. Üç ayrı ekonometrik model kurgulanmıştır. Birinci modelde gelir, kâr ve sermaye kazançları vergilerinin toplam vergi gelirleri içindeki payının; ikinci modelde mal ve hizmetler üzerinden alınan vergilerin toplam vergi gelirleri içindeki payının Gini katsayısı üzerindeki etkisi tahmin edilmiştir. Üçüncü modelde ise bireysel gelir vergisi, kurumlar vergisi ve KDV'nin toplam vergi hasılatı içindeki payları bağımsız değişken olarak bir arada modellenmiştir. Kontrol değişkeni olarak işsizlik oranı ve enflasyon oranı modellere dahil edilmiştir. Söz konusu modeller, Türkiye dahil 19 ülkeden oluşan tam grup ile Türkiye hariç 18 ülkeden oluşan alt grup için ayrı ayrı tahmin edilmiştir. Tahmin sonuçlarına göre, her iki ülke grubunda da gelir, kâr ve sermaye kazançları vergilerinin payı, bireysel gelir vergisi payı, kurumlar vergisi payı ve KDV payı ile Gini katsayısı arasında istatistiki olarak anlamlı bir ilişki saptanamamıştır. Buna karşın, mal ve hizmetler üzerinden alınan vergilerin toplam vergi gelirleri içindeki payı ile Gini katsayısı arasında %1 ve %5 anlamlılık düzeylerinde istatistiki açıdan anlamlı ve pozitif yönlü bir ilişki tespit edilmiştir. Elde edilen katsayı tahminleri, söz konusu orandaki 1 birimlik artışın Gini katsayısını yaklaşık 0,19 birim yükselttiğine işaret etmektedir. Bu bulgu, mal ve hizmetler vergilerinin artan payının gelir dağılımını olumsuz etkilediğini, diğer bir ifadeyle gelir eşitsizliğini derinleştirdiğini ortaya koymaktadır. Kontrol değişkenleri olan işsizlik ve enflasyon oranlarının Gini katsayısı üzerinde istatistiki açıdan anlamlı bir etkisi gözlemlenmemiştir.

Income distribution occupies a central place in economic research, examined through both the lens of allocative efficiency and social equity. In the public finance literature, the effects of taxation on income distribution are analysed through the technical structure of taxes, their income elasticity, their share within total tax revenues, and the mechanisms of tax incidence. This study investigates the relationship between various tax types and personal income distribution in selected OECD countries using panel data analysis. A review of the existing literature revealed no study that jointly examines the tax variables addressed here and personal income distribution for the same country group and time period. In particular, no research was found that analyses the relationship between Value Added Tax (VAT) and personal income distribution within this scope. The study aims to fill this identified gap in the literature. The analysis employs annual data for the 2004–2021 period covering 19 OECD countries, including Türkiye. Data on the Gini coefficient and tax variables were compiled from the OECD Statistics database. Three separate econometric models were constructed. The first model estimates the effect of the share of taxes on income, profits, and capital gains within total tax revenues on the Gini coefficient. The second model estimates the effect of the share of taxes on goods and services within total tax revenues on the Gini coefficient. The third model incorporates the shares of personal income tax, corporate income tax, and VAT within total tax revenues simultaneously as independent variables. Unemployment rate and inflation rate were included as control variables. All models were estimated separately for the full sample of 19 countries including Türkiye and for a sub-sample of 18 countries excluding Türkiye. The estimation results indicate that, in both country groups, no statistically significant relationship was found between the Gini coefficient and the respective shares of taxes on income, profits and capital gains, personal income tax, corporate income tax, or VAT within total tax revenues. However, a statistically significant and positive relationship was identified between the share of taxes on goods and services within total tax revenues and the Gini coefficient at the 1% and 5% significance levels. The coefficient estimates suggest that a one-unit increase in this ratio raises the Gini coefficient by approximately 0.19 units. This finding indicates that a rising share of taxes on goods and services adversely affects income distribution, which increases income inequality. Neither of the control variables, unemployment rate and inflation rate, was found to have a statistically significant effect on the Gini coefficient.
