Özet

Tarihsel süreç içerisinde jeopolitik ve jeostrateijk konumu sebebiyle hem bölgesel hem de küresel güç mücadelelerinin sahası olmuş, bunun yanı sıra deneyimlediği sayısız iç savaş ve siyasal krizler ile de hemen her dönemin odağında yer almış olan Lübnan, birbirinden farklı etnik ve mezhepsel topluluklara ev sahipliği yaptığı çok katmanlı toplumsal yapısı ile bölgesinin en özgün siyasal örneklerinden biri olarak öne çıkmıştır. Ne var ki sahip olduğu bu çoğulcu yapı, toplumsal çeşitliliğin ötesine geçerek Lübnan siyasal sisteminin temel belirleyici unsuru halini alan mezhepsel aidiyetleri de beraberinde getirmiş ve Osmanlı hâkimiyeti ile şekillenmeye başlayan mezhepsel örgütlenmeler zaman içerisinde daha da pekişerek Fransız manda idaresi ile birlikte kurumsal bir yapıya dönüşmüştür. Bu yapı, siyasal temsil mekanizmalarının mezhepsel aidiyetler ekseninde yeniden oluşturulmasına da öncülük etmiş ve 1943 tarihli 'Ulusal Pakt' adlı mutabakat ile mezhepsel denge esasının gözetilerek oluşturulduğu siyasal sistem Lübnan devlet yapısının temel ve belirleyici unsuru halini almıştır. Ulusal Pakt sonrası ile görünürde istikrarlı bir siyasal sisteme geçildiği düşünülse de esasen bu istikrar za'imler arası güç paylaşımından temel almış ve gruplar arasında temsiliyet noktasında adaletsizlik algısının güçlenerek yerleşmesine sebebiyet vermiştir. İlerleyen süreçte ise Ulusal Pakt düzeni çeşitli zorlu sınavlardan geçmiş ve bu durum mezhepsel toplulukların kendi mevcut statü ve haklarına ilişkin güvenlik tehdidi algılamalarının zeminini oluşturmuştur. 1989 tarihli Taif Anlaşması ile de iç savaş sonrası yeni siyasal denge tesis edilmiş ancak mezhepsel temsil ilkesi muhafaza edilmeye devam edilmiş ve bu durum mezhepsel kimliklerin siyasal ve aynı zamanda kurumsal düzlemde yeniden üretilmesine zemin hazırlamıştır. Mezhepsel toplulukların konumlarını muhafaza etme ve sürdürebilme çabalarını güvenlik söylemleri üzerinden temellendirmelerine imkân sağlayan bu durum mezhep temelli güvenlikleştirme eylem ve uygulamalarının Lübnan siyasal sistemi içerisinde yer edinmesine katkı sağlamıştır. Böylelikle giderek daha yoğun güvenlik eksenli oluşturulmuş söylemler aracılığıyla mezhepsel kimliklerin yeniden üretilmeleri ve grup liderlerince varoluşsal tehdit söylemleri etrafında bu kimliklerin örgütlenmeleri sağlanmıştır. Bu durum kaçınılmaz olarak mezhepler arası mücadelenin güvenlik alanına kaymasına, mezhepsel kimliklerin güvenlikleştirilme sürecinin daha da derinlik kazanmasına ve mezhepsel aidiyetlerin Lübnan siyasal ve toplumsal ilişkilerinde merkezi bir konuma ulaşmasına olanak sağlamıştır.

Throughout its history, Lebanon has been a focal point of both regional and global power struggles due to its geopolitical and geostrategic significance. Coupled with the numerous civil wars and political crises it has experienced, the country has consistently remained at the center of political developments in the Middle East. At the same time, Lebanon has emerged as one of the most distinctive political cases in the region owing to its highly pluralistic social structure, which encompasses a wide range of ethnic and sectarian communities. However, this pluralism has extended beyond mere social diversity and has given rise to sectarian affiliations that gradually became the principal determinants of the Lebanese political system. Sectarian forms of organization, which began to take shape during the Ottoman period, were further consolidated over time and eventually institutionalized under the French Mandate. This process paved the way for the reconstruction of political representation along sectarian lines, culminating in the 1943 National Pact, through which a political system based on the principle of sectarian balance became the foundational framework of the Lebanese state. Although the post–National Pact era is often portrayed as a period of relative political stability, such stability was in fact largely rooted in power-sharing arrangements among the traditional sectarian leaders (zu'ama). Consequently, perceptions of unequal representation became increasingly entrenched among different communities. Over time, the National Pact order faced a series of severe challenges, creating the conditions under which sectarian communities began to perceive threats to their political status, rights, and position within the system. The 1989 Taif Agreement established a new political equilibrium in the aftermath of the civil war. Nevertheless, by preserving the principle of sectarian representation, it also facilitated the continued reproduction of sectarian identities at both the political and institutional levels. This arrangement enabled sectarian communities to justify efforts to preserve and sustain their positions through security-oriented discourses, thereby contributing to the emergence and persistence of sectarian securitization practices within the Lebanese political system. As a result, sectarian identities were increasingly reproduced through security-centered narratives, while community leaders mobilized their constituencies around discourses of existential threat. This process inevitably shifted inter-sectarian competition into the realm of security, thereby deepening the securitization of sectarian identities and reinforcing the centrality of sectarian considerations in Lebanon's political and social life.
