Özet
Bir ulusun gerçek bağımsızlığı; yalnızca toprak bütünlüğüyle değil, ürettiği teknoloji, geliştirdiği sistem ve dünyaya sunduğu ürünlerle ölçülür. Bu anlayışın en güçlü tezahürü, şüphesiz savunma sanayidir. Savunma, salt bir güvenlik meselesi değil; egemenliğin üretim hattıdır. Bu çalışma, Türkiye'nin savunma sanayi ekosisteminin yapısal dönüşümünü ve bu dönüşümün ihracat performansı üzerindeki belirleyici etkisini; nitel araştırma desenine dayalı doküman incelemesi yöntemiyle sistematik biçimde analiz etmektedir. Savunma Sanayi Başkanlığı (SSB) tarafından yayınlanan raporlar temel veri kaynakları olarak kullanılmıştır. Araştırma bulguları dört temel eksen etrafında şekillenmiştir. Birinci eksen olan kurumsal dönüşüm boyutunda; 1985'te 3238 sayılı Kanun'la kurulan yapı, 2018'de Cumhurbaşkanlığı Kararnamesi'yle SSİK-SSB-SSDF üçlüsünden oluşan entegre bir yönetim mimarisine dönüşmüştür. İkinci eksen olan teknolojik bağımsızlık boyutunda; Kritik alt sistemlerin millîleştirilmesi, yabancı ihracat kısıtlamalarını aşmayı ve Türkiye'nin kendi ihracat lisansını kullanabilmesini sağlamıştır. Üçüncü eksen olan ihracat performansı boyutunda; İhracat yapılan ülke sayısı 170'i, ürün çeşidi 230'u aştı; DEDAS modeli, İhracat Bilgi Yönetim Sistemi ve Eximbank kredi mekanizmaları sayesinde Türkiye küresel savunma pazarda 11. büyük ihracatçı konumuna yükselmiştir. Dördüncü eksen olan sürdürülebilirlik altyapısı boyutunda ise 12. Kalkınma Planı, savunma sanayiini sadece güvenlik unsuru değil, orta gelir tuzağından çıkış ve yüksek katma değerli ihracata geçişin stratejik kaldıracı olarak konumlandırılmakta; bu da sektörün makroekonomik hedeflerle bütünleştiğini göstermektedir.

A nation's true independence is measured not only by its territorial integrity but also by the technology it produces, the systems it develops, and the products it offers to the world. The strongest manifestation of this understanding is, without doubt, the defense industry. Defense is not merely a matter of security; it is the production line of sovereignty. This study systematically analyzes the structural transformation of Turkey's defense industry ecosystem and the decisive impact of this transformation on its export performance, utilizing the document analysis method based on a qualitative research design. Reports published by the Presidency of Defense Industries (SSB) were used as the primary data sources. The research findings are shaped around four main axes. In the first axis, the institutional transformation dimension, the structure established in 1985 by Law No. 3238 transformed in 2018 via a Presidential Decree into an integrated management architecture consisting of the SSİK-SSB-SSDF triad. In the second axis, the technological independence dimension, the indigenization of critical subsystems has enabled the overcoming of foreign export restrictions and allowed Turkey to use its own export licenses. In the third axis, the export performance dimension, the number of exported countries has exceeded 170, and the variety of products has surpassed 230; thanks to the DEDAS model, the Export Information Management System, and Eximbank credit mechanisms, Turkey has risen to the position of the 11th largest exporter in the global defense market. In the fourth axis, the sustainability infrastructure dimension, the 12th Development Plan positions the defense industry not just as a security element, but as a strategic lever for escaping the middle-income trap and transitioning to high value-added exports, which demonstrates that the sector has integrated with macroeconomic goals.
