Özet
ÖZET Bu çalışmada modernleşme olgusunun en temel dinamiklerinden biri olan laiklik kavramının Batı'da orta ya çıkışı, Türkiye'ye yansıması, mahiyeti ve uygulamalarına ilişkin tarihsel süreç açıklanmaya çalışılmıştır. Araştırmanın giriş bölümünde din ve devlet kavramlarıyla, bunların birbiri ile ilişkileri; kurumsal çerçeve de göz önüne alınarak işlenmiştir. Egemenlik kavramının İslam ve Hristiyan dünyaların'daki niteliğine ilişkin görüşler aktarılmaya çalışılmıştır. Birinci bölümde Antik dönem Avrupa'sında din, devlet ve toplum ilişkisi göz önüne alınarak Çağdaş Batı uygarlığına yansıma biçimi kalın çizgilerle tasvir edilmiştir. Laikliği ortaya çıkaran sosyal, siyasal ve düşünsel sebepler çerçevesinde kavram açıklanmaya çalışılmıştır. İkinci bölümde, Tanzimat'tan başlayarak ortaya çıkan yenileşme sürecindeki değişmeler laiklik çerçevesinde ele alınmıştır. Keza, Türkiye Cumhuriyeti'ni ortaya çıkaran zemini oluşturan I. veli. Meşrutiyet dönemleri de bu çerçeveye dahil edilmiştir. I. Dünya Savaşı ile birlikte Yeni Türk Devleti'nin hayat bulmasında etkili olan koşullar zihniyet değişikliği ile birlikte anlatılmak istenmiştir. Cumhuriyet dönemi uygulamalarında ise yapılan inkılaplar ile birlikte laikliğin gelişimi ele alınmıştır. Uygulamada Batı tarzı bir laikleşme süreci yaşanırken fikri planda hazırlıksız bulunmanın doğurduğu olumsuzluk vurgulanmak istenmiştir. Sonuç bölümünde ise, laikleşmenin Türkiye'de devlet merkezli bir olgu olarak ortaya çıktığı ve devlet seçkinleri tarafından uygulamaya konulduğu vurgulanmıştır.

ABSTRACT In this study the appearance of the concept of secularism, one of the basic dynamics of modernization phenomenon, the reflection of it to Turkey and the historical process concerning the content and its implementation were tried to explain. In the introduction part of the study, the concepts of religion and state and the relationship between each other, were worked out considering the institutional framework. The views related to the quality of sovereignty concept in Islamic and Christian worlds were conveyed. In the first part, taking the relationship between religion, state and society in the ancient Europe into consideration, the type of its reflection to the contemporary European civilisation was depicted with the thick lines. The concept was explained within the framework of social, political, intellectual reasons, which bring the secularism out. In the second part, the changes in the process of renovation since the beginning of Tanzimat (reforms period) were examined in relation with secularism. Likewise, the periods of 1st and 2nd Meşrutiyet (constitutional monarchy) which made out the process that created The Turkish Republic, were also added to this framework. The conditions, which became effective in reviving of the new Turkish State with the 1st World War, were aimed to explain with changes of thought. In the application of Republic period, the progress of secularism was examined together with the revolutions. It was aimed to declare that while a Western type of secularising was being experienced in action, there became some problems due to being not ready intellectually. In the conclusion part, it was emphasised that secularising was appeared as a state centred phenomenon in Turkey and was put into practice by the elite persons of the state.
