YÜKSEK LİSANS TEZ ÖZÜ TÜRKİYE'DE DIŞ BORÇLARIN GELİŞİMİ VE DIŞ BORÇ YÖNETİMİ Funda Elvan GERİBEYOĞLU İktisat Anabilim Dalı Anadolu Üniversitesi Sosyal Bilimler Enstitüsü, Kasım 2001 Danışman: Prof. Dr. Necat BERBEROĞLU Bu çalışma, Türkiye ekonomisinin özellikle 1980 yılından itibaren dış borçlarının gelişimini inceleyerek bu bağlamda dış borç yönetim sorunlarını araştırma ve çözümleme amacını taşımaktadır. Bu amaçlar çerçevesinde hazırlanan çalışma üç bölümden oluşmaktadır. Birinci bölümde, dış borçlanma ve dış borç yönetimi hakkında genel bilgiler sunulmaktadır. İkinci bölüm, Türkiye ekonomisi açısından dış borçlanmalar ile ilgili temel dinamikleri inceleme ve analiz etmeyi amaçlamaktadır. Bu bölümde vardığımız temel bulgular şunlardır: 1980 yılından itibaren dış borç stokunda meydana gelen önemli artışların, 1 980'li yıllarda ağırlıklı olarak kamu sektöründen kaynaklanması, 1990'lı yıllarda ise sermaye hareketlerinin serbestleştirilmesi ile özel sektörün belirleyiciliğinde bir gelişme göstermesidir. Bununla birlikte, 1 980'li yıllardan sonra kısa vadeli borçlanmaların toplam borç stoku içinde payının artttığını, proje kredilerinin ağırlık kazandığını, dış borç stokunun döviz yapısında“Dolar ve Euro”bazında değişim yaşandığını ve dış borç rasyolarının olumsuz gelişimini görmekteyiz. Çalışmanın üçüncü ve son bölümü, Türkiye ekonomisinde dış borçların kurumsal ve mali riskler çerçevesinde yönetimi, dış borç servis kapasitesinin sürdürülebilirliğinin incelenmesi ve dış borç yönetiminin geliştirilmesine yönelik çalışmaların nasıl sağlanabileceği üzerinde durulmuştur. İnceleme sonucu vardığımız bulgu, özellikle borç yönetiminin koordinasyon ihtiyacını temin etmek için bir dış finansman komitesinin oluşturulması gerektiği ve dış borç servis kapasitesi ölçümleri sonucu yaşanabilecek likidite problemlerinin varlığıdır.

ABSTRACT THE DEVELOPMENT AND THE MANAGEMENT OF THE EXTERNAL DEBT'S OF TÜRKİYE Funda Elvan GERİBEYO?LU The Anatolian University, Institute of Social Sciences, November 2001 Adviser: Prof. Dr. Necat BERBERO?LU This study aims to solve the problem of the management of the external debts, by searching the development of the external debts of Türkiye's economy, starting from the year 1980. The study has three chapter' s which has been prepared in the pattern of these purposes. In the first chapter, a general information about the management of the external debt“ s and getting into debt are put forward. The purpose of the second chapter is to search and analise the main dynamics related with the external debt' s. The basic findings that we have reached in this chapter, are below mentioned: After the year 1 980, the important increase in the stock of the external debt is sourced mostly by the public sector up to 1990 and then in the years after 1990 by setting free of the movement of capital, it shows a development in the determination of the private enterprise. However, after the year 1980, we see that the rate of short term debts, in the sum of the total debt stock increases, the project credits get importance, in the foreign currencies composition of the external debt stock, especially in ”Dollars and Euro“ a variation has been witnessed and at last, we see the negative development of the external debt ratios. In the third and the last chapter, the management of the external debts in the limitation of institutional and financial risks in Türkiye' s economy, a search of the continiuity of the external debt service capacity and how the studies on the subject ”the development of the management of the external debt" can be gained, are studied. The finding that we faced with at the result of the search is, the necessity of forming an external finance committee especially for providing the need of coordination of the debt management and the presence of the liquidity problems which can be faced at a result of the external debt service capacity measurements.
