Özet
ÖZET Çok eski çağlardan beri denizin bir ülke için ne kadar önemli olduğu ve denizden maksimum faydalanmak için hiç bıkmadan usanmadan nasıl çalışıldığı tarih kitaplarının önemli bir kısmında anlatılır. Ne yazık ki üç tarafı denizlerle çevrili Türkiye'de deniz ve^deniz ticaretinin ikinci plana atılmasının sancılan Türkiye gibi ekonomik gelişimini tamamlamamış bir ülkede ne denli önemli olduğu ancak son yıllarda anlaşılabilmiştir. Bu çalışmada, deniz ticaretinin tüm dünyada uygulama biçimi ile birlikte Türkiye'de özel birtakım kanun ve uygulama biçimlerine kısaca değinilmiştir. Çalışmanın özünde tüm dünyada geçerli deniz ticaretinin özellikle dokümantasyon ve muhasebesel kısmını ilgilendiren konişmento, navlun, konteyner gibi kısımları detaylı bir şekilde işlenmiştir. Ayrıca bir geminin Türk Ticaret Kanunundaki yerine de kısaca değinilmiştir. Bu çalışmanın uygulama aşamasında devlet yönetimindeki limanlarımızda bir geminin limana yanaşmasında boşaltma ve yükleme yapıp limanı terk edene kadar yapılan masraf faturalarının kesilmesi ve bu faturaların tahsil edildikten sonra yurt dışına devir aşamasında armatöre fatura edilmesi incelenmiştir. Deniz ticaretinde tüm dünyanın kullandığı terimler Türkiye'de de geçerliliğini korumuş olup bu çalışmada aynen kullanılmıştır. Her ülkenin kendisine özel çıkarmış olduğu hüküm ve kanunlara değinilmemiştir.

SUMMARY In many books regarding the history of mankind, it is pointed out that how important is the sea for a country, and how the mankind struggled wearinessly for obtaining the maximum profit from the sea since'the very beginning of the ages. But unfortunatelly it is only understood within the last years that in a country such as ours in which the economic improvement was not completed yet even when it is surrounded by the seas by its three sides, to disregard the sea and related matters is a fatal mistake. In this study, beside the forms of implementation and practise of the sea trade throughout the world, some laws and practises particular to our country are briefly mentioned. The parts such as Bill of Lading, Freight, Container, etc. which are valid all over the world and directly related with documentation and accounting of the sea trade are worked out in details. On the other hand the description of the 'Ship' in Turkish Law is also touched on. In practice stage of this dissertation, the costs incurred from the arrival to the departure of a ship to the state-owned and operated Turkish ports, are listed. The invoicing procedures for the freights and the costs regarding the cargoes carried, and remittance of these invoices to the shipowner(s) after collection of mentioned freights and costs, are investigated. The terms and phrares used all over the world also keep their validity in our country, so they are used as they are in this study. The laws, bylaws, rules and regulations implemented particularly to some certain countries for some certain reasons are not included in this study.
