Özet
ÖZ Bu çalışmamızda artık ihtiyaç haline gelen özel güvenlik hizmetlerinin hukuki yapısı ve sorunları ele alınmaya çalışılmıştır. Birinci bölümde Türkiye'deki genel güvenlik kuvvetlerinin hukuki durumu ve yapılanması, ikinci bölümde özel güvenlik hizmetlerinin yapılanması, çeşitleri ve Türkiye'deki hukuki durumu ele alındıktan sonra, üçüncü bölümde özel güvenlik hizmetlerinin Türkiye'de ve Dünya' daki durumu, neden bir ihtiyaç olarak ortaya çıktığı, sorunları ve çözüm önerileri incelenmeye çalışılmıştır. Bu çalışma çerçevesinde güvenlik görevlilerinin artık gelişen Dünya şartlarıyla beraber her yer ve suça yetişmesinin mümkün olamamasından dolayı ve giderek artan sorunlarının da eklenmesiyle, özel güvenlik sektörünün artık kaçınılmaz bir şeklide hayatımıza girmek zorunda olduğu anlaşılmıştır. Sonuç olarak yakın bir gelecekte suç önleme polisliği görevini büyük oranda özel güvenlik hizmetleri yerine getirmeye başlayacaklardır. ABSTRACT In the developing world the security forces began to be ineffective to protect the crime because of its high level. Because of this people began to examine other ways to protect himself from crime. In that way people began to have security from private security organizations. So in this study we looked for the private security's problems and their position in law. In the first part the general position of security forces of Turkey were examined and then in the second part we tried to answer some questions about the private security's position in Turkish law, and what kind of private security are there in the world and in Turkey? and How do they work? and etc. And at the third part we examined to find problems and solves for the private securities. We tried to explain what their law and economical position is in the world and Turkey. That was understood in this study that security forces isn't enough to leave every crime and nead this crime is increasing everyday little by little. So we add the other problems of security forces and it was understood that it is very difficult to stop the crime. It is the result that private security will completely entire to our life and it will make proactive policy instead of security forces and so security forces began to fight only criminal events. m
