Özet
Arşiv belgeleri içinde önemli yer tutan şer'î siciller, dönemin kadısı tarafından kayda geçirilen vesikalardır. Çalışmamızın konusu olan şer'iyye sicili, 1821-1822 yıllarında Sivas eyaletinin idarî, sosyal, ekonomik yapısına dair değerli bilgiler taşıyor. Kapalı şehir modeline sahip Sivas'ın fizikî dokusunu vali sarayı, kadı binası, mahkeme binası gibi idarî binalar, çarşı ve pazarlar, konaklar ve evler teşkil ediyor. Evlerde haremlik-selamlık düzeni vardır, avlu gündelik hayatta çok önemlidir. Defterdeki tereke kayıtlan halkın yaşayışı, ekonomik, sosyal durumu hakkında aydınlatıcı bilgiler veriyor. Müsadere ve gaiplik, uygunsuz davranışlar sergileyen insanlara halkın tepkisi, merkez-taşra münasebetlerinde devletin bütünlüğü ve kişi haklarının korunmasına dair örnekler, âyânlığın ıslahı ile ilgili buyrultular sicilde yer alıyor. 1821'de İran'a, Mora'ya asker sevkıyatı, halktan sağlanacak lojistik destek, atamalar, azillerle ilgili buyrultular; devletin para politikasıyla ilgili belgeler, vergiler, diğer gelirler, resmî fiyatlar, rayiç bedeller, serbest fiyatlar, narh tespiti, esnaf grupları, tüccarların devletle münasebetlerine dair bilgiler bulunan sicilde sıraladığımız konulara dair ilginç örnekler mevcuttur.

The registers of the law courts of Ottoman Empires (seri siciller) which recorded by Muslim judges has very important place in the Ottoman archives. In this thesis, I have studied and criticized and estimated the law courts register of 1821-1822 This Register has very important documents belong to administer, social and economical life of the Sivas Province in 1821-1822 The Sivas Province situated in the castle and it has administrative buildings, governor palace, court buildings, markets and bazaars, halting and homes. These homes have special rooms for the women other than men. The courtyard is very important in the daily life at that time. The heritages register gives an important information about social and economical position of the people in the Sivas Province. The examples of confiscation, losing people and the reactions of the people against disagreeable behaviors and the relation between central governors and the provinces and protecting human rights and to force down rebellion are recorded in this Register. There are an interesting topics and examples about dispatch of the ottoman troops to Mora and Iran and people's supports for them in 1821, appointing and dismissals in the Sivas Province, documents for the policy of the money, taxes and other incomes, official rights for the money policy, quoting prices, tradesmen's groups and the merchant's connections with the government in the register.
