Özet
ÖZET Bu araştırmada, ortaöğrenirali ilkokul öğretmenleri için hazırlanan önlisans eğitiminin amaçları, maliyeti, birey ve kurum açısından incelenmiştir. Bu eğitim sonunla öğretmenlerin mesleki yönden gelişmesi, öğretmenlerin kendileri, okul müdürleri ve ilköğretim müfettişlerinin görüşlerine dayalı olarak değerlendirilmiştir. Araştırmanın çalışma evrenini, eğitim önlisans programını bitiren, Kırşehir ilindeki ilkokul öğretmenleri, bu öğret menlerin okul müdürleri ve ilköğretim müfettişleri oluşturmak tadır. Araştırmada bilgi toplama aracı olarak, araştırmacı ta rafından geliştirilen anket kullanılmıştır. Araştırmanın bulgularına göre: 1. Milli Eğitim Bakanlığı'nın amacı, ortaöğrenimi! ilk okul öğretmenlerini, yükseköğretim olanağına kavuşturmaktır. 2. öğretmenler amaçlarını, derece ve kademe ilerleme sinden yararlanarak gelir artışı sağlamak olarak belirtmişlerdir. 3. Eğitim önlisans programının kurumsal maliyeti, 1990 yılı deflatörleri kullanılarak hesaplanmış sabit fiyatlarla, 50 877 000 000 Tl`dır. Kurumun birey başına yaptığı harcama, yaklaşık 400 000 Tl 'dır. Programın bireysel maliyeti ise, araş tırmaya örneklem olarak alınan Kırşehir ilinde 755 000 Tl'dır. 4. Öğretmenler ençok harcamayı ulaşım ve beslenme alanlarına yaptıklarını belirtmişlerdir, önlisans eğitiminin kurum ve bireye toplam maliyeti 146 945 000 000 Tl'dır. Toplam birey- ıvsel maliyet ise, 1 155 000 Tl dır. Toplam maliyete kurum %35“birey 9665 oranında katılmışlardır. Görüşlerine başvurulan öğretmen, müdür ve ilköğretim müfettişleri önlisans eğitimi tamamlandıktan sonra öğretmenlerde ”Kısmi“ bir mesleki gelişme olduğu görüşünde birleşmişlerdir. Ancak, öğretmenlerin gelişme düzeylerini belirlemede, altgrup görüşleri arasında tam bir görüş birliği yoktur a) Türkçe, matematik ve mihver derslerindeki gelişme düzeyleri konusunda, öğretmenler ve müdürler ”Büyük ölçüde“, müfettişler ise, ”Kısmen“ görüşündedirler. b) öğretmenlerin yönetim işlerindeki başarı artışı konusunda, öğretmenler ve müfettişler ”Kısmen“, müdürler ise, »Büyük ölçüde”görüşündedirler. c) Beden eğitimi dersini kolaylaştırmada, öğretmenler ve müdürler“Çok Az”bir değişme, müfettişler ise,“Kısmen”bir değişme olduğu görüşündedirler. Hizmet içi eğitim programı hazırlanırken kapsamlı bir ön araştırmanın yapılması, programların öğretmenlerin niteliğini artırıcı yönde olması, bireysel maliyetin düşürülmesi için sınav merkezlerinin öğretmenlerin görev yaptıkları il merkezlerine alınması, öğretmenlerin gelişmeleri ile program için yapılan çalışmalar ve harcamaların paralellik göstermesi, gibi önerilere yer verilmiştir.

SUMMARY In this reserch the goals and costs of the education which has been designed for the primary school teachers gradu- aded fro» the under graduate education, hare been examined in terms of individuals and instituons. And the prefessional deve lopment of the teachers has been examined by considering the views of the directors of the independent schools, of teachers and of the primary school inspectors. The population of the research consists of the primary school teachers coraplated prelicance program in the province of Kırşehir, the directors of these teachers and the primary school inspectors. In the research, a guestionary was developed by the researcher from the population of this resarch. According to the findings to the research; 1. The main purpose of the national Education Ministry is to provide high education means for the primary school teac hers with secondary education. 2. The teachers, as being their first aims, have indica ted that the provision of their wages to be increased by benefi tting from the degree and step progresses. 3. The institutional cost of education nader graduate edu cation is 50 877 000 000 Tl. according to the 1990 figures which has been deflated. The per individual expence made by the insti- tuaion is 400 000 TL. The per individual cost of the programme is 755 000 Tl. in Kırşehir province which is taken as the popu lation for the research. VI4. The teachers indicated that they have made the hig hest expence for transportation and feeding areas. The total cost of the pre-license education for the institutuon and the individual is 146 945 000 000 TL. The total cost per individu al is 1 155 000 TL. The in3itution has constributed in the pro portion of 35 % and the individual 65 %. After the under graduate education has been comleted the medium sub-groups agreed on the opinion that a“partial”pro fessional develepment has been realized concerning the teachers. But on same fields the opinions of the medium sub-groups indi cate a difference; a) About the subject of success on Turkish, matheraa - tics and central courses, the teachers and the directors have indicated opinion as being increased in“great amount”but the inspectors“partially”b) On the subject of increase in the managing affairs of the teachers, the teachers and the inspectors indicated that the increase is,“partial”and the..directors have the opinion that it is in »big scale». c) In making the physical education becoming esaier the teachers and the directors have indicated a very »little" chance has happened. The proposals as a wide content preliminary search to be done while in service ethication programme is being prepared, that the programmes have to be in a direction of developing the gualif ications of the teachers, the examination centers to be Vlltaken in the province centers where the teachers perform their duties to drop the cost of the individual cost, the studies done fo#İİhe development of th>e %eachers and fq»r the programme.
