Özet
V ÖZET Henüz başlarında bulunduğumuz 21. yüzyılın ülkeler arasında fen ve teknoloji alanındaki yarışlara sahne olacağı şimdiden bilinmektedir. Bu yarışta yer alabilmenin yegane koşulu bu çağa uygun fen bilimcileri yetiştirmektir. Geleceğin fen bilimcilerinin yetiştirilmesinde ilköğretim, anahtar role sahiptir. İlköğretimde fen eğitimini etkili kılabilmek için karşılaşılan sorunları bilmek ve ona göre çözüm üretmek gerekmektedir. Bu araştırma, öğretmen görüşlerine göre ilköğretim okulları 4. ve 5. sınıf Fen Bilgisi öğretiminde karşılaşılan sorunların tespiti ve bu sorunların öğretmen performansına etkilerini belirlemek amacıyla yapılmıştır. Araştırmanın örneklemini 2001-2002 öğretim yılında Diyarbakır ili merkezinde görev yapan 234 sınıf öğretmeni oluşturmuştur. Araştırmanın durum saptama niteliğinde olması ve sonucun önemli ölçüde öğretmen görüşlerine dayanması nedeniyle bilgi toplama aracı olarak anket kullanılmıştır. Araştırma sonuçlan, SPSS paket programı kullanılarak test edilmiştir. Elde edilen veriler t-testi, betimsel istatistik tekniği ve tek yönlü varyans analizi yöntemleri ile değerlendirilerek bulgular yorumlanmıştır. Elde edilen bulgular sonucunda, ilköğretim okulları 4. ve 5. sınıf Fen Bilgisi öğretiminde öğretmenlerin birçok sorunla karşı karşıya oldukları görülmüştür. Fen Bilgisi öğretiminde karşılaşılan sorunlar beş boyut altoda toplanmıştır. Bu boyutlar, program, donanım, ders kitabı, öğretmen ve öğrencidir. Öğretmenlerin bu sorunlara ilişkin algılan, bu sorunları algılamalarının cinsiyet, kıdem ve hizmet içi eğitime göre farkları, performanslarını etkileme dereceleri ve performanslarını etkileme derecelerinin cinsiyet, kıdem ve hizmet içi eğitime göre farkla rı tespit edilmiştir. Bu araştırma sonucu öğretmenler, Fen Bilgisi öğretiminde bir çok sorunla karşılaşmaktadır. Bunlardan başlıcaları, sınıf mevcutlarının kalabalık olması, haftalık ders saatinin yetersizliği, ders kitapları, laboratuar, araç-gereç yetersizliğidir. Bu sorunlar öğretmenlerin performanslarını önemli derecede etkilemektedir.

VI ABSTRACT It is already predictable that the 21st century, which has just started, will witness competitions between countries in science and technology. The only way to be able to take part in this race is to bring up scientists who can keep up with the current developments. In doing this, the primary education has the key role. To be able to provide a more effective science education in the primary school, it is vital to know possible problems and their solutions. This research was done to determine the problems faced in science education in the fourth and fifth classes of the elemantary schools and the solution suggestion according to the opinions of the teachers. The sample of the research was formed by the 234 class teachers working in the center of Diyarbakır during 2001-2002 academic year. Because of the research was to determine the situation and its result depended mostly on the views of the teachers, questionnaire was used as a means to collect information. The data of the research were analyzed using with SPSS package program.The data obtained were processed by t-test, descriptive statistical techniques and ANOVA, and the outcomes were explained. After analyzing the data, it was seen that teachers who are in the education of science lesson in the fourth and the fifth classes of the primary schools faced with many problems. The problems faced in science education were collected into five dimensions. These dimensions are programme, physical conditions, textbooks, teacher and student. In this study after determining the teacher perceptions towards the problems which mentioned above, the significiant differences between these perceptions and selected teachers characteristics that affect their performance such as sexuality, seniority and teacher seminars, have been tested. After analysing the data it has been found that the teachers have very fundamental problems during teaching science lessons, such as; the crowded classes, lack of class hours, textbooks, laboratory and insufficient materials. These problems affect teachers performance in science education.
