Özet
IX ÖZET Savunma sanayii ülke sanayiinin bir parçasıdır. Savunma sanayii ile diğer sektörler arasında ilişki olmasına rağmen, savunma sanayiinin kendine özgü özellikleri bulunmaktadır. Savunma sanayii diğer sektörlerden yüksek teknoloji, kalite, lojistik destek, güvenlik ve gizlilik gerektirmesi bakımından ayrılmaktadır. Savunma harcamalarının boyutunu ise savunma sanayiinin yapısı, yüksek teknoloji maliyetleri, iç ve dış politikalar belirlemektedir. Bugüne kadar savunma harcamalarının ekonomiye etkilerini inceleyen birçok çalışma yapılmıştır. Yapılan çalışmalarda savunma harcamalarının ekonomiye ve sanayiye etkileri bakımından farklı sonuçlar elde edilmiştir. Benoit (1973,1978), Kennedy (1975,1979), Whynes (1979), Ateşoğlu ve Mueller (1990), Emin Ergin (1991) savunma harcamalarının ekonomi üzerinde olumlu etkisi olduğunu ortaya koyarken, Değer ve Smith (1983), Brauer (2003), Sezgin ve Yıldırım (2002), Saadet Değer ve Sommath Sen ise olumsuz etkilerinin olduğunu ortaya koymuştur. Ele alınan dönem, kriterler ve ülkelerin ekonomik düzeyleri farklılıkları yaratmaktadır. Bu tezin amacı, savunma sanayi özellikleri ile dünyada savunma alanındaki gelişmeleri ve oluşumları ortaya koymak, Türkiye'deki savunma harcamalarını komşu ülkeler ve gelişmiş ülkelerle kıyaslamalı olarak analiz etmek, Türkiye'deki savunma harcamalarının genel seyrini araştırmak ve Türkiye'deki savunma harcamalarının ekonomiye etkisini analiz edebilmek amacıyla temel bazı ekonomik göstergeleri kullanarak bir Granger Nedensellik Modeli oluşturmaktır. Bu bağlamda, çalışmada dünyadaki savunma sanayi pazarında alanında meydana gelen gelişmelere değinilmiş, soğuk savaş sonrası harcamalar ortaya konulmuştur. NATO ve BAB'daki Savunma sanayi yapısı ele alınarak, savunma alanındaki uluslararası entegrasyonlar incelenmiştir.Çalışma kapsamında Bölge ülkelerinin ve NATO ülkelerinin savunma harcamaları Türkiye ile kıyaslanmıştır. Ayrıca, Savunma sanayii harcamalarının ekonomik etkileri ve analizi ortaya konulmuş, Türkiye'deki savunma harcamalarının ekonomiye etkisine ilişkin nedensellik modeli oluşturulmuştur. Türkiye'deki savunma harcamalarının, bütçe içindeki ve GSMH içindeki payı oldukça yüksektir. Bu açıdan, savunma harcamalarının etkilerinin daha ayrıntılı olarak araştırılmasında fayda görülmektedir. \

XI ABSTRACT The defense industry of a country is a part of its industry. Although, there is a relationship between Defense Industry and other economic sectors, Defense Industry has its own characteristics. Defense industry is distinguished from other sectors in terms of; high technology and quality, logistic support, security and confidentiality. The levels of defense expenditures are defined by the structure of the defense industry, high level of technological expenses, domestic and foreign political issues. The relationship between the defense expenditures and its effect to the economy has been examined by numerous studies. The results of the these studies reached to different conclusions. Such' economists like Benoit (1973,1978), Kennedy (1975,1979), and Whynes (1979), Ateşoğlu and Mueller (1990), Emin Ergin (1991) found that the expenses on the defence industry have a positive effect on the economy, whereas different economists like Değer and Smith (1983), Brauer (2003), Sezgin and Yıldırım (2002), Saadet DE?ER, Sommath SEN found that the expenses ^foave a negative effect. The period being examined, the criteria and the economical scale of the countries cause the differences. The purpose of this thesis is to; demonstrate the specifications of the defense industry and reflect the global trends in this area, analyze the statistics for the defense expenditure in Turkey by comparing with that of the neighbor and developed countries, review the trends of Turkish defense expenditures, and to set forth a Granger Causality Model to analyze the economical effect ofXll Turkish defense expenditures by taking into account some economical parameters. With this regard, the trends in the global defense industry, defense expenditure figures during the post cold war has been taken account within this study. Also, International integrations have been examined by taking into consideration the defense industry structure in NATO and WEAG. In addition, Turkish defense expenditure figures have been compared with the NATO and the neighboring countries figures. Moreover, the economical effect of the defense expenditures has been clarified and these effects have been criticized within the causality model. As a result, the ratio of Turkish defense expenditure figures within the government budget and GDP affects the budget deficit. From this point of view, the affects of the defense expenditures needs to be extensively investigated. \
