Özet
ÖZET Organize suçluluk son yıllarda toplumlar için giderek daha ciddi bir tehlike halini almıştır. Organize suç gruplarının giderek gelişen teknolojik imkanlardan yararlanmaları bu örgütlerle mücadeleyi daha da güç hale getirmektedir. Organize suçlulukla mücadelede telefon dinleme, gizli görevli gibi tedbirlere başvurulmakla birlikte bunlar tek başlarına yeterli olmamaktadır. Bu grupların ellerinde bulundurdukları mali güce müdahale edilmeden organize suçlulukla etkin mücadele mümkün değildir. Bu anlamda hukukumuzdaki temel düzenleme genişletilmiş elkoymadır. Çalışmamızın konusunu da bu tedbir oluşturmaktadır. Çalışmamızda konu iki bölümde ele alınacaktır, ilk bölümde tedbir kavramsal olarak ortaya konacak ve benzer kavramlarla mukayese edilecektir. İkinci bölümde ise tedbirin uygulamasından söz edilecektir. Bu kapsamda öncelikle uygulama koşullarından söz edilecektir. Daha sonra da tedbirin sona ermesi incelenecektir. Çalışmamızda son olarak tedbirin denetimi ve tazminat konusuna değinilecektir. rv

ABSTRACT Organized criminality has become a serious danger for socities in recent years. As organized crime groups take advantage of technology more, fighting with them becomes more diffucult. Interception of communication, employment of secret agents are some of the measures used against organized criminality; but these methods have not been efficent enough. Without seizuring the financial power of these groups it is almost impossible to fight with organized criminality efficiently. Enhanced seizure is the main provision under Turkish Law. This regulation is the subject of this study. in this study the topic will be explained in two parts. In the first part the subject will be explained conceptually and regulation will be compared with similar provisions. The second part of this study will be about the application of the provision. Under this title we will first cover the conditions of application. Then nullification of the measure will be examined. Control of the decisions concerning the measure and compensation are the last issues covered in this study.
