ÖZET YAP-İŞLET-DEVRET MODELİYLE ELDE EDİLEN TEKLİFLERİN DEĞERLENDİRME YÖNTEMİ KORKMAZ, Ahmet Yüksek Lisans Tezi.İnş. Müh. Böl. Tez Yöneticisi :Y. Doç. Dr. Talat Birgönül Haziran 1991, 102 sayfa Yap-işlet-Devret (Y.İ.D) modeli, kalkınmakta olan ülkeler için geliştirilmiş bir finansman yöntemi di r. Bu yöntemin temel amacı, gelişmekte olan ülkelerin altyapı yatırımlarım finanse etmeden gerçekleştirilmesine olanak tanımasıdır. Genelde, proje'nin finansmanı özel sektör tarafından karşılanmaktadır. Projeyi üstlenen kuruluş.finansmanı sağlamakta, yapımını yürütmekte fakat bunun karşılığında belli bir dönem için tesisin işle tilmesinde hak sahibi olmaktadır. Bu işletme döneminden beklenilen amaç, elde edilecek gelirlerle yatırımın geri ödenmesini temin etmektir. Kararlaştırılan işletme dö nemi sonunda tesisin işletilmesi tamamı ile mülkiyet sahibi idareye devredilmektedir. VBu tezin temel amacı, yap-işlet-devret esasına göre ihale edilmiş projelerde önerilen tekliflerin değerlen dirilmesine olanak sağlayacak bir yöntem geliştirilme sidir. Bu amaçla bir sentetik endeks yöntemi geliştiri lerek, iki örnek olaya tatbik edi lmiştir. ihale değerlen dirme ortamında mevcut tüm girdi parametrelerini tanım layabilecek özelliğe sahip sentetik endeks yöntemiyle, olumlu sonuçlar elde edilmiş ve böylelikle hem yatırım cı hem de idare açısından en karlı alternatifin belir lenmesi mümkün olmuştur.

ABSTRACT A METHODOLOGY FOR THE EVALUATION OF PROPOSALS TENDERED ON THE BASIS OF BUILD-OPERATE-TRANSFER MODEL KORKMAZ, Ahmet M.Sc. in Civil Engineering. Supervisor: Asst.Prof. Dr Talat Birgönül June 1991, 102 pages. The Build- Operate-Transf er (B.O.T) model is a process that has been created for developing countries. The purpose of this framework is to provide oppur- tunities for these countries to have their infrastruc ture projects built without having to finance them. Generally, the project's financing is arranged by the private sector. The promoter of the project handles the activities from the financing through the construction, to the operation stages. The operating phase is aimed to generate revenues that will reimburse the costs. At the end of the operating period which was agreed upon, the project's ownership is transferred to local administra-tions. The purpose of this thesis is to develop an evalua tion of proposals received on the basis of B.O.T tenders. For to accomplish this goal, a synthetic index approach is derived and applied to two case studies. The results obtained are encouraging since the synthetic index possess the capabilities of accomaditing all the input parameters prevailing in the evaluation medium, thus enabling the selection of most profitable alterna tive both from the promotor's and administration's point of view.
