Özet
ÖZET Günümüz metropollerinde sosyo ekonomik sorunlar, toplumsal sorunlar, planlama sorunları büyük oranda yaşanmaktadır. Bu sorunların artmasıyla bireyler birbirlerinden daha fazla uzaklaşarak yalnızlaşma başlamış, değer yargılan değişerek tek tip değerler haline gelmiştir. Küreselleşme olgusu ve kapitalizm ile birlikte tüm bunlar daha yoğun olarak ve kentlerin her noktasında hissedilir olmuştur. Özellikle gelişmekte olan metropollerde, gençler hızlı değişimlerden etkilenmekte ve medya kanalıyla özendirici reklamlar ile kent içinde bilinçli olmadığı için, özendirmelerden etkilenerek kendilerini kaybetmektedir. Artık metropollerde güven, paylaşım duygulan iyice yok olmuştur ve adli suçların oranı artmıştır. Bu noktada kentleri istediğimiz kadar fiziksel planlarla sağlıklı ve yaşabilir formlarda planlayalım, sonuç aynı olacaktır. Öncelikle insanın bilinçli hareket etmesi ve yaşadıkları mekanlara sahip çıkmalan sağlanmalıdır. Metropollerde kapitalizm ile birlikte eşitsiz gelir dağılımı, insanların kentteki sosyal aktivitelere katılamaması söz konusudur, işsizlik oranlan her geçen gün artmaktadır. Bu sorunlara çözüm bulmak için hazırlanan tezde hedef; eğitim yoluyla insanları bilinçlendirmek, eğitimsizlik, gelir düşüklüğü, işsizlik...vb. sorunları yaşayan yerleşmelerde sorunları giderici, kötü alışkanlıkları azaltıcı çözümler üretmektir. Hedeflenenleri gerçekleştirmek için Türkiye'de uygulanmış olan Köy Enstitüleri Uygulamasının amaç ve ilkeleri alınmıştır. Köy Enstitüleri ile insanlar hem bilinçlendirilmiş ve hem de iş içinde eğitim uygulamasıyla bireyin öğrendiklerini yaşama geçirmesi ve yaşamının her alanında kendini diri tutması mümkün olmuştur. Aynca dünya ülkelerinde de giderek artan toplumsal sorunları çözmede uygulanan örneklerde model olarak ele alınmıştır. Böylece toplumsal sorunları çözmek amacıyla yeni bir eğitim sistemi kurgulanmıştır: Kent Enstitüleri. Enstitü sistemiyle daha duyarlı ve bilinçli bir toplumun önü açılmış olacaktır. Sistem mahalle bazında uygulanarak ve her mahallenin enstitü aracılığı ile birbirine bağlı olması sağlanabilecektir. Bu kollektif eğitim çabasıyla belki sorunlar şu an için kökten çözülmeyecektir ancak, bu çabanın bugün başlamasıyla bundan iki kuşak sonra yaşayan insanlar daha az sorunla karşılaşabilecek ve insancıl değerler ayakta kalabilecektir.

ABSTRACT In our contemporary metropolises people encounter large amounts of socio economical, social and planning problems. The increase in these problems has caused the individuals to get isolated more from each orther and has changed the values of the people rendering values as a single value type. With the conception of globalization and capitalism all of these have become more densely felt in all points in the cities. Especially in the newly thriving metropolises, youth is affected by the rapid changes and with the tempting commercialsthrough media, as youth is not conscious being influenced by these temptations, loose themselves. Yet in metropolises the feelings of trust and sharing have greatly diminished and the rate of crime has increased At this point no matter how we plan the cities in physical plans healthy and livable forms, the result would be the same. First of all the conssious behavior of people and their claim of the places they live must be sustained. With capitalism in metropolises the unequal income distribution of incomes prevents people from participating in social activities. The rate of unemployment increases everyday. The aim in the thesis that has been prepared to overcome these problems is to make people conscious and to create solutions that would decrease the bad habits and purge away the problems like illiteracy, unemployment, low income etc. în the places that encounter them. In order to achieve what is targeted the principles and aims that have been applies in the Village Institutions Utilizations in Turkey are taken. By the Village Institutions people have been both made conscious and with the education in the work policy the individual has been granted the opportunity to transfer what he has learned into his daily life thus enabling him to keep himself alive in every aspect of life. Moreover sapmles that are used to overcome the increasing social problems around the world are also taken as models. In this way in order to solve the social problems a nem education system is formalised: City Institutes. With the Institute system, the way for a more conscious and sensetive society will be opened. System would work on a neigborhood basis where each neighborhood will be connected to the other bey the Istitute. It is most probable with this collective education attempt that the problems will not be fundamentally solved for the time beeing, but by starting a struggle today, people, two generations after would encounter less problems and the humanistic values would stand strong.
