Özet

ÖZET Yapılan araştırma ile, Milli Eğitim Bakanlığı tarafından düzenlenen“Bilgisayar ve internet kullanımı”hizmetiçi eğitim kursları öğretmen görüşleri doğrultusunda değerlendirilmiştir. Araştırma, durum tespiti yapmak amacıyla yürütülmüş bir sorun tarama çalışmasıdır. Verilerin toplanması için hizmet içi programın değerlendirilmesine yönelik görüşleri içeren ve geçerlilik katsayısı ot=0,84 olarak belirlenen Bilgisayar ve İnternet Kullanımı Hizmetiçi Eğitim Kursunu Değerlendirme Anket' i geliştirilmiştir. Hazırlanan anket 2003-2004 öğretim yılında Trabzon il merkezi ve ilçelerinde bu kurslara katılan 410 öğretmene kurs bitiminden bir süre sonra uygulanmıştır. Toplanan anketler SPSS paket programında değerlendirilerek öğretmenlerin uygulanan hizmetiçi eğitime ilişkin görüşlerinin frekans (f) ve yüzde (%) hesaplamaları, X, t, ss, F istatistik değerleri çıkarılmıştır. Bunun yanında, 5 öğretmenle kurslar hakkındaki görüşlerin daha derinlemesine incelenmesi için mülakatlar yapılmıştır. Elde edilen verilerden, anketlerdeki öğretmen görüşleri arasında cinsiyet, hizmet yılı, kursa katıldığı yer ve zaman, görev yaptığı okulun yeri ve okulunda kullanabileceği bilgisayar sayısı değişkenleri açısından, a^=0,05 düzeyinde anlamlı çıkan görüşler tespit edilmiştir. Bu görüşlerin daha çok içerikle ilgili bölümde yoğunlaştığı, içerikle ilgili görüşlerin de özellikle öğretmenlerin bilgisayara erişim koşullan ve hizmet yıllarından etkilendiği ve hizmet yılı azaldıkça ve bilgisayarlara erişim imkânları arttıkça başarının arttığı tespit edilmiştir. Ayrıca kursun süresinin ve yapılan uygulamaların daha önce konular hakkında bilgisi olmayanlar için yeterli olmadığı, özellikle internet konusunun öğrenilmediği, kursun yapıldığı merkezlerde araç-gereç sıkıntısının yaşandığı tespit edilmiştir. Öğretmenler arasında bilgisayar bilgisi bakımından seviye farklılıklannm belirgin derecede olduğu, bu farklılıklar ve kursların hafta içi mesaiden sonra düzenlenmesi nedeniyle, kurslardaki başarının olumsuz yönde etkilendiği söylenebilir. Araştırmanın sonuçlan doğrultusunda bilgisayar konusunda hizmetiçi kurs vermek amacıyla düzenlenen merkezlerin araç-gereç ve öğretmen yeterliliMerinin arttınlması, bu merkezlerde öğretmenlerin seviyeleri tespit edilerek, kendilerine uygun zamanlarda ve sürede kurs almalarının sağlanması önerilmektedir.

SUMMARY An Evaluation of the In-service Courses Related to the Use of Internet and Computer: The Trabzon Case By means of the this study, it is intended to evaluate the in-service courses on the use of computer and internet organized by the Ministry of Education in the light of the participating teachers' opinions. The research is a study of defining problems, which, was conducted in order to determine current circumstances. A questionnaire of evaluation of in- service courses on the use of computer and internet, comprising the opinions related to the in-service-courses, with o&=0,84 realibility coefficient was formed to gather data. At the end of the courses the questionnaire was applied to 410 teachers who attended these courses in the city center and counties of Trabzon in 2003-2004 academic year. The SPSS Package Program was used to analyse the gathered data. Doing so, the frequency (f) and percentage (%) of the teachers' opinions related to in-service-courses and the statistical values, X, t, ss, F, were calculated. Besides, 5 teachers were interviewed in order to obtain their opinions related to the courses in details. The data showed that there were reasonable opinions in compliance with o?=0,05 in terms of various factors among the opinions of the teachers participated in the study, including sex, service period, the date and place they attend the courses, the location of school where they work and the number of computers available to access. It is seen that the participants' views were mostly about the content of the courses and these opinions were affected especially by the available teacher access to computers and their service time. That is, while the service period decreased and access to computers is available, the success in using computers increased. Furthermore the course period and the applications carried out were not sufficient for those who had not had any information about the subjects before and especially they did not learn about the internet and also there was lack of equipment in the centers where the courses were conducted. It can be said that due to the fact that there are considerable differences among the teachers in terms of computer knowledge and the time of the courses are arranged after working hours in weekday, the productivity of the courses decreases. In the light of the results of the study, it is suggested that the equipment and the number of teachers should be supplied in these course centers which are established to educate about the use of computers and the teachers in these centers should take courses suitable for their time according to their level.
