III ÖZET Yüksek Lisans Tezi Polislerin İletişim Yeterliliklerinin Polis-Halk İlişkilerine Etkisi (Elazığ İli Örneği) CabirYEŞİLTAŞ Fırat Üniversitesi Sosyal Bilimler Enstitüsü Eğitim Bilimleri Anabilim Dalı Şubat - 2005, Sayfa: XVII + 152 Hizmet sektöründe kurum ve kuruluşların sahip oldukları insan gücünün tutum ve davranışları, toplumla kurulan ilişkilerin düzenlenmesinde ön plana çıkmaktadır. Suç ve suçlularla mücadele ederek toplumda huzur ve güveni sağlamak gibi çok önemli bir görev yerine getiren polis teşkilatı, halkın destek ve yardımına ihtiyaç duyan kurumların başında gelmektedir. Gelişmiş ülkelerde oldukça önem verilen, suç ve suçlularla mücadelede polisin tek basma başarılı olamayacağı ve bu amaçla toplumun bütün kesimlerinin bu sürece katılımının sağlanması amaçlayan toplum destekli polislik anlayışı ülkemizde de benimsenmeye başlamıştır. Polis teşkilatı çalışanları halkla iç içe görev yaptığından toplumun bütün kesimlerinin desteğinin ve yardımının alınmasında en önemli etken polislerin iletişim yeterlilikleri gibi nitelikleridir. Toplumla sürekli iletişim ve etkileşim halinde bulunan polis teşkilatı çalışanlarının iletişim yeterlilikleri ve sahip oldukları bu yeterlilikleri davranışlarına yansıtması polis-halk ilişkilerinin yönünü belirleyecektir. Bu araştırmanın temel amacı, polislerin iletişim yeterliliklerinin polis-halk ilişkilerine etkisinin incelenmesidir. Polis ile vatandaşlar arasındaki iletişimde yaşanan sorunların tespit edilmesi, çözüm önerileri geliştirilmesi ve polisin halkla ilişkiler ve iletişim konusundaki eğitimine katkı sağlanması amaçlanmıştır.IV Araştırmada betimsel tarama (survey) modeli kullanılmıştır. Araştırmaya katılan polis ve vatandaşların polis-halk ilişkilerine ilişkin görüşlerinin tespit edilmesi aynı sorulardan oluşan bir ölçek geliştirilmiştir. Yapılan araştırmalar ve taraması sonucunda hazırlanan anket, Elazığ Emniyet Müdürlüğü'nde çalışan 607 polise ve Elazığ ilinde bulunan 663 vatandaşa uygulanmıştır. Ayrıca polislerin iletişim yeterliliklerinin tespit edilmesi amacıyla ayrı bir anket hazırlanarak polislere uygulanmıştır. Ölçekten elde edilen veriler SPSS for Windows 10.0 paket programı ile analiz edilmiştir. Yapılan analiz sonucunda, vatandaşların polis hakkındaki düşüncelerinde medya haberlerinin etkisinin olduğu anlaşılmakla birlikte, polislerin iletişim yeterlilikleri gibi niteliklerinin bu konuda en belirleyici faktör olduğu, polis merkezleri ve trafik hizmetlerinde görevli polislerin davranışlarının polis-halk ilişkilerinin yönünü belirlemede daha fazla etkisinin olduğu anlaşılmıştır. Vatandaşların polise güvendiği, karşılıklı ön yargı ve anlayış eksikliğinden kaynaklanan sorunların yaşandığı ve polislerin eleştirilere açık olma, öğüt veya önerileri dinleme ve olumlu bir tepkiyle vatandaşları ikaz etme konusunda daha yetersiz oldukları tespit edilmiştir.

V ABSTRACT Masters Thesis The Impact of Police Communication Sufficiency to Police-Public Relations (Sample in Elazığ City) Cabir YEŞİLTAŞ Fırat University Institute of Social Sciences The Department of Educational Sciences Fabruary - 2005, Page: XVII + 152 In the service sector, the behaviours of the human power the institutions and the establishments have play an important role in organising the relations with the public. Police Organisation, which has a very important duty like providing the peace and the security in the society by fighting with the crime and the criminals is the first organisation which needs the support and help of the public. The Comunity Policing understanding that all parts of the society should join this process since the police can't be successful alone in the struggle with crime to which it's paid great attention to be adopted also in our country. As members of the police organisation work very close to the public, the most important factor in taking the help and support of all parts of the society is their quality like the communication suffiency. The communication suffiency of the members of the police organisation who are always in interaction and communication with the public and how they reflect their sufficiencies to their behaviours will determine the direction of the relations of the police with the public. The main aim of this research is to examine the effect of the communication sufficiency of the police on the relationship between the police and the public. It has been aimed to determine the problems present in the communication between the police and the public and to provide some solutions and to contribute to the education of the police about public relations and communication.Descriptive research (survey) model has been used in the research. A measure which consist of the same questions has been developed so as to determinethe opinions of the police and the citizens joining the research about the relationships between the police and the public. The survey prepared as a result of the researc which was made and the literature shading has been made on 607 police officers working in Elazığ police force and 663 citizens living in Elazığ. It has also been prepared another survey and it has been made on the police in order to determine to communication sufficiency of the police. The data collected from the survey have been analysed by using SPSS for Windows 10.00 package programme. As a result of the analysis made, it has been understood that the pres mews has effect on citizens' opinions about the police, but the most effective factor in this matter is the quality of the police like the communication sufficiency. It has also been understood that the behaviours of the police working at the police stations or in the traffic service are more effective in determining the direction of the relationships between the police and the public. It has been understood that people rely on the police, but there are also problems which arise from prejudice and lack of understanding. It has also been understood that police are insufficient in being open to be criticised, in listening to the advice and suggestions and in warning the citizens in a more affirmative manner.
