Özet
Bir ülkenin gelişmişlik seviyesi, büyük oranda o ülkenin sağlık ve eğitimgibi alanlardaki temel sosyo-ekonomik göstergeleriyle ölçülür. Hem sağlıklıinsanların olduğu bir toplumda yaşamak, hem de somut kalkınma hedeflerinigerçekleştirebilmek için sağlıklı bireylere sahip olmak şarttır. Bu anlamda, sağlıkhizmetlerinin temel hedefi, sağlıklı bir toplum oluşturmaktır. Bunun için de, sağlıkhizmetleri, toplumun bütün bireylerini kapsamalı, kolay ulaşılabilir, adil, eşit ve aynızamanda bireylerin yaşam kalitesini arttırıcı nitelikte olmalıdır.Bu çalışmanın amacı ülkemizde sağlık hizmetlerinin ve sağlıkharcamalarının mevcut durumunu değerlendirmek suretiyle sorunları tespit edip,çözüm önerileri sunmaktır.Sağlık ekonomisi yeni bir dal olduğu için bu çalışmada öncelikli olaraktemel kavramlar vurgulanmıştır. Dolayısıyla Birinci Bölümde, konuya teorik açıdanyaklaşılarak sağlık ve sağlık hizmetleri kavramları ile sağlık piyasası ele alınmıştır.Yine bu bölümde, finansman yöntemleri farklı ülke örnekleri ele alınmak suretiyleincelenmiştir.İkinci Bölümde, Türkiye'de sağlık hizmetlerinin örgütlenmesi veörgütlenme birimlerine göre sağlık harcamaları incelenmiştir.Üçüncü Bölümde, Türkiye'de sağlık hizmetlerinde reform çalışmaları veözelleştirme konularındaki gelişmelere, Türkiye'de sağlık hizmetleri veharcamalarının genel bir değerlendirmesine, mevcut sorunlar ile bu sorunların çözümönerilerine değinilmiştir.- 136 -

The level of development of a country is measured highly by some of itsbasic socio-economic aspects such as health and education. It is necessary to havehealthy individuals in order to live in a healthy society and realize the developmentaltargets. In this context, the basic aim of health care services is to form a healthysociety. For this reason, health care services must embrace every individual, be easilyreached, fair and rehabilitating.The aim of this study is to determine the problems of our health care servicesin our country by examining the present health budget and to present some solutions.Since the health economy is a new branch, this study will generally deal withthe basic concept. Within this frame, the first chapter will have a theoretical point ofview and deal with the health care services and health market. In addition, thefinancing method of the health care industry in Turkey was investigated incomparison with some other countries.In the second chapter, the historical development and the organization of thehealth care services and the health care expenditures in terms of organizational unitswere investigated.In the third chapter, the efforts of reformation and privatization of the healthcare services in Turkey were mentioned. In addition, an overall evaluation of thehealth care industry, health care expenditures and the current problems of the sectorin Turkey was made. Finally, some possible solutions to the current problems of thesector were presented.- 137 -
