The political practices thatmostly underlined here are health care of the confined and improving theliving standards of prisoners.ÖzetBu çalışma on dokuzuncu yüzyıl Osmanlı yönetim mantığınınmodernleşme paradigmasıyla beraber nasıl değişip dönüştüğüne dair birinceleme olmakla birlikte, Osmanlı ceza sisteminin ne gibi devinimlersonucunda pragmatik cezalandırmadan hapishaneye dönüştüğüne dair birkısa değerlendirmeyi içermektedir. Temelde Osmanlı ceza sistemininsuçluların cezalandırılması noktasında hangi anlamda içerik olarakbedene yönelik eziyetten daha az katı ve daha rasyonel bir zemineçekildiğini, bu anlamıyla bu dönüşümün Osmanlı zihniyetinde hangisiyasi ve sosyal olaylar sonucunda gerçekleştiği incelenmiştir. Ayrıca budeğişim sürecinin hangi siyaset mekanizmalarına imkan verdiğine dair3bir araştırma olup, modern anlamda hapishanenin Osmanlı gündeminenasıl ve ne şekilde girdiği ve bu gibi kurumsal mekanların ne gibi sosyalve politik anlamlar taşıdığına bakılmıştır. Özetle bu mekanlara konulanve ?suçlu? diye nitelenen grupların ne gibi siyaset pratiklerine maruzkaldıklarının bir değerlendirmesinden ibarettir.ACKNOWLEDGEMENTThis thesis would not be written without the aid of certain people. Assistant Professor Cengiz Kırlı(Thesis advisor)Professor Ayşe BuğraAssociate Professor Aydın BabunaAbstractThis work examines the governing mentality of the Ottoman Empire bylooking specifically to its punishment politics in the nineteenth century.It was aimed to examine how new kinds of punishment politics wereintroduced in the Ottoman agenda. This thesis is an attempt to define thetransformation of the State mentality in which the traditional perceptionof justice replaced with modern penal codes. Moreover, these changesdiscussed on the basis of how the state was able to replace corporalpunishment with a new system of imprisonment. It attempts to find thereason of what makes prison as unavoidable outcome of modernization2process of the Empire in this thesis.
