Atatürk İlkeleri ve İnkilap Tarihi Enstitüsü'nde Yüksek Lisans derecesi içinHelin Özge Burkay tarafından Eylül 2006'da teslim edilen tezin kısa özetiBaşlık: Kentsel Dönüşümün Sosyal Politikası: Türkiye'de 1980lerden Günümüze SosyalKonut PolitikalarıBu tez Türkiye'de 2000 sonrası sosyal konut politikalarını, bir yandan kentseldönüşüm ve soylulaştırma girişimlerini diğer yandan kent yoksullarının konumunu yenidentanımlamaya yönelik sosyal politikaları göz önünde bulundurarak incelemektedir. Amaç,düşük gelir gruplarına yönelik konut politikalarında 2000 sonrasında yapılan yasal vekurumsal değişikliklerin, 1980 sonrası kapitalist kentleşme bağlamında, devlet ve gecekonduilişkisinin değişimini de vurgulayarak tarihselleştirilmesidir. Devam eden gecekondudönüşüm projeleri devletin gecekondulara ilişkin yeni stratejisini belirginleştirmekte; aynızamanda enformel ekonominin, gecekondu sakinlerinin yukarı hareketlilik motivasyonlarınınve kent hayatıyla eklemlenme yöntemlerinin çerçevesini çizmektedir. Bu projelerin yasalçerçevesi devletin son yıllara kadar bir politika olarak formel konut sunumunu bu alandaalternatif olarak görmekte tereddüt etmesinin ve bunun yerine gecekondu sakinleriyle seçimpolitikaları ve imar afları dolayımıyla pazarlık içinde olmasının dinamiklerinin detartışılmasını sağlamaktadır. Bu bağlamda, bu tez, 2000 sonrası düşük gelir gruplarına yönelikkonut politikalarının, devletin gecekondularla ilişkisi bakımından incelendiğinde, daha öncekidönemlerden farklı bir çerçeveye oturduğunu ve bu çerçevenin 1980 sonrası sosyal veekonomik değişimler ekseninde kent mekanının serbest piyasanın ve küresel ekonominingereklerine uygun olarak yeniden düzenlenmesine yönelik uygulamalarla beraber anlaşılmasıgerektiğini iddia etmektedir.

An abstract of the thesis of Helin Özge Burkay for the Degree of Master of Arts from theAtatürk Institute for Modern Turkish History to be taken September 2006Title: Social Policy of Urban Transformation: Social Housing Policies in Turkey from the1980s to PresentThis thesis analyzes the post-2000 policies of social housing in Turkey with referenceto urban transformation and gentrification attempts on the one hand and social policiesdirected at the redefinition of the position of the poor in urban society on the other hand. Theaim is to historicize the current developments taking place in the low-income housing in thecontext of post-1980 capitalist urbanization with a special emphasis on the relation betweenthe formation of the squatter settlements (gecekondus) and state regulation through differentlegal and institutional frameworks in time. The legal framework of ongoing gecekondutransformation projects crystallize the embedded intentions and mentality of the new strategyof the state with the peculiarities of the Turkish case like the specific role of informality, theupward mobility motivation of the gecekondu residents, their articulation with the urban lifein one way or another as well as the state?s reluctance for regulating the issue through formalhousing and preferring to set the terms of the bargaining with the gecekondu residents bymeans of electoral politics and reconstruction amnesties in a social and economic setting offree market in the post-1980 period. The main argument of this thesis is that the currentpolicies of the state regarding the transformation of the gecekondu areas reflect a radicalchange in the patterns of regulating the urban poor through housing measures different thanthe previous periods with implications relevant to the overall organization of the urban spacein the post-2000 period.
