Özet
In this master thesis we have explained the main characteristics of venture capital, itsdefinitions, its investment fund sources, stages and then we talked about small and mediumsized enterprises and Turkish SME's, their problems and how we can solve these problemsand how could we use venture capital for SME's.The driving forces behind the establishment of the venture capital notion are similar inall countries and societies: the need to find and fund the most lucrative entrepreneurial ideasand/or established structures. However, the evident legal, cultural and economicdissimilarities between different countries offer both restrictions and oppurtunities. TheTurkish venture capital industry is relatively new and only began to take shape after 1993when the Capital Market Board (SPK) prepared and announced their communique regardingprocedures for the establishment of a `Venture Capital Investment Trust'. Since theproceduresfor the establishment of a venture capital fund were drafted without adequatelyconsulting the investment industry the traditional negotiation scheme of action/reactionoffering a more conclusive solution were not realized. Hence, the SPK amended thecommunique in 1996 to make it more attractive. However legal, tax and structural obstaclesstill do exist, driving away any potential fund establishments. Venture capital investmentcompanies have greater potential to become successful in Turkey. Simplified taxation, thestrategic place of Turkey and numerous other factors give businesses in Turkey greatopportunity. Considering all above mentioned advantages, Turkey is offering an ideal marketfor venture capitalists.

Halis AYHAN has got an important place in religion education and instruction section as researcher, scientist, instructor and administrator. This distinguished situtation can in his scientific, administrative or with other aims organized symposium, speech made at the panel and meetings , participated negotiotions, presented practical suggestion, idea, criticism, scientific-methodic evaluation and results in the issued articles and books also evaluation and proposals presented to the administrative superior offices can clearly be seen.When his issued ideas, crticism and evaluation in his products for about forty years are inspected and evaluted the result can clearly be seen that AYHAN brought out a mature, authorized, realist and independent portreit. Especially ,when the sensitivity and arguments of religion education in Turkey is taken into consideration, his special position and pecularity can be understood better. Beside these AYHAN is cohorent as a scientist. The repetations in his ideas ,evaluatings, results and suggestions in his products give that AYHAN?s basic ideology and view of aspect on religion education are open to the devolopements and changings but when they become mature (experienced) they do not change by the time.The subject to our thesis is that AYHAN interested more in particular education rather than widespread (diffused) education. In this view of aspekt he means that it does not matter what the circumstances are but the religion culture and education has to be obliged and performed under control(inspecting) of the state. Depending on this he insistently gives the legal fundaments of the religion culture and education in every product of him; his evaluating and suggestion depend on Unification and Instruction Law, 32nd article of the National Education Basic Law, judical fundaments in the 24th article of the constitution law.
